With reference to the above Binding Site Improvement Plan,
this will confirm our telephone conversation to the effect
that we represent Hanover Management, Inc., which has been
advised by McCann Construction Company, Inc. of the City of
Tukwila's requirements that Hanover meet certain obligations
under the Binding Site Improvement Plan relating to the con-
struction of a certain roadway. This will further confirm
that Hanover intends to meet its obligations under the Bind-
ing Site Improvement Plan and is now exploring with us the
exact form they should be taking in meeting same, whether
by bond or stand -by letter of credit or some other acceptable
alternative that will assure the City that the necessary
funds are available for completion of the road. Hanover ex-
pects to resolve the matter very shortly, and will best
efforts to have the matter resolved within ten working days.
In the meantime, it would be very much appreciated if a temp-
orary occupancy permit for Buildings One and Two could be
issued pending resolution of the matter.

RE: Southcenter Corporate Square
Dear Mr. Hunt:
This office has reviewed the Certificates of Segregation (parcels #2, 3 and 4)
submitted to facilitate development of Phases II and III of Southcenter Corporate
Square.
Segregations #2 and 3 can, after minor revision, be approved in accordance with
the Binding Site Improvement Plan (B.S.I.P.) recorded under King County Recording
Certificate #7710070582. Essentially, segregation #2 should be enlarged westerly
so as to provide enough land area to accommodate, as a minimum, the number of
parking spaces required by the Tukwila Municipal Code. At the same time, segre-
gation #3 should be proportionately reduced.
Segregation #4 cannot be approved at this time for the following reasons:
1. The existing B.S.I.P. does not identify any roadway or utility service
to the land area affected by segregation #4.
2. Section 17.16.070 (1) requires all segregations complement both the
approved B.S.I.P. and the purpose of the Subdivision Code.
Inasmuch as the approved B.S.I.P. and the proposed segregation do not complement
one another and inscription #4 of the approved B.S.I.P. explicitly notes that
additional public roadways may be required, this office must require a new B.S.I.P.
be submitted for approval by the Short Subdivision Committee. The new plan should
depict the entire 19 -acre parcel, existing easements, Corporate Drive and utility
easements as well as proposed streets and easements. Submittal of the new B.S.I.P.
must be accompanied by a fee of $50 plus $10 per acre of total land area. Because
the new B.S.I.P. will not affect that portion lying north of Corporate Drive, the
total fee should be $50 (base fee) plus $120 ($10 /acre for 12 acres), or $170.

The Short Subdivision Committee meeting was called to order at 10:05 A.M. by
Acting Chairman Fred Satterstrom with Dick Williams and Hubert Crawley present.
Royce Berg, Ed Hunt and Bruce McCann represented the applicant.
Mr. Satterstrom explained the meeting had been scheduled to consider the appli-
cant's request for reconsideration of the inscriptions imposed at the 16 August
Short Subdivision Committee meeting regarding the BSIP for Southcenter Corporate
Square. Read the applicant's letter of 24 August 1977 explaining the proposed changes.
Mr. Crawley moved to cancel the BSIP provisions of the Subdivision Code until precise
standards are developed. Motion died for lack of a second.
Mr. McCann stated he fully understands the BSIP provisions and, since this is the
first one ever processed, the bugs simply need to be worked out.
Committee discussed the intent of the BSIP provisions.
Motion by Mr. Williams, seconded by Mr. Satterstrom and carried to revise inscrip-
tion #4 to read as follows:
All such roadways and utilities shown hereon shall be dedicated...
Mr. Crawley abstained from voting on this motion.
Motion by Mr. Williams, seconded by Mr. Crawley and carried to revise inscription
#1 as proposed in the applicant's letter (copy attached as part of these.notes).
Motion by Mr. Crawley, seconded by Mr. Williams and carried to delete inscription
#2 entirely. Mr. Satterstrom abstained from voting on this motion.
There being no further business, the meeting was adjourned at approximately 11:00
A.M.

This correspondence is to confirm the action taken by the Tuk-
wila Short Subdivision Committee with regard to the Binding Site
Improvement Plan filed for Southcenter Corporate Square.
The Committee required the following revisions to the Plan:
1. Forty -five (45) foot wide right -of -way to contain forty -
foot pavement section and five -foot wide sidewalk. Fif-
teen -foot utility easement on both sides of the right -
of -way.
2. The Plan may not indicate any curb cuts.
In addition to those revisions, the Committee required the follow-
ing inscriptions to be depicted on the Plan itself:
1. Exclude vehicular access to southerly 30 -foot easement.
2. A loop public water system shall be provided with ulti-
mate development or when deemed necessary by the Direc-
tor of Public Works and /or Fire Chief.
3. Construction of roadways and utilities shall be completed
in concert with phased development and shall be ade-
quate, as deemed necessary by the City, to service the
area of development. Said roadways and utilities shall
be constructed or bonded at 150% of estimated cost of
completion prior to issuance of Building. Permit and, if
bonded, must be constructed prior to issuance of Occu-
pancy Permit.

SHORT SUBDIVISION COMMITTEE
The Committee meeting commenced at 2:00 P.M. with Kjell Stoknes (Chairman),
Hubert Crawley and Dick Williams sitting as Committee members. Gary Crutch- -
field represented the Planning Division.
�BSIP: Southcenter Corporate Square
Mr. Royce Berg, architect, and Mr. Ed Hunt, McCann Development Corp., repre-
sented the applicant, Hanover Properties, Inc., of Canada.
Gary Crutchfield explained the purpose and procedures of the BSIP provisions.
Kjell Stoknes explained necessity to depict general concept of development
and necessary improvements for entire parcel rather than specific improve-
ments for a small portion referred to as Phase I.
Considerable discussion ensued amongst Committee and applicant representa-
tives to determine anticipated development and necessary supportive improve-
ments.
Motion by Mr. Stoknes to require the following revisions or inscriptions on
the BSIP:
1. Prohibit vehicular access on southerly 30 -foot easement.
2. Ultimate development will include loop public water system.
3. Construction of roadways and utilities shall be completed in concert
with phased development and shall be adequate, as deemed necessary
by the City, to service the area of development.
4. All such roadways and utilities shall be dedicated without cost to
the City within one (1) year of completion of construction.
5. Additional public access may be required in conjunction with future
segregations.

6. Northern cul -de -sac and roadway shall be depicted as a 45 -foot
right -of -way with 15 -foot utility easements on both sides of
right -of -way. Right -of -way improvement shall include 40 -foot
wide pavement section and a 5 -foot wide sidewalk along the north
side of the roadway. Cul -de -sac shall be provided as depicted in
BSIP.
7. BSIP shall include typical cross - section to depict all require-
ments of #6 above.
Committee members expressed their desire to see all requirements in
writing before acting.
Motion by Hubert Crawley, seconded by Dick Williams and carried to table
this meeting to 2:00 P.M. Thursday, 11 August 1977 at the Andover Fire
Station.

The Planning Commission has conducted their required review of
the site plan for Southcenter Corporate Square.
As a result of that review, the Commission directed that their
concerns for appropriate access to all parking areas, primarily
the proposed south parking lot, be of primary concern to the
Committee in their administrative review of the BSIP.
Inasmuch as the Commission does not review BSIP applications,
this memo is intended to serve as an expression of their con-
cerns with respect to this particular application and other similar
applications as well.

The Chairman of the Short Subdivision Committee (SSC) has
set 2:00 P.M. Tuesday, 9 August 1977 at the Andover Fire
Station Conference Room for the next SSC meeting.
At this time, only one application has been filed. The
particular application is for a Binding Site Improvement
Plan (BSIP) as provided for under Chapter 17.16 of the
Subdivision Code.
Since this is the first BSIP application, I suggest careful
scrutiny of the proposed BSIP, attached, with respect to all
requirements of Chapter 17.16.
