Sincerely, Gary Crutchfield Assistant Planner GC /ch Attachment 23 September 1977 Mr. Gary Crutchfield City of Tukwila Office of Community Development 6230 Southcenter Boulevard Tukwila, Washington 98188 Re: International Sales Project, Tukwila Dear Mr. Crutchfield: The following is in response to your letter of 31 August 1977 requesting additional information on the Environmental Questionnaire and the Shoreline Management Permit: Environmental Questionnaire: Section 1, #6: The facility is a distribution warehouse with associated office space for management, clerical and sales personnel. 20,000 square feet of warehouse space and 4,000 square feet of office space will be provided. Distribution of goods will be occurring throughout the day by truck as outlined under Section II, #3 below. Auto- mobile traffic will be as required for 25 staff and management personnel. Approx- imately 16,000 square feet of parking will be provided. Materials stored will be gaskets, sheet goods, miscellaneous hardware items, rope, wire line and similar materials as well as paints, resins and thinners listed under Section 11, #10 below. Section 11, #1: The attached drawing indicates extent of land to be cleared which is the same as extent of land to be filled. Volume of fill is approximately 5600 cu. yards. Type of fill is to be engineered fill as approved by the project's soils engineer. Exact composition and origin of the fill material cannot be determined until after the bidding process is complete as fill selection will be at the contractors discretion subject to the approval mentioned above. Availability and location of material cannot be determined this far ahead of bidding. Similarly the manner of fill (lifts, equipment used, etc.) will vary with fill material selected and must be specified after the engineers analysis and approval of material submitted. Building and parking areas will be compacted to 95% of optimum density with planting and bank areas compacted to 35% max. density. ARCHITECTURAL 320 NATIONAL BLDG. The outfall will contain a flap gate (with head calculations) as designed by the civil engineer and approved by the County as required by the Flood Control Permit. In addition a concrete recessed headwall and a 5 to 10 offset will be designed at the discharge. Section II, #4: The site will be left in its natural state with the exception of areas cleared and filled as indicated in the attached sketch. Cleared /filled areas not covered by pavement will receive a ground cover not yet determined. If required by the City, ground cover may be subject to approval prior to issuance of a building permit. Section II, #10: The following is a list of materials to be stored and handled which may be considered as a risk factor: Class IA - Class IC - Class II - Class III - Class III - Other materials stored/handled are outlined above. All of the above materials will be handled and stored as required by the Fire Code and with normal care. A high hazard sprinkler system will be employed. Section II, #13: Automobile traffic will be as indicated above. Average truck traffic will be approximately 15 units per day with a slight peaking of activity at 10 a.m. and 4 p.m. Most truck activity will be of the "van" type with occasional "semi" being used. Shoreline Management Permit: 1. The enclosed drawing indicates estimated ordinary high water mark based on site observation and survey data available to date. Ordinary high water at 9000 c.f.s. occurs at +15.7 feet. The owner wishes to receive approval of the Shoreline Management Permit and Environmental Check List before authorizing further expenditures for design and engineering services. If required by the City, we would request that approval be granted subject to positive verification of the high water line based on more complete survey data prior to issuance of a building permit. 2. A determination of the project's significance cannot be made without additional information and the application for Shoreline Permit also requires additional information, both as outlined below. Environmental Questionnaire Section I, #6: The description of the proposal, in this particular case, is insufficient to provide appropriate insight as to the details of the facility's operation. Section II, #1: Please submit sufficient data and drawing to indicate extent of site to be cleared, area to be filled, amount and type of fill, origin of fill, and manner in which fill is to be accomplished. (This should address building /parking areas as well as storm drain line and outfall.) Section II, #3: Please submit a cross - section depicting proposed storm drain line and outfall as well as manner of bank stabilization. Section II, #4: How will the site be treated in terms of landscaping? Section II, #10: To sufficiently determine the impact in this respect, please provide a detailed description of the materials /chemicals to be handled or stored, their degree of flammability /explosiveness /toxicity, and manner of protection to be employed to preclude damage to both the natural and human environments. • I. Also, the site plan indi- cates the ingress /egress point to cross Maule Avenue, an unimproved public right -of -way. To avoid potential problems associated with this fact, we suggest such ingress /egress point be moved easterly to intersect with South 143rd Street. Shoreline Management Permit 1. The site plan must include the location of the ordinary high water mark, that is, the entire length of such line rather than the river's edge or random elevation points. 2. Please include the cross - section of the storm drain line and outfall as well as manner of bank stabilization. 3. Please indicate the manner of treatment of the River Zone (40 feet land- ward measured on a horizontal plane from the ordinary high water mark). 4. Please provide a legal description of the site for which the permit is requested. As previously stated, a determination of the project's significance cannot be made without the additional information described or requested above. In addi- tion, the supplemental information regarding the Shoreline Management Permit is necessary to the application and said application will be held in abeyance until such time as a Threshold Determination of the project's significance is made in accordance with the State Environmental Policy Act guidelines and Tukwila ordi- nance #986.
