Notes of Meeting, 5 October 1977.
SHORT SUBDIVISION COMMITTEE
The Short Subdivision Committee convened at 9:00 A.M. with members Stoknes,
Williams and Crawley present. Gary Crutchfield represented the Planning
Division.
Toltec Builders:
Mr. Skya and Mr. Scheurer represented the applicant.
Mr. Crutchfield noted that South 152nd Street had been entirely vacated
under Ordinance #502 in 1967. Explained Val -Vue Sewer District had agreed
provision of 10 -foot wide public utility easement parallel to the south
line of the plat to be the most logical. Also stated that a Preliminary
Title Report needs to be supplied prior to certification for filing.
Mr. Skya stated agreement with easement provision and proposed deletion
of lot #4.
Motion by Mr. Stoknes, seconded by Mr. Williams and carried to approve the
Short Plat as amended and with the following conditions:
1. Provision of 10 -foot wide public utility easement parallel to
south line of proposed Lot #3.
2. Submittal of Preliminary Title Report prior to certification for
filing.

Mr. Ed Hunt represented the applicant.
Mr. Williams stated utilities are available and adequate.
Mr. Crutchfield explained Section 18.56.040 which requires driveways or curb -
cuts be located at least 20 feet from a side property line. Proposed cul -de-
sac location does not provide enough frontage to meet that requirement.

Minutes 5 October 1977
Mr. Hunt stated the building designed for Lot #3 will not allow extension
of the cul -de -sac.
Mr. Crutchfield noted that subdivision review and requirements take prece-
dence to site design.
Mr. Williams stated his department does not want to assume maintenance
responsibility for the rail crossing.
Committee discussed requirements of Section 18.56.040 (TMC) with particular
respect to provision of a common curb cut for both parcels. Mr. Crutchfield
questioned the legal aspects of such an interpretation. Discussed alterna-
tives with particular respect to westerly extension of the cul -de -sac.
Motion by Mr. Crawley to extend the cul -de -sac westerly to the dike and con-
struct per Public Works standards. Motion died for lack of second.
Motion by Mr. Stoknes to extend the cul -de -sac westerly far enough to be
outside of the rail easement and that such extension be a private access
road. Motion died for lack of second.
Motion by Mr. Stoknes and seconded by Mr. Crawley to extend the cul -de -sac
westerly to the dike and install rail crossing per Public Works standards.
Motion FAILED.
Mr. Crutchfield suggested extension of the cul -de -sac westerly for a distance
of 160 feet from west line of the rail easement. This would provide enough
frontage to conform to Section 18.56.040 and provide an adequate cul -de -sac
for public safety vehicles. The City, however, would assume maintenance of
the rail crossing.
Motion by Mr. Williams, seconded by Mr. Crawley and carried to table this
application until 9:00 A.M. Thursday 13 October 1977 to allow staff to con-
tact the City Attorney to determine the legality of a common driveway with
respect to Section 18.56.040 (TMC).
Motion by Mr. Stoknes, seconded by Mr. Crawley and carried to authorize the
Public Works Department to reduce the width of the extension of the cul -de-
sac roadway to conform to the cul -de -sac roadway authorized for Southcenter
Corporate Square.
Allied Stores:
The applicant was represented by Mr. Marvin Boys, Mr. Leroy Miller, Mr. Timothy
DuBois and Mr. Peter Bidstrup.
Mr. Miller submitted a revised drawing which included a fourth lot.
Mr. Stoknes addressed potential need for access common to parcels 1 and 2.
Mr. Crutchfield noted that is more appropriately addressed through site plan
review since each parcel has sufficient access to public streets.
