The owner annexed the subject parcel to Tukwila in late 1975. Upon annexa-
tion a parcel of land is assumed as R -1 -7200 until specifically classified
(interpretation of Section 18.08.020 TMC). The owner has now applied for
the C -2 classification.
FINDINGS:
1. The subject property, situated as depicted in Exhibit A, was annexed to
the City of Tukwila on 1 December 1975 under Ordinance #956.
2. The Tukwila corporate boundaries now coincide with the North and West
property lines of the subject parcel. (SEE,.Exhibit A)
3. The subject parcel is generally flat, rising gently near the west line,
and is on a plane parallel to that of Interurban Avenue.
4. The parcel is bounded on the east by Interurban Avenue, a State highway,
and 52nd Avenue South, a County road. (SEE, Exhibit A)
5. Available public utilities include 12 -inch water, 8 -inch sanitary sewer,
and.storm sewer.
6. A portion of the parcel is currently occupied by an old two -story wood -
frame building which is occupied on the first floor by a tax service
and on the second floor by an apartment unit. (SEE, Exhibit B)
7. The location of the existing building, with respect to lot lines, does not
conform to the setbacks currently set forth under the C -2 classification.

8. The parcel situated directly across 52nd Avenue South is within the'
City of Tukwila, classified C -2 (Local Retail) and vacant. (SEE,
Exhibit A)
9. The parcel situated immediately west of the subject parcel is outside
the City of Tukwila (within King County), classified RPM -2400 (Low -
density Apartments) and is occupied by a 6 -plex. (SEE, Exhibit A)
10. The parcel situated immediately north of the subject parcel is outside
the City of Tukwila (within King County), classified BC (Commercial
Business) and is occupied by the 19th Hole Tavern. (SEE, Exhibit A)
11. The recently adopted Tukwila Comprehensive Land Use Policy Plan promotes
commercial development of the land area lying along the west line of
Interurban Avenue and which is naturally associated with (on a plane
parallel to) Interurban Avenue.
12. The application was reviewed under SEPA and was issued a °Declaration
of Non - Significance. (SEE, Exhibit C)
CONCLUSIONS:
1. Since the subject parcel is, for the most part, associated with Interur-
ban Avenue as there is no distinguishable toe of slope within the property
lines, the requested C -2 classification of this parcel will conform to the
new Comprehensive Plan.
2. Utilities necessary to service commercial development in general are available.
3. Although the existing use of the site will conform to the C -2 classification,
the structure which houses the use will not, thereby constituting a legal
non - conforming structure.
4. The Public Works Department has indicated the traffic channelization in
this vicinity to be a critical problem which would be heightened by
increased commercial development which encourages additional turning
movements on Interurban Avenue. The length of frontage on 52nd Avenue
South provides an opportunity to restrict ingress /egress along Interur-
ban Avenue, thereby preserving public safety on Interurban Avenue. (SEE,
Exhibit D)
RECOMMENDATION:
Based on the Findings & Conclusions contained in this Staff Report, Staff
recommends the Planning Commission recommend the City Council classify the
property C -2 (Local Retail) with the following stipulations:
1. Any new development, including structures and parking areas, shall provide .
a minimum landscape setback of ten (10) feet from the property lines adjacent
Interurban Avenue and 52nd Avenue South.
2. Ingress /egress for any new development shall be limited to 52nd Avenue South.

Councilman Traynor noted Voucher No. 4593 and wondered if the glasses
purchased were sunglasses as the invoice did not say.

Mayor Bauch declared the Public Hearing open on a rezone request made
by Mrs. Hazel Gjerde. The request is to change the zoning from
unclassified to C -2 on the property located at the Northwest corner of
intersection of 52nd Avenue South and Interurban Avenue.
Kjell Stoknes, OCD Director, explained that the owner annexed the
subject parcel to Tukwila in late 1975. Upon annexation, a parcel of
land is assumed as R -1 -7200 until specifically classified. The owner
has now applied for the C -2 classification. The Planning Commission
considered this and recommended approval.
Mr. Stanley Erickson, 1613 % - 10th Street West, Kirkland, representir
the applicant, spoke in support of the rezone request. The property
lies along Interurban and is Commercial property.
There being no further comment on the rezone request, Mayor Bauch
declared the Public Hearing closed.
This being the time and date advertised for a Public Hearing on the
denial of a Conditional Use Permit applied for by Selland Auto Transpc
Mayor Bauch declared the Public Hearing open. He explained that each
speaker will be limited to five minutes.
Kjell Stoknes, OCD Director, explained that the Planning Commission
considered this application on November 17. The property is located
west of Interurban Avenue, east of 43rd Avenue and north of 135th.
The conflict is over the interpretation of "Truck Terminal." Staff
determined that the principal function being overnight storage and
daily dispatchment and collection of trucks constitutes a truck termir
The Planning Commission agreed and also considered the limitations
placed on the property by Ordinance No. 743. They voted to deny the
application for the Conditional Use Permit. Therefore, the applicant .
is appealing this decision to the Council.

Mayor Bauch asked if anyone wished to speak "for" the request.
There being no comment, he asked if anyone wished to speak "against"
the request.
Mr. Elray Simon, 4625 South 134th, explained that his street would be
the access road to the property in question. This is a unique problem.
The area has narrow roads and there is already one truck terminal there
Adding more trucks certainly does not alleviate the safety problem in
the area. In 1972, a detailed drawing of a proposed development was
submitted to the City. To date, nothing like this has been started;
the only thing proposed has been truck terminals. Ordinance No. 743
was designed to protect the residents in that area.
Mrs. Joan Poirier, 13405 42nd Ave. South, commented that there are over
16 acres in this subdivision. It was planned as an Industrial Park with
office /warehouse type of development. The plans for this fell through.
It is zoned Industrial but the plan was Commercial /Industrial. The
property has reverted back to the original owners. If a truck termina
is allowed then the door is open for more of the same. There would be n
setbacks, no landscaping, no sound barriers, and would create a problem
for the surrounding residents. Mrs. Poirier asked if it is possible to
deny the request and rezone the property to Commercial /Industrial.
A planned development would mean more revenue to the City and be more
pleasing to the surrounding area.
Mr. Herb Karlson, 46nd Avenue, stated that the drainage system in the
area is not working properly. There is water constantly across the
road. There are constantly trucks from West Coast on the road. This
property is zoned Light Industrial but the request does not fit this
zoning. Mr. Karlson asked who polices developments once they are
started? What assurance do the neighbors have that plans will be
followed? There is a real problem with traffic there now during the
rush hour. He stated that he did not think it was the proper place for
Mr. Selland's development because it is not zoned for this.
Mr. Robert Borden, 4319 South 135th, expressed a more technical point
of view, sighting the law governing appeal procedures.
Mayor Bauch pointed out that Council is not here to discuss the letter
of the law but to give everyone, feeling aggrieved by a city action,
a fair hearing.
Mr. Robert Storseth, Realtor, and I1r. Richard Selland, applicant,
arrived at this point in the meeting. Mr. Storseth introducted
Mr. Selland who he felt could best answer the questions. Mr. Selland
stated that he would be happy to answer any questions.
Councilman Pesicka asked if the proposed . business will put additional
truck traffic on the roads? Mr. Selland stated that the additional
traffic will be minimal, probably ten trucks a day maximum.
Councilman Traynor asked what the proposed business is? Mr. Selland
said the basic operation there would be an office facility, maintenanc(
facility and also truck parking.
Councilman Traynor asked if items are being transfered from one truck
to another,and Mr. Selland said maybe two truckloads a week.
Councilman Traynor asked if the trucks are being parked in the City
now and was told no.
Council Saul asked what hours the maintenance shop is open and what
type of work does it encompass? Mr. Selland said it would normally be
between eight and five. It could vary some evenings up until 10:00 p.1
but this would be rare. It will be all types of maintenance and repair ti
the vehicles.

appropriating funds from the sale of bonds into the 1977 budget for
city hall construction.

Deputy City Attorney Hard read an ordinance' of the City of Tukwila
classifying certain real property located at the northwest corner o•
the intersection of 52nd Avenue South and Interurban Avenue as C -2
zoning classification within the City of Tukwila.
Section 2. This classification to C -2 shall include the following
stipulations:
A. Any new development, including structures and parking area
shall provide a minimum landscape setback of ten (10) feet
from the property lines adjacent to Interurban Avenue and
52nd Avenue South.
B. Site and elevation plans for new construction be reviewed
by the Planning Commission sitting as the Board of
Architectural Review as described in Chapter 18.32 of the
Tukwila Municipal Code.

Councilman Bohrer asked what the owner intends to do with the
property. Mrs. Gjerde stated that as long as she is using it there
will be no change. At some point in time the property will probabl!
be sold. There is no pending sale at this. Before it could be sold
there would have to be a proper zoning placed on the property.
Councilman Bohrer stated that he agrees with the C -2 zoning but is
concerned about the current building as it sits close to the lot
and makes it difficult to see the southbound traffic on Interurban
The existing site does not conform to the C -2 classification. By
passing this ordinance, Council is making a legal non - conforming
structure. Further, the sidewalk plan says there will be a sidewall
along Interurban Avenue. Changing the zoning without any restrictio
could remain there as a hazard.

Kjell Stoknes stated that there are landscape and setback requii^emen
in the zoning ordinance. The most important stipulation here is thi
review by the Planning Commission before approval.
Mr. Erickson, representing Mrs. Gjerde, stated that they feel the
setback should be consistent with the other property along Interurb,
Avenue. If the concern is the existing building, to resolve the
zoning will encourage the sale of the property, then something can bl
done with it.
Councilman Traynor stated that he is bothered by the 20 feet. The
Planning Commission must have considered the setback and that is
why they want to see the site and elevation plans on new constructil
Councilman Van Dusen stated that he likes Stipulation B and would
hope the Board of Architectural Review would take care of the
problem of site clearance, landscaping and parking.

Councilman Hill referred to page 13 of the proposed budget and
stated that the full -time mayor position had not been resolved.
MOVED BY HILL, SECONDED BY MRS. PESICKA, THAT THE MAYOR BE RETAINED
AT THE SAME SALARY AS LAST YEAR AND REMAIN A PART -TIME POSITION. *
Councilman Saul stated that sometime Council is going to have to
consider someone to run the City full time. He said that he support
the Mayor's request for the full -time position. We need someone to
look after the $7,000,000 budget full -time.
Councilman Hill stated that eventually we should have a full -time
person running the City whether it is a mayor or a city manager.
But, the people should know at the time they cast their ballots
whether the person will be part -time or full -time. The people
deserve the right to choose Tukwila's first full -time mayor.
Councilman Pesicka stated that Mayor Bauch would make a good
full -time mayor but, what about two years from now? The city would
be limited on who would have the time to serve a term as a full -tim(
mayor.
Councilman Bohrer agreed that the City needs a full -time administra-
tor. The problems in Tukwila are not strictly population- related.
We have 100 full -time employees and eight Department Heads that
report to the Mayor. Businesses do not operate with a part -time
administrator. One concern is that in the future there could be a
problem in finding qualified people who want to serve full -time as
mayor. There are other concerns; this is a difficult decision.
There is no simple answer to assure that the City of Tukwila in the
future will be well managed. Councilman Bohrer said that Mayor
Bauch would make an excellent administrator.

Councilman Saul asked if anyone wanted to change their minds about
the three Fire Lieutenants. They will cost an additional $5,000.
Councilman Hill asked about the attorney fees on Page 34. Court
fees were raised from $48.00 to $50.00 per hour.
Attorney Hard stated that the average for this area is $50.00
Councilman Bohrer stated that Council has set the Mayor's salary
for next year but hasn't resolved the issue of what to do about a
full -time administrator.
MOVED BY BOHRER, SECONDED BY SAUL, THAT THE MONEY DELETED FROM THE
MAYOR'S SALARY BE RETAINED IN THE ADMINISTRATIVE BUDGET FOR THE YEA
OF 1978 AND THAT COUNCIL EXPLORE OTHER ALTERNATIVES FOR A FULL - TIME
ADMINISTRATOR IN 1978. * **
Councilman Traynor suggested that the money be moved to the
Contingency fund.
Councilman Bohrer stated that his thought was to leave the money in
the Mayor's budget but create a new position.

Deputy City Attorney Hard read a resolution of the City of Tukwila
authorizing the execution of an agreement with King County regardinl
planning foruse and distribution of certain Block Grant Funds for
the program period 1978 - 1980, under the Community Development Act
of 1974.

Mayor Bauch announced that Thursday at 3:30 P.M., the Mechanical
Engineer and the Architect would be out to discuss the sound system
for the Council Chambers.
The Interior Architect has completed his proposal for furnishing th
main floor of City Hall and would like to meet with Council to
discuss his recommendation. Council concurred with Mayor Bauch to
meet with them at the Committee of the Whole Meeting, Tuesday,
December 27, 1977.
Councilman Saul read the report submitted by Mabel J. Harris, City
Treasurer.
"The sale of $1,500,000 of limited G.O. Bonds for City Hall
Construction increased our investable funds to an all -time height."

discuss the proposals from USTME.
Councilman Saul reported that, in order for the contractor to
complete the underground wiring project on his street, it is also
necessary to underground three houses in the County. He asked
Council permission to obtain signatures of the County residents
agreeing to the undergrounding of their property.
Councilman Gardner stated that the City should not pay the per lot
charge for those in the County.
Councilman Saul stated that the City should pay to enable the
Tukwila residents to hook up.

Mary Dussault, audience, asked if any action will be taken before the
public hearing is held. Mayor Bauch replied that no action will be
taken before December 19, 1977. The purpose of having it on the
agenda at this time is to set a date for the public hearing.
Eiray Simon, audience, stated he would like to know the property was
not going to be rezoned so the property owners in the vicinity would
not have to keep coming back to the Council Meeting to defend the
use of the property in their area. Councilman Traynor said everyone
had a right to speak or come before the Council regarding a rezone,
but the council could not take any action at this time.
Robert Borden, 4319 South 135th Street, said he would like to make a
formal motion to the effect that the decision of the Tukwila Plannin
Commission to deny application for a conditional use permit on the
Gusa property not be appealed. He said he had prepared a statement
on behalf of his wife who owned property in the vicinity. Council
President Hill reminded Mr. Borden that all of the information
presented at this meeting would have to be repeated at the Public
Hearing. He repeated no action would be taken this night.
Chris Crumbaugh, audience, said it was his opinion the Council shoul
not listen to discussion on the subject when the appeal applicantz
were not present to submit their information.

COMPREHENSIVE PLAN: Commercial
The owner annexed the subject parcel to Tukwila in late 1975. Upon annexation a
parcel of land is assumed as R-1-7200 until specifically classified (interpreta-
tion of Section 18.08.020 TMC). The owner has now applied for the C -2 classifi-
cation.
FINDINGS:
1. The subject property, situated as depicted in Exhibit A, was annexed to the
City of Tukwila on 1 December 1975 under Ordinance #956.
2. The Tukwila corporate boundaries now coincide with the North and West property
lines of the subject parcel. (SEE, Exhibit A)
3. The subject parcel is generally flat; however the southwest corner of this
parcel rises approximately ten (10) feet.
4. The parcel is bounded on the east by Interurban Avenue, a State highway, and
52nd Avenue South, a County road. (SEE, Exhibit A)
5. Available public utilities include 12 -inch water, 8 -inch sanitary sewer, and
storm sewer.
6. A portion of the parcel is currently occupied by an old two -story wood frame
building which is occupied on the first floor by a tax service and on the
second floor by an apartment unit. (SEE,. Exhibit B)
7. The location of the existing building, with respect to lot lines, does not
conform to the setbacks currently set forth under the C -2 classification.

8. The parcel situated directly across 52nd Avenue South is within the City of
• Tukwila, classified C -2 (Local Retail) and vacant. (SEE, Exhibit A)
9. The parcel situated immediately west of the subject parcel is outside the
City of Tukwila (within King County), classified RM -2400 (Low- density Apart-
ments) and is occupied by a single - family residence. (SEE, Exhibit A)
10. The parcel situated immediately north of the subject parcel is outside the
City of Tukwila (within King County), classified BC (Commercial Business)
and is occupied by the 19th Hole Tavern. (SEE, Exhibit A)
11. The recently adopted Tukwila Comprehensive Land Use Policy Plan promotes
commercial development of the land area lying along the west line of Inter-
urban Avenue and which is naturally associated with Interurban Avenue.
12. The application was reviewed under SEPA and was issued a Declaration of Non -
Significance. (SEE, Exhibit C)
13. The Public Works Department has indicated the traffic channelization in this
vicinity to be a critical problem which would be heightened by increased
commercial development which encourages additional turning movements on
Interurban Avenue. (SEE, Exhibit D)
14. The Planning Commission, during a public hearing conducted 17 November 1977,
concurred with the Staff suggestion that ingress /egress on Interurban Avenue
be handled under Board of Architectural Review as a condition of rezone.
(SEE, Exhibit E)
CONCLUSIONS:
1. Since the subject parcel is, for the most part, associated with Interurban
Avenue the requested C -2 classification of this parcel will generally conform
to the new Comprehensive Plan.
2. Utilities necessary to service commercial development in general are available.
3. Although the existing use of the site will conform to the C -2 classification,
the structure which houses the use will not, thereby constituting a legal non-
conforming structure.
RECOMMENDATION:
Based on the Findings and Conclusions of this Staff Report, the Planning Commission
recommends the City Council classify the property C -2 with the following stipulations:
1. Any new development, including structures and parking areas, shall provide a
minimum landscape setback of ten (10) feet from the property lines adjacent to
Interurban Avenue and 52nd Avenue South.
2. Site and elevation plans for new construction be reviewed by the Planning Com-
mission sitting as the Board of Architectural Review as described in Chapter
18.32 of the Tukwila Municipal Code.

Mr. Simons, 15460 - 65th Avenue South, asked if street improvement would be
accomplished by LID.
Commission discussed nature of improvements intended by applicant.
Mr. Simons questioned the survey location of the subject lot in relation to
Bluff Street, asserting it may be off as much as ten (10) feet. Chairman
Kirsop noted the information would be passed on to the Public Works Department.
Mr. Bowen asked if any roof -- mounted equipment is included?
Mr. Schneider stated the mansard roof facilitates screening of all roof - mounted
equipment.
Motion by Mr. Bowen, seconded by Mr. Sowinski and carried to approve the site,
elevation and landscape plans with the following stipulations:
1. Move the entrance curb cut to at least twenty (20) feet from the property
line and reduce to twenty -four (24) feet in width.
2. Provision of deciduous street trees along 65th Avenue South planted at
a maximum of thirty (30) feet on center.
3. Provision of automatic irrigation in major landscape areas.
4. Building materials conform to those described in Staff Report Exhibit C.
5. Installation of appropriate safety curb along Bluff Street at the
expense of this property owner.

Chairman Kirsop opened the public hearing and Mr. Crutchfield read the Staff
Report and explained the conflict of left turn movements.
Mr. Stanley Erickson, 1613' - 10th Avenue, Kirkland, representing applicant,
explained some degree of access on Interurban Avenue is necessary to function
as commercial property. This would be only parcel between I -5 and I -405 freeways
fronting Interurban Avenue without access to Interurban Avenue. Explained slope
in rear of property inhibits access on 52nd Avenue.
Mr. Hartong stated he had visited the site and agrees that the slope in the rear
of the property was too severe to allow appropriate ingress /egress on 52nd Avenue
if more than 100 feet from Interurban. Stated 52nd Avenue is too narrow for the
traffic on it now and questioned where access to Interurban Avenue is precluded
on another parcel.
Mr. Erickson reiterated Mr. Hartong's statements, noting that left -turn conflicts
indeed may be a problem but resolution should be determined at time of construc-

Motion by Mr. Hartong to recommend the City Council classify the property C -2 with
the following stipulations:

2. Ingress /egress on Interurban Avenue be authorized.
Motion died for lack of second.
Mr. Satterstrom suggested the issue of ingress /egress on Interurban Avenue be
handled under Board of Architectural Review as a condition of rezone.
Motion by Mrs. Avery, seconded by Mr. Bowen and carried to recommend the City.
Council classify the property C -2 with the following stipulations:
1. Any new development, including structures and parking areas, shall pro-

B. PUBLIC HEARING: CONDITIONAL USE PERMIT (Selland)
Chairman Kirsop opened the public hearing and Mr. Crutchfield read the Staff Report
and explained drawings of the proposed development. Mr. Satterstrom displayed and
explained slides.
Mr. Bob Storseth, 1200 Westlake North, representing the applicant, noted the narrow
rear portion of the site has been sold to a different developer and therefore is no
longer a part of the application. Hence, the site has been reduced from 3.75 acres
to 2.5 acres. Stated Selland Auto Freight is not affiliated with Yellow Freight
Systems in any fashion. Neither is the Selland operation similar to Yellow Freight.
Selland is a "long- haul" operation and consequently won't use local streets but
rather will use South 134th Street to get to the freeway interchange. Topography
and distance adequately separate the proposed use from the residential neighbor-
hood. Summarized his presentation as follows:
1. The proposed use is not a truck terminal as such are commonly described;
2. There is no inference in Ordinance iY743 which restricts the use of properties
zoned thereunder;

application as invalid due to the nature of the use in relation to the surrounding
residential area.
Ms. Hazel Gjerde, applicant, stated she received the Staff Report Wednesday
afternoon and was unable to prepare rebuttal to the Staff recommendation.
Requested postponement to 17 November 1977.
Motion by Mr. Hartong, seconded by Mr. Bowen and carried to postpone the public
hearing until 8:00 P.M. Thursday, 17 November 1977.
Mr. Crutchfield noted the only remaining audience was the proponent of Southcenter
Corporate Square. Suggested they be heard prior to the hearing for H &CD Program.
Motion by Mrs. Avery, seconded by Mr. Richards and carried to hear Southcenter
Corporate Square.
Southcenter Corporate Square:
Mr. Crutchfield explained the applicant proposes a fabric cover for the pedestrian
bridge rather than the glass, metal or wood required by the Planning Commission in
July 1977.
Commission discussed the color of the proposed fabric as well as the intent of the
Planning Commission requirement in July.
Motion by Mrs. Avery to accept the fabric proposed by the applicant in lieu of the
glass, metal or wood requirement in July. Motion died for lack of second.
Motion by Mr. Bowen and seconded by Mr. Richards to deny the proposed fabric and
reaffirm the previous glass, metal or wood restriction.*
Commission discussed different colors and rationale for consideration. Mr.
Richards noted that color, as a part of exterior treatment of buildings, is
certainly a part of architectural review, a primary function of the Planning
Commission when sitting as the Board of Architectural Review.
When questioned as to why the fabric in lieu of glass, metal or wood, the applicant
stated principal factor is economics -- the fabric is much cheaper.
Commission again discussed color vs. material and intent of the restriction.

movements on Interurban Avenue. The length of frontage on 52nd Avenue
South provides an opportunity to restrict ingress /egress along Interur-
ban Avenue, thereby preserving public safety on Interurban Avenue. (SEE,

RECOMMENDATION:
Based on the Findings & Conclusions contained in this Staff Report, Staff
recommends the Planning Commission recommend the City Council classify the
property C -2 (Local Retail) with the following stipulations:
1. Any new development, including structures and parking areas, shall provide
a minimum landscape setback of ten (10) feet from the property lines adjacent
Interurban Avenue and 52nd Avenue South.
2. Ingress /egress for any new development shall be limited to 52nd Avenue South.
WHEREAS, the property described in Exhibit "A" attached hereto was
annexed to the City in November 1975 under Ordinance #954, and;
WHEREAS, the owner of the property has petitioned the City requesting
classification of said property to C -2, and;
WHEREAS, adequate environmental information was submitted and a nega-
tive declaration made by the responsible official, and;
WHEREAS, a public hearing on said petition was conducted before the
Planning Commission as required by law on 17 November 1977 after which a favorable
recommendation with stipulations was made, and;
WHEREAS, the City Council, at a regular meeting thereof, has considered
the recommendation of the Planning Commission and has concurred with said recom-
mendation.

NORTHWEST CORNER OF THE INTERSECTION OF 52ND AVENUE SOUTH
AND INTERURBAN AVENUE AS C -2 ZONING CLASSIFICATION WITHIN
THE CITY OF TUKWILA.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA DO ORDAIN AS
Section 1. That the real property generally located at the northwest
corner of the intersection of 52nd Avenue South and Interurban Avenue as further
described in Exhibit "A" attached hereto, is hereby classified C -2 in accordance
with Ordinance #251 of the City of Tukwila, as amended, and the City Council hereby
adopts the map attached as Exhibit "B" hereto as illustrative of the property
described.
Section 2. This classification to C -2 shall include the following
stipulations.
A. Any new development, including structures and parking areas, shall
. provide a minimum landscape setback of ten (10) feet from the pro-
perty lines adjacent to Interurban Avenue and 52nd Avenue South.
B. Site and elevation plans for new construction be reviewed by the
Planning Commission sitting as the Board of Architectural'Review as
described in Chapter 18.32 of the Tukwila Municipal Code.
