STOKNES BE EXCUSED FROM THE MEETING. MOTION CARRIED. Maxine Anderson (City Clerk), Rick Beeler (Planning Director), John Colgrove (City Attorney), Ross Earnst (Public Works Director), John McFarland (City Administrator). Mayor Van Dusen introduced Mr. Saeki, newspaper reporter, who is here from Sister City Ikawa -Cho. He is writing a series of articles. Ann Crain, audience, stated the gardening club is planting a tree at Hazelnut Park on April 12 at 11 a.m. The public is invited to attend. Daniel Arigonne, Duwamish Club, presented pictures to the Mayor depicting the signing of the Fire District #1 annexation. a. MOVED BY HARRIS, SECONDED BY DUFFIE, TO AMEND THE AGENDA AND ADD ORDINANCE #1511, ADOPTING KING COUNTY DEVELOPMENT REGULATIONS FOR SPECIFIC PERMIT APPLICATIONS FOR REAL PROPERTY COMMONLY KNOWN AS FIRE DISTRICT #1 ANNEXATION AREA AUTHORIZING KING COUNTY TO CONTINUE TO REVIEW, APPROVE, INSPECT AND FINAL THOSE BUILDING PERMITS, AND DECLARING AN EMERGENCY. MOTION CARRIED. Ord. #1511, Adopting K. C. Dev. Regula- tions for specific Permit Applications for real property commonly known as F.D. #1 annexation area auth. K. C. to continue to review,approve, inspect final those bldg. permits Councilmember Moriwaki requested paragraphs 7 and 8 beginning declaring an emergency "Whereas" be deleted. Also, in Section 2 he would like it definitely spelled out that all of the building permits are in. We do not want any "last minutes" surprises. Jim Tracy, King County Parks Planning Department, stated King County will act as agent for the building permits that have not been completed. Fire Dist. #1 to provide terms conditions under which City will provide services to the newly annexed area. a2 S3 Councilmember Moriwaki requested that lines 1 and 2 of Section 1 read: "The City of Tukwila adopts King County's development regulations for the permits..." and that Section 6 read: "This ordinance shall be in full force and effect as of the date the interlocal agreement is approved. Once the permits on Exhibit A have been completed, this ordinance will become null and void." MOVED BY DUFFIE, SECONDED BY ROBERTSON, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Colgrove read an ordinance of the City of Tukwila, Washington, adopting King County development regulations for specific permit applications for real property commonly known as the Fire District #1 annexation area and authorizing King County to continue to review, approve, inspect and final those building permits, and declaring an emergency by title only. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THE COUNCIL ADOPT ORDINANCE #1511 AS READ AND DECLARING AN EMERGENCY. MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT SECTION 2, FIRST SENTENCE READ: "ONLY THOSE BUILDING PERMIT APPLICATIONS FILED BEFORE MARCH 31, 1989 AND INADVERTENTLY NOT INCLUDED IN EXHIBIT A (PENDING APPLICATIONS AT KING COUNTY, FIRE DISTRICT #1 ANNEXATION) OR THOSE ANCILLARY PERMITS NECESSARY FOR THE COMPLETION OF PROJECTS LISTED ON EXHIBIT A, CAN, UNDER THESE CONDITIONS, BE ADDED TO EXHIBIT A, (PENDING APPLICATIONS AT KING COUNTY, FIRE DISTRICT #1 ANNEXATION) BY MUTUAL AGREEMENT OF THE MANAGER OF KING COUNTY BUILDING AND LAND DEVELOPMENT DIVISION AND THE TUKWILA PLANNING DIRECTOR." MOTION CARRIED, WITH BAUCH VOTING NO. MOTION CARRIED, AS AMENDED. City Attorney Colgrove read a resolution of the City of Tukwila, Washington, increasing the change funds and repealing Resolution #1025 by title only. MOVED BY MORIWAKI, SECONDED BY HARRIS, THAT RESOLUTION #1103 BE ADOPTED AS READ. MOTION CARRIED. Authorization for Transfer MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT THE TRANSFER of Funds for Foster Golf OF FUNDS FOR FOSTER GOLF COURSE BE AUTHORIZED. MOTION CARRIED. Course. MOVED BY BAUCH, SECONDED BY ROBERTSON, THAT COUNCIL AUTHORIZE THE CASH REGISTER. MOTION CARRIED. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT A SPECIAL MEETING BE HELD ON APRIL 10, 1989 PRIOR TO THE COMMITTEE OF THE WHOLE MEETING SO THIS MATTER CAN BE CONSIDERED. MOTION CARRIED. Mayor Van Dusen stated information will be distributed to the Councilmembers prior to next week's public hearing and discussion. John McFarland, City Administrator, stated it is time for the annual Spring Cleanup the City has sponsored for quite a number of years. It is usually held the last two weeks in April. This year including the annexed area it will cost approximately $33,000. Do we want both a spring and fall cleanup or just one or the other? Councilmember Bauch said we have told the annexed areas they will not have a reduction in services. Both cleanups are needed. John McFarland stated the spring cleanup would be April 22 through April 30. An OPen House for new residents and the current residents will be held on April 19, 1989 at the City Hall. Mayor Van Dusen reported a "Welcome to Tukwila" sign is being designed. City Attorney Colgrove reported the hearing on the case of World Wide Video is set for May 3.
