Council President Stoknes called the Tukwila City Council Committee
of the Whole Meeting to order at 8:30 p.m.

John Colgrove (City Attorney), Ross Earnst (Public Works Director),
John McFarland (City Administrator), Ron Waldner (Police Chief)
Don Williams (Parks and Recreation Director).
David Morgan, audience, reported that the Silver View development
with 22 units on the west side of the City was required to put in
a drain field. The drain field does not work. Who should be made
aware of this problem?
Ross Earnst, Public Works Director, stated he would take care of
the matter.
Mack McDonnel, audience, stated he was impressed by the welcome
package sent out by the City to the next citizens in the annexed
areas.
Ross Earnst, Public Works Director, stated a 1989 Tukwila water
rate increase has been made necessary by the Seattle Water
Department rate increase of 21% for Tukwila which will be effective
April 1, 1989.
With the projector Mr. Earnst showed the comparison of Tukwila
with other surrounding cities. He stated there are three scenarios
that reflect the alternatives available to increase the water rate
for Tukwila.
Scenario "A" provides an increase for all months of 1989 beginning
with the April 30, 1989 billing of a 12% increase for both
residential and commercial customers per 100 cubic feet of water.
Scenario "B" would establish a summer rate only. The 1988 existing
rate would apply until May 25 and be reapplied for September 15
to December 31.. The increase for summer months would be 23.5%
per cubic foot of water.
Scenario "C" would be a 6% increase during the non summer months
and an 18% increase during the summer months.
Council President Stoknes opened the Public Hearing at 8:50 p.m.
Bob Sukert, 14909 57th South, stated he would like to complain
about water prices. He does not get enough pressure at his home
and if two sources of water are being used there is no pressure at
all
Ross Earnst, Public Works Director, answered that the pressure
problem will be solved by the installation of the reservoir and
the new pump station.
There being no further comments from the audience, Council President
Stoknes closed the Public Hearing at 8:59 P.M.
Councilmember Moriwaki stated the City buys water from the City of
Seattle and they have raised their rates. This necessitates a
raise in the water rates by the City of Tukwila. The committee
has recommended Scenario "C" which would be a modest increase
during the non summer months and a little larger increase during
the summer months.
MOVED BY ROBERTSON, SECONDED BY MORIWAKI, THAT THE INCREASE IN WATER
RATES BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL
WITH A RECOMMENDATION FOR ALTERNATE "C MOTION CARRIED, WITH

Don Williams, Parks and Recreation Director, stated King County
is again sponsoring an Open Space /Trail Bond issue and cities
in the area have been asked to select projects for consideration.
He distributed the list and asked for further input. The list
suggested: wetland in the central business district; wetland
at Macadam Road and South 144th; River Lots -Golf Course; River
Lots -Fort Dent; and the Interurban Trail which would construct
remainder of trail into Fort Dent Park.
Councilmember Duffie noted there was nothing selected for the
west side of the City.
Don Williams explained the guidelines and stated not all of the
projects we might want would follow the guidelines.
Councilmember Moriwaki stated his concern last year when the bond
was put to vote was that the City would be subsidizing many projects
but very few of them would benefit Tukwila.
MOVED BY HERNANDEZ, SECONDED BY DUFFIE, THAT COUNCILMEMBERS SUBMIT
LIST OF SELECTIONS BY NEXT MONDAY NIGHT'S MEETING AND IT INCLUDE
THE SOUTHGATE PARK AND ANY OTHER PROJECTS THE COUNCILMEMBERS WOULD
LIKE TO HAVE CONSIDERED. MOTION CARRIED.
Don Williams, Parks and Recreation Director, explained in order
for the City to receive "pass- through" funds for 1990 Local Program
Policies must be adopted and forwarded to the CDBC office by
April 28, 1989. The policies provide guidance for decisions to be
made in July concerning what projects, planning or services the
City's CDBG funds should support. In 1990 the City will receive
approximately $50,000 in funding which is subject to the new popula-
tion of the City and the percentage of low and moderate income
residents. On April 17, 1989 a public hearing will be held to
discuss the policies.
Councilmember Hernandez stated she would like to have a fifth policy
added that would be the research /availability of affordable housing
for low and moderate income citizens.
Councilmember Moriwaki stated policy 3 should state: Preference
will be given to capital improvement projects that will benefit
low /moderate income groups.
Councilmember Robertson referred to the recent joint meeting the
Council had with the South Central School District. The School
Board suggested that the City participate in some of the plans and
design for the new high school. In attending the Parks Commission
meeting they expressed an interest in the auditorium and the desire
to have it expanded by 250 -300 seats for community use. That would
require a small storage room for artists, etc., to store their
equipment in while they were entertaining in the auditorium.
Councilmember Hernandez stated the auditorium was the most beneficial
for the City to participate in for community use.
Councilmember Harris concurred that the auditorium was the most
feasible and most usable idea presented by the School Board. The
swim pool is a separate issue, but she would like to share on that
feature.
Council President Stoknes sometimes there are good responses to
things that are presented. She did not see the need for a lot of
seats in the auditorium.
Councilmember Moriwaki said expansion could be made in the area of
the auditorium. The expense might be revenue generated.
Councilmember Duffie stated the City should build for expansion.
Council President Stoknes stated she would like to have some
figures on the cost of 250 -300 more seats plus the storage room.

Councilmember Robertson suggested if the school wants to provide
an office for a police officer and a parks office that would be
agreeable.
Councilmember Duffie said he didn't agree that the police should
have an office there. Councilmember Hernandez concurred.
Councilmember Robertson said the public lockers and changing
room were not high priority items.
Mayor Van Dusen stated he attended the local library board
meeting last week. They were concerned because they heard the
library was to be closed and would be located in the school.
Some people would like to see more involvement in the school
but the majority of citizens are against involving the library
with the schools. Most people like a small library they can
walk to.
Councilmember Hernandez concurred with the opinion expressed
by Mayor Van Dusen.
Councilmember Robertson said the library is presently located
on the school ground in a separate building. If it poses a
problem when the school is designed he would be willing to
discuss locating the library in the school with a separate
entrance and a wall between the school library and the public
library. There would be a need for separate parking.
Councilmember Harris said the City Hall is the center of the
City not the school.
Councilmember Robertson said when the school is designed we
will have the money figure in front of us. They have asked
for capital for a day care center and help for low income
parents.
Councilmember Robertson stated he would like to see the
following items on the agenda for the Council Retreat:
1) Form of City government (includes boards and commissions);
2) Council Operating Procedures; 3) Major policies of
City; 4) Our image as a new City.
Councilmember Moriwaki stated the agenda should be structured
so there is a specified time to be spent on each item. If
discussion time goes over the specified time it should be with
the approval of the Councilmembers.
John McFarland, City Administrator, stated the interlocal
agreement with King County to provide police services for a
specified time is due to be signed on Friday. The figure we
have arrived at is $46.22 /hour for 45 days. We will need a
special meeting on Thursday or Friday for acceptance by the
City.
MOVED BY ROBERTSON, SECONDED BY HERNANDEZ, THAT THE COUNCIL
HOLD A SPECIAL MEETING ON FRIDAY, APRIL 14, 1989, TO APPROVE
THE INTERLOCAL AGREEMENT WITH KING COUNTY FROM 7:00 P.M. TO
8:00 P.M. MOTION CARRIED.
Don Williams, Parks and Recreation Director, reported King
County has passed an ordinance to fund the operation of Fort
Dent for the next year.

OF EXECUTIVE SESSION. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY HARRIS, THAT THE COMMITTEE OF
THE WHOLE MEETING ADJOURN. MOTION CARRIED.
