Page 2 Minutes 24 March 1977 Mr. Ken Long, architect, requested action on the site plan tonight and he will provide elevations at a later date. Chairman Kirsop noted previous reviews within this project area had brought out the potential problem of signing. Mrs. Avery questioned the safety of providing parking across the rail ser- vice line. Mr. Richards noted the higher potential for crime in that particular parking area. Mr. Long stated the crime potential had not been a consideration in the site design and preferred not to commit to signing provisions beyond the Sign Code restrictions. Motion by Mr. Richards, seconded by Mr. Hartong and carried to table the item until the next regular meeting due to lack of adequate information regarding: 1. fencing of rail service line in vicinity of parking area; 2. exterior architectural treatment of elevations; 3. building identification. Mr. Long asked if this matter could be considered next Thursday. Mr. Crutchfield noted that this meeting will likely need to be recessed to 31 March 1977 and that this matter could be adequately reviewed by Staff if all necessary information is submitted by Tuesday afternoon. Chairman Kirsop agreed. art " ; .., LAndscape Plan for Bow Lake Transfer Station (King County) Mr. Crutchfield read the Staff Report recommending evergreen screen along the north property line to prevent view of trailer storage area from future residential development. Mr. Bob Nixon, landscape architect, stated such screening had not been . included due to adjacent property being State right -of -way for I -5. Mr. Crutchfield explained that such right -of -way can be and often is declared surplus by the State and sold to private parties for development. Current zoning and proposed Comprehensive Plan indicates residential develop- ment on all land lying north of and reasonably close to this facility. Acknowledging these factors, Mr. Nixon explained operation of the newly - designed facility. Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the landscape plan with the stipulation that the trailer storage area be effec- Planning Commission. Page 3 Minutes 24 March 1977 tively screened from southerly view by evergreen species to be planted at sufficient intervals to insure attainment of screen within five (5) years. Parkin9 Lot on Andover Park West (Cabot, Cabot & Forbes) Mr. Crutchfield read the Staff Report and explained the proposed parking lot construction in relation to existing structures. Motion by Mr. Bowen, seconded by Mrs. Avery and carried to approve the plan subject to landscape of the parking lot to correspond with neighboring landscape. NEW BUSINESS PUBLIC HEARING: Preliminary Plat for Upland's Industrial Park Mr. Crutchfield introduced item and explained location and nature of action. Chairman Kirsop opened the public hearing at 9:04 P.M. Mr. Crutchfield read the Staff Report explaining its Findings, Conclusions and Recommendation. Also read letter from Tom Bernard, of Cabot, Cabot & Forbes. (Copy of letter attached as a part of these minutes.) Mr. Dave Urich, Upland Industries, responded to each point of the Staff recommendation as follows: 1. Agreed to include that portion not conveyed to Mr. Ivy by deed or contract purchase. 2. Stated combination of lots 5 and 9 into one lot and combination of lots 6 and 10 into one will satisfy intent of this stipulation. 3. Effect of #2 above will satisfy this stipulation. 4. Agreed to this stipulation. 5. Stated he agreed with concept but was not sure about legal problems. 6. Submitted a letter which reiterated the need for use of this access. (Copy of letter attached as part of these minutes.) 7. This requirement can be fulfilled if the land included in the plat as required by #1 above and is added to lot 8. Chairman Kirsop questioned the logic of closing vehicular access on a portion of the easement originally intended for extension of Minkler Boulevard. SCHLATTER, A!AIAIP, MANAGER MEMORANDUM 344 -5222 SUBJECT: Tukwila Planning Commission Meeting, January 31, 1974 Tukwila City Hall Richard Southworth and I represented King County at two con- secutive meetings held to discuss the application for rezone of the Bow Lake Transfer Station site from R.A. District - Agricultural zone to an M -2 zone. The first meeting concerned the change in land use and the second meeting concerned the rezone application. Mr. Dick Hansen, Planner for the City of Tukwila, had placed the application drawings on a display wall and introduced the problem by presentation of slides of the site. Speaking for the County, I explained the project and the intended uses and improvements. Mr. Southworth explained. in detail the actual operations of the proposed installation.• The second meeting concerning the rezone from R.A. to M -2. Both Mr. Southworth and I continued the explaination for the project need for rezone and the expected benefits to the City of Tukwila anf the adjacent. areas. The council discussed 'the merits of rezone to M -1 vs M-2. It was concluded that M -2 was the desirable zone for the Transfer Station. Both meetings found, for the change in land use and the re -zone passed to the City of Tukwila's Council for their action and implementation if they concur. Mr. Hansen will notify both Mr. Southworth and me of the City of Tukuila action. T UK'WW I LA, WASHINGTON 98067 PLANNING DEPARTMENT Minutes of Special Meeting, 31 January 1974 Chairman Mettler called this Special Meeting to order at 8:40 p.m. Those members present at the immediately preceding meeting remained present. Noted this Special Meeting was called to hold a Public Hearing to consider a request to rezone, from R -A to M -2, that area occupied by the King County Refuse Station located northeast of South 188th Street and the I -5 Freeway. Mr. Hansen, Staff, read advertisement and explained site ' plan of proposed facility. Chairman Mettler opened the Public Hearing' at 8:44 p'.m. Mr. Bjarni Olason, King County Community Development Architecture Division, stated the need for the rezone to comply with the Tukwila zoning code. .Stated a very sophisticated operation is planned and the appropriate . zoning classification is required. Chairman Mettler noted no one was present to speak against the request and closed the Public Hearing at 8:53 p.m. Mr. Sneva questioned whether M -1 or 11-2 would be the appropriate classification. -Commissioners discussed several uses explicitly allowed within each zone most of which this operation related to M -2. Motion by Mr. Link and seconded by Mr. Lamb to recommend' the City Council rezone, from R -A to M -2, that parcel, as legally described in attachment "A." to these minutes.
