Riverside Motel /Restaurant Proposal
The proposed Riverside motel and restaurant complex by Christensen - MacDonald,
Inc. is located on a 5 -acre site southwest of the intersection of West Valley
Highway and South 158th Street. This is the same site for which an EIS was
prepared by Wilsey & Ham, Inc. in 1973 for an office - restaurant complex pro-
posal of BMA -Mape Industries.
There appears to be several similarities between the present proposal and the
Mape Industries proposal of 1973. To mention a few, proposed parking areas
are roughly equivalent, building coverage of the site is similar, and open
space or "uncovered" areas are approximately the same.
The primary difference between the two proposals, as I see it, is the potential
traffic impact of the uses in the present proposal, which are more commercial in
nature than the original 1973 proposal. If traffic to and from the site should
be greater, the ingress- egress point indicated on the site plan may be indis-
cretely.located..
As far as I'm concerned, the 1973 EIS for the BMA -Mape Industries proposal
addresses most of the anticipated impacts of the current Riverside proposal.
Having been done in September 1973, much of the information and data is still
valid. Therefore, if we can get some additional information from Christensen -
MacDonald concerning potential traffic generation and other minor issues, and
depending upon what this information reveals, we should not have to require
an EIS.
Before a final Threshold Determination is made, I would recommend that we-
request the following additional information from the applicant:

1. Traffic: Anticipated traffic volumes to and from the site and its
impact on current traffic volumes on West Valley Highway. Alternative •
access points should be analyzed.
2. Vegetation: What will be done with existing trees on the site?
3. Drainage: If drainage is directly into Green River, what, if any,
quality control measures are to be taken at the point of discharge?
4. Additional Information About Proposal Itself: The proposed site plan
indicates three CI") pads with no use identified. These uses need to be
clarified so their imparts can be ascertained. In addition, perspective
drawings of proposed buildings should be submitted as well. I expect
that the motel b u i l d i n g could be as high as 6 to 8 floors.

6. Seller agrees' to make available to Purchaser -
construction easements necessary to lay a watermain of adequate
size to serve'the improvements to be constructed on the premises
by Purchaser, to be used by independent water company such right -
of way. to extend from a point on the City of Seattle watermain
across other property of Seller to South 158th Street, to make
connection with a presently installed . .8" line and from the
westerly end of said '8" line an extension to the property of the
Purchaser. In'this connection Purchaser agrees to pay the cost'
of laying said watermain and to vest title thereto in the independ
ent water company. The independent water company shall furnish
water to Purchaser at rates now in effect or hereafter adopted,
Band as approved by the regulatory body of the State of Washington.
Seller agrees to use their best efforts to assist Purchaser in
obtaining a permit for the construction of a sewer line from a
lift station to be located on the subject property across West
Valley Highway and along the right of way of South 158th Street,
to a point adjacent to the right of way of the Puget Sound Power
& Light Company, and the obtaining of an easement from the Puget
Sound Power $ Light Company for the construction along their
property to a point of intersection with the sewer main line
owned and operated by Metro. In the. event that it is impossible
to obtain an easement from Puget Sound Power & Light Company.,
Seller agrees to grant a construction easement to Purchaser for

the construction of said sewer line over and across property owned
Iby Seller, which easement shall either be adjacent to the right
of way line of Puget Sound Power $ Light Company right of way,
or adjacent to the easterly line of Seller's property. In this
1 connection Purchaser agrees to construct a lift station on the
above described premises of sufficientcapacity to handle twice
the amount of sewage reasonably to be expected from 228 motel
units, plus a restaurant to accomodate such units. This additional
capacity shall then be available for use by the Seller in the even
of the development of her property lying northerly of the property
being sold to Purchaser hereunder, and inthe event of such develop-
ment the Seller and/or her assigns, shall proportionately share
in the cost of the operation of such lift station.
7. It is understood and agreed that Purchaser will be
required to fill the above described premises to the extent neces-
sary to obtain the approval of the flood control division of
King County for the construction of the improvements proposed to

be placed thereon by Purchaser. In order to place said fill upon
all of said premises, it will be necessary for Purchaser to slope
said fill on that portion of Seller's property lying immediately
north of the above described tract. Accordingly Seller agrees
to grant the Purchasers slope easement 10 feet in width, along
the south line of Seller's property which adjoins on the north
of the above described premises to be conveyed to Purchaser.
Such slope easement shall extend from the west right of way of
the West Valley I-iighw,ay to the edge of Green River. Provided,
however, that any fill within the slope's easement shall be made
with top soil borrowed from other portions of the premises con-
veyed to Purchaser.

WHEREAS under Paragraph 6 of a "Contract of Sale and
Purchase" agreement entered into this 10th day of June, 1969
by Helen B. Nelsen, as seller and Rebma Washington Inc., as
purchaser, seller agrees to give an easement for the construction
of a sewer line and it is hereby stipulated and agreed that said
sewer line easement will be temporary in nature and shall terminate
upon sanitary sewer facilities ;constructed by the City of Tukwila
or Metro becoming available to the property of seller and purchaser
along the West Valley Highway or South 158th Street. In the event
such facilities become available purchaser and seller shall within
