Your office, in prior discussions with Solid Waste Division personnel, has recommended several improvements for our Bow Lake facility. To date, all but two of these have been accomplished. Regarding the remaining two items: b. The north fire hydrant is presently unusable due to inadequate access This Division has no plans for modifying the fire hydrant access. During the design process for this facility our architectural consultant met with you and discussed the issue of fire protection. At that time, agreement was reached to wit: The south fire hydrant, eastern fire hydrant and the four 111 inch high pressure hoses with fire nozzles located around the refuse pit comprised adequate fire protection. AGENDA ITEM V C' Landscape Plan for Bow Lake Transfer Station (King County) Expansion and improvement of the Bow Lake Transfer Station site is nearing commencement. The Commission's recommendation for rezone in 1973 to allow such included the stipulation that the Commission review a detailed landscape plan. That land area to the north is currently zoned R -A (Residential) and is indicated on the proposed Comprehensive Plan Land Use Map as low - density. residential. While the plan includes a pleasing variety of plant materials, the trailer storage area located at the north end of the site is left open to the view of future development to the north of the facility. Staff recommends the Commission approve the landscape plan with the stipulation that the trailer storage area be effectively screened from southerly view by evergreen species to be planted at sufficient intervals to insure attainment of screen within five (5) years. Planning Commission Minutes . Page 2 24 March 1977 Mr. Ken Long, architect, requested action on the site plan tonight and he will provide elevations at a later date. Chairman Kirsop noted previous reviews within this project area had brought out the potential problem of signing. Mrs. Avery questioned the safety of providing parking across the rail ser- vice line. Mr. Richards noted the higher potential for crime in that particular parking area. Mr. Long stated the crime potential had not been a consideration in the site design and preferred not to commit to signing provisions beyond the Sign Code restrictions. Motion by Mr. Richards, seconded by Mr. Hartong and carried to table the item until the next regular meeting due to lack of adequate information regarding: 1. fencing of'rail service line in vicinity of parking area; 2. exterior architectural treatment of elevations; 3. building identification. Mr. Long asked if this matter could be considered next'Thursday. Mr. Crutchfield noted that this meeting will likely need to be recessed to 31 March 1977 and that this matter could be adequately reviewed by Staff if all necessary information is submitted by Tuesday afternoon. Chairman Kirsop agreed. Landscape Plan for Bow Lake Transfer Station (King County) Mr. Crutchfield read the Staff Report recommending evergreen screen along the north property line to prevent view of trailer storage area from future residential development. Mr. Bob Nixon, landscape architect, stated such screening had not been included due to adjacent property being State right -of -way for I -5. Mr. Crutchfield explained that such right -of -way can be and often is declared surplus by the State and sold to private parties for development. Current zoning and proposed Comprehensive Plan indicates residential develop- ment on all land lying north of and reasonably close to this facility. Acknowledging these factors, Mr. Nixon explained operation of the newly - designed facility. Parking Lot on Andover Park West (Cabot, Cabot & Forbes) Mr. Crutchfield read the Staff Report and explained the proposed parking lot construction in relation to existing structures. Motion by Mr. Bowen, seconded by Mrs. Avery and carried to approve the plan subject to landscape of the parking lot to correspond with neighboring landscape. NEW BUSINESS PUBLIC HEARING: Preliminary Plat for Upland's Industrial Park Mr. Crutchfield introduced item and explained location and nature of action. Chairman Kirsop opened the public hearing at 9:04 P.M. Mr. Crutchfield read the Staff Report explaining its Findings, Conclusions and Recommendation. Also read letter from Tom Bernard, of Cabot, Cabot & Forbes. (Copy of letter attached as a part of these minutes.) Mr. Dave Urich, Upland Industries, responded to each point of the Staff recommendation as follows: 1. Agreed to include that portion not conveyed to Mr. Ivy by deed or contract purchase. 2. Stated combination of lots 5 and 9 into one lot and combination of lots 6 and 10 into one will satisfy intent of this stipulation. 3. Effect of #2 above will satisfy this stipulation. 4. Agreed to this stipulation. 5. Stated he agreed with concept but was not sure about legal problems. 6. Submitted a letter which reiterated the need for use of this access. (Copy of letter attached as part of these minutes.) 7. This requirement can be fulfilled if the land included in the plat as required by #1 above and is added to lot 8. Chairman Kirsop questioned the logic of closing vehicular access on a portion of the easement originally intended for extension of Minkler Boulevard. Mr. Crutchfield explained that the Public Works Department and Planning Divi- sion, in view of several factors including existing construction and rail lo- cations, had concluded that extension of Minkler Boulevard is not in the best interest of public. Mayor Todd called_theePublic Hearing to order and purpose of the Public Hearing at 7:05 P.M. • GARDNER, TRAYNOR, DAVIS, HARRIS, SAUL, JOHANSON. Sterling was not present and was unexcused. Gary Crutchfield, Planning Department, read a letter from the Planning Commission dated February 22 explaining the business conducted by the Planning Commission at their special meetings of January 31 1974. A copy of the letter and the Minutes of the Planning Commission are on file in the City Clerk's office. Mayor Todd opened the Public Hearing for audience comments. Mr. Bjarni Olason, Architect /Planner, Architecture Division, Dept. of Cummunity and Environmental Development, King County, stated his support for this action and explained the current disposal site will be developed into a modern efficient facility which will serve as a transfer station to Cedar Hills dump site. Mayor Todd closed the Public Hearing. * * * * * * * * * The second item to consider was the subsequent request by the King County Solid Waste Division to rezone in conformance with the Comprehensive Land -Use Plan that portion of property as lega ly described in Exhibit "A" to M -2. An explanation was given by Gary Crutchfield, Planning Department. Councilman Sterling arrived at 7:10 P.M. Mayor Todd opened the Public Heaving for audience comments. Mr. Bjarni Olason stated as a result of the upgrading of this site, the County is requesing a rezone from RA to M -2 in order t develop as proposed. The Council referred to the schematic draw ings presented by the County. Mr. Olason explained the develop went will include conveyors, grinders and hoppers which will result in cleaner refuse material. The new method will be clean er and more efficient and will serve as a pilot program for the entire King County operation. Councilman Saul asked what the noise factor would be. Mr. Olason stated the site will be land- scaped with many trees and the grinding will be done intermitten ly so that the noise will be at a minimum. Councilman Gardner asked if the garbage would need to be separated. Mr. Richard Southworth, Superintendent, Department of Public Works, Solid Waste Division, King County, stated this new design is the best in operation now and they do not anticipate separation. He ex- plained that this system is only as good as the number of trail.. ers available. The site will be processing 250 tons of waste in an 8 -hour day. The cost of this improvement is $1.2 million; to add metal separation for recycling would cost another $1 million The recovered materials market is not so dependable as to warran this additional installation. Candidates should have the right to advertise their campaigns in this manner just as candi- dates in other cities do. The ordinance is not constitutional. Fees for advertising are split 50/50 with Metro Transit and Metro Transit Advertising. Our political advertising helps in this way to support the transit system. Councilman Saul stated other cit- ies do not operate in this way. He stated he would amend the . last line of Paragraph (M) to read, "or any public property of any kind, unless such public display is purchased and is offered at a standard rate on a regular basis to the general public." Mayor Todd stated he thought the Council's vote on keeping the transit bus might be influenced by whether or not candidates can advertise on that bus. Mr. George Hill stated the possibility is that, if signs are allowed on public vehicles that signs will be seen on the shop vehicles or patrol cars. Mr. Bill Moore stated City tax revenue and Federal Revenue Sharing funds pay for this bus. Why should I as a taxpayer pay for someone to advertise on the bus I am paying for. Councilman Sterling stated most all other cities allow advertising on their buses. Mr. Bill Moore stated that fact does not necessarily make it right. Mrs. Nancy Moore stated this advertising question should be decided after the Council votes on keeping the bus service. Councilman Johan- son stated the wording "publicly -owned or operated vehicle" should not be in the ordinance. Steve Hall stated the word "pub- licly" could be changed to "City ". Councilman Traynor stated the intent of the ordinance is not correct; every bus from other parts of the County would then be required to stop at Tukwila City limits at one end of town, tear off their political adverti: ing signs, run through the City, then paste the signs back again at the City limits on .:leaving town if :the .ordinance -were followed to the letter. Mrs. Darleen West stated when you buy a lot to build a house, you always consider the type of house to build on that li The same applies to the City Hall site.' It makes a difference 1 the taxpayer if one site costs very much more to build on than the other,,to house the same facilities. It is ridiculous to spend the taxpayers money this way. Mr. Barlow agreed once the choice of lots is made, that will be taken into consideration. Merely because one person likes to live on the side of the hill and another likes to live on the flat does not make a difference The choice of sites would be considered in the overall location and the costs. Mr. Roger Brown stated if the figures to be in- cluded on the bond include the interest, then the figures will 1 double. Mayor Todd stated the sq. foot cost figures show more accurately the costs involved than those listed on the board here. Mr. McAdoo stated there are excavation costs for Site #6 and there is certain to be extra foundation work for Site #10. Chief Sheets announced an increase of crime, especially in case of gasoline larceny, of 17% in January although white collar crime is down. Chief Sheets stated that Fireman Flue is the leader of the Explorer Scouts and a good member of the community. He is assi ing in teaching the Scouts in the field of fire fighting and prevention and in the field of police work. The Scouts are nov interested in patrolling with the Police Officers for one day. Mr. Olason noted the isolation of the site as it is located atop the steep west hill of the valley and is served only by private access. Noise and view of the site is buffered-by the freeway on the west. Mr. Olason agreed that although the County owns surrounding acreage of the hillside, only the area utilized by the facility need be designated for the appropriate usage. Chairman Mettler noted there was no one to speak against the request and closed the Public Hearing at 8:26 p.m. Mr. Sneva questioned noise levels and cleanliness of operation. Minutes, 31 January 1974 .Mr. Southworth, King County Solid Waste Division, stated the freeway more than adequately buffers the an_tici- pa`?d noise levels of the proposed improvements and noted the proposed facility will be largely enclosed whereas the existing facility is not. This improvement should significantly increase the cleanliness of the operation. Mr.. Zepp noted that some years ago, extensive.Public Hearings • and studies were conducted to .find the best location for a refuse station to serve the west Green River Valley and Sea -Tac area. THE PROPOSED ACTION A. Project Description This project in essence consists of improving and enlarging an existing transfer station. The latest technology in waste handling and transfer will be incorporated to maximize efficiency, reduce opera- ting overhead, and respond to ecological considera- tions. The proposed Bow Lake Transfer Station is designed to accommodate up to 600 users per day, operating nine hours per day and assuming an 18 minute average turnover rate. In a day's time as much as 250 tons of solid waste will be deposited. The station will operate in a manner generally comparable to a conventional transfer station: The facility will consist of a dumping pit, flanked on either side by a tipping pad. A tractor, at pit level, will push the waste into waste trailers, which when filled, will haul the waste to landfill sites. To minimize or eliminat a dust, blowin• debris, odor, and vectors, the pit will b e' covered and enclosed, except at the tipping pad stalls. here will be 20 stalls, each 13 feet wide, provided at the tipping pad. Ten stalls will be provided on either side of the pit. One side will be open for public use; the other side will be reserved for commercial users during the week and opened to the general public on the weekend. A scalehouse and scales will be located near the entrance /exit drive to weigh incoming and outgoing non - commercial vehicles and determine the charge based on the weight of the waste involved. The scalehouse facility will also include a restroom facility for the attendant on duty. Sanitary control has been of prime concern in the design of the facility. Slots will be provided in the vehicle stop, bull rail and above the pit to facilitate sweeping debris into the pit. A water system will be provided for fire control, for wash- ing down the tipping pad and to help control dust, soot and ashes. The building covering the pit will also house rest - room facilities and a small lunch room for attendants. There will be storage areas in the building as well as a mechanical /electrical room. Although.the land- scaping plan has not been finalized as of this writing, it is intended that it will be of a scale appropriate to that of the project. That is, it is intended that there will be numerous trees of 2 VICINITY MAP sufficient scale surrounding the building to reduce the visual impact of the structure. Fencing will be a new addition to the boundary of the project area. It is anticipated to be a six em foot chain link fence, •ossibl sainted black. If adequate funding can be generated, there will be a major addition to the project which will be incorporated into the above described plans. This would entail the addition of two medium sized grinders with associated hoppers for storage of approximately 250 tons of ground refuse. Load- ing onto the waste transfer trucks would then be from the hopper. It is anticipated that the milling equipment would masticate and /or compact approximately 250 tons of refuse per day. B. Existing Conditions The site lies on a flat above the west slope of the Green River Valley. The topography is gener ally flat but slopes off steeply to the east. The soil is classified as Urban Land since the natural layers have been disturbed, and in this case overlain with a sanitary fill and cover dirt. The base material is an ice contact recessional deposit, probably of silty sand and gravels. The present transfer station has 12 stalls, an insufficient number to meet heavy demand days. The • space and layout of the facility limits dumping and operational efficiency and cramps maneuverability of autos and trucks. Tipping pads are often in disrepair and settling causes continuous maintenance attention. The station area is uncovered and open to the ele- ments for both users and employees. This has led to littering problems due to winds and drafts and has made general maintenance more difficult. Of the 14 acres of land within the site, approxi- mately six are usable and two will actually be util- ized for this project. Vegetation within the six acre area is homogeneous in composition, except for the area currently utilized for the transfer station. It consists of a dominating shrub cover- of evergreen, blackberries and associated shrubs with scattered individuals and congregations of alder, cottonwood, big -leaf maples and some Douglas -fir. Weeds and grasses alone grow in the transfer station area. Current information indicates that peak use is estimated at 700 to 1,000 users per day occurring two or three times a year. The mean daily use (taken from the first quarter of 1972) is 141 users per day during the week and 514 users per day on the weekend. The average tonnage of refuse per day over the last six years has been 161 tons per day with an average increase of 4000 tons per year each year, or an average daily increase of 8.3 tons per day. No land use other than open space exists within a quarter mile of the site except for the I-5 Freeway immediately west of the site. II. ENVIRONMENTAL IMPACT OF THE PROPOSED ACTION The environmental impact of the project is examined in reference to the. pertinent criteria designated in Section 5 of King County Ordinance 1700. Criteria 1 - "Actions which result in substantial and long -term increases in the existing level of air, water or noise pollution in the vicinity of the subject project;" a. Air Quality will be positively affected. Dust and wind b. o- . -• stantially reduced or eliminated because of the wind screen and sprinkler system to be provided. There will be better control of odors and gas emissions from the site due to the contamination of the site and as a by- product of the refuse being ground -up. b. Water Resources will be unaffected since the site will be connected to the Metro Sewer System.. c. Noise: There will be additional noise generated at the site from the milling operations. However, it will be placed in a separate structure with a heavy buffering of trees. The noise generated will be intermittent and there are no other land uses within a quarter mile except the I -5 Freeway. Criteria 2 - "Actions which result in the destruction or impairment of resources such as lakes, marine water and other shorelines;" ti There will be no impact on any shorelines as a result of this project. 1. Reinhardt, John J. A Report' on Milled Refuse and the Use • of Milled' Refuse in Landfill, Madison, Wisconsin, 1969. Criteria 3- "Actions which have a substantial adverse effect on wildlife habitats, fish and wildlife, unique and fragile vegetation;" The effect on habitat and wildlife will be negligible because this project will utilize the site of the existing transfer station plus part of the area already cleared around it. There is no unique or particularly fragile vegetation on the site. Criteria 4 - "Actions which cause a substantial change in the type of intensity of land use, population dis- tribution and public services and facilities in the vicinity of the subject project �r activity ;" a. There will be no change in the type of land use. However, the proposed project may intensify its use as a waste trans- fer site. b. Population distribution will remain unaffected by this project. c. The waste transfer station, as a public facility servicing the public, will become a more efficient operation offering better, cleaner and safer service. The service will be faster on heavy demand days because of increased capacity, and scales will result in more equitable charges for facility users. It will be cleaner due to control of dust and the ability to wash down the tipping pad. It will be safer by providing better traffic control, bumpers to . prevent vehicles backing into the pits, and adequate lighting for periods of dim light. 10 Cri - "Actions which are materially incompatible . with the County Comprehensive Plan and Zoning Code;" This site was located in accordance with the County Comprehensive Plan and the area conforms with Zoning Code requirements.' The proposed project does not represent a threat to the health or safety of the general public. It represents a correc- tion to some of the unsafe features of the existing station. In addition, • Criteria 6 - "Actions which present a potential and serious threat to the health or safety of the general " the milled wastes coming from the station have been shown not to support insects or 2. ' 3. Ibid. rodent vectors when properly managed. It also reduces the chance of acciden- tial fires at landfill sites. Criteria 7 - "Actions which have serious adverse effects, direct.or indirect, upon numerous natural resources;" This project will have negligible or no effects on any or all material resources. In addition to the above criteria, the proposed project will be aesthetically more pleasing due to the landscaping and the visual improvement of the proposed building over the existing hole in the ground. III. DECLARATION'' OF NO. Mr. Dick Hansen, Planner for the City of Tukwila, had placed the application drawings on a display wall and introduced the problem by presentation of slides of the site. Speaking for the County, I explained the project and the intended uses and improvements. Mr. Southworth explained in detail the actual operations of the proposed installation. The second meeting concerning the rezone from R.F. to M -2. Both Mr. Southworth and I continued the explaination for the project need for rezone and the expected benefits to the City of Tukwila anf the adjacent areas. The council discussed '.the merits of rezone to M -1 vs M -2. It was concluded that M -2 was the desirable zone for the Transfer Station. Both meetings found. for the change in land use and the re -zone passed to the City of Tukwila's Council for their action and implementation if they concur. Mr. Hansen will notify both Mr. Southworth and me of the City of Tukwila action. Mr. Hansen requested that I send to him as soon as possible, the legal description separating the Transfer Station site itself from the balance of the King County land at the site and di f- ferentiated from the site by virtue that it is the unbuildab i.e. site to the east of the Transfer Station plateau.
