RE: Undergrounding of overhead telephone cables running from
the Southcenter Shopping Center parking lot at Strander
Boulevard and Andover Park West to South 180 Street and
then eastward along South 180 Street to Sperry Drive.
Members of the Tukwila Industrial Council recently rejected the
proposal presented by Mr. J. T. Jarboe, Engineering Manager for
the local division of Pacific Northwest Bell Telephone Company,
whereby certain property owners were to be requested to partici-
pate in a portion of the costs as a possible expedient in getting
the above referenced telephone cables underground.
As you will recall from our mid -May, 1974, meeting with Mr. Jarboe
it was his opinion the Telephone Company would be agreeable to
proceed with undergrounding of the referenced cables provided the
affected landowners would agree to provide the trenching for under -
grounding telephone conduit on Minkler Boulevard from Andover Park
East to Southcenter Parkway and then northward along Southcenter
Parkway to the J. C. Penney Company Distribution Center. Mr. Jarboe's
proposal would then require the Telephone Company to provide the
conduit in place in the trench and property owners to do the back
filling.
Early in July, 1974, representatives of the Tukwila Industrial
Council met, at our request, with Mr. Jarboe and Mr. Larry J. Heser,
engineer for Pacific Northwest Bell Telephone Company, to explore
the possibility of the Telephone Company doing the proposed trench-
ing and back - filling with the costs to be borne by the affected

property owners in the event they were agreeable to proceed. After
discussing this proposal with Mr. Jarboe and Mr. Heser, it was their
opinion the Telephone Company could provide the trenching and back -
filling as required, with the costs to the affected property owners
not to exceed $10,000. Mr. Jarboe stated that if the proposal is
acceptable, completion of undergrounding of all existing overhead
telephone cables in this area will require approximately one year.
It should be pointed out that while the Telephone Company is agree-
able to underground all existing telephone cables in this area
provided their proposal is accepted, there are only four members of
the Tukwila Industrial Council who are owners of land affected by
the telephone cables which extend across private property from South
180 Street to the southeast corner of the Southcenter Shopping Center
parking lot. One of these four property owners, The Jack A. Benaroya
Company, has at considerable cost to the company resolved the problem
where the telephone cables go over the Parkway Plaza Building,
although the cables still remain as a nuisance factor as well as a
detraction from the aesthetic quality of Parkway Plaza. The align-
ment of the cables across the three remaining properties will not
create an encumbrance to future building plans for these three
properties such as occurred in the construction of the Parkway Plaza.
Members of the Tukwila Industrial Council acknowledged that land
owned by Upland Industries and Seattle City Light, which constitutes
the majority of land included in the Telephone Company's proposal,
may very possibly be faced with serious impediments to future land
development and building programs in the event the telephone cables
are not removed from their properties. The Tukwila Industrial
Council does not represent these two large property owners; therefore,
we are not in a position to represent their interests or to determine
what their decision may be in the event the Telephone Company's pro-
posal is presented for their consideration.
Although members of the Tukwila Industrial Council were appreciative
of the efforts extended by Mr. Jarboe and Mr. Heser, they called
attention to the precedent established by the Telephone Company in
providing a modern underground telephone system to the majority
acreages of commercial /industrial land in the area south of Inter-
state Freeway 405. Based on the long standing policy of the
Telephone Company in providing underground telephone service to
many hundred acres of land in this area at no cost to the property
owners, the members of the Tukwila Industrial Council were unanimous
in their rejection of Mr. Jarboe's proposal as being an inequitable
cost imposed on some properties for an underground system that has
been provided in the same general area by the Telephone Company at
no cost to others.

In as much as the continued existence of the overhead telephone .
cables will restrict the full use of many acres of valuable com-
mercial property and does also adversely affect the aesthetic
quality of our entire commercial /industrial area, members of the
Tukwila Industrial Council reiterate their request that no further
variances be granted by the Tukwila Planning Commission and that
Pacific Northwest Bell Telephone Company be required to proceed
with undergrounding its telephone cables in compliance with the
Tukwila undergrounding ordinance.

The Tukwila Planning Commission, at their regular
meeting of 21 December 1972, held a Public Hearing to
consider the request by Pacific Northwest Bell for a
variance from City of Tukwila Ordinance #486, Under-
ground Utilities Ordinance,
It was noted at that meeting, by Mr, Burl Wilson
representing Pacific Northwest Bell, that your company
will be in contact with the other utility companies
so as to develop a coordinated effort to underground
all utilities within the City.
A variance from Ordinance #486 was granted, by
motion of the Commission, subject to the following
conditions:
[11 That a Comprehensive Plan, establishing
a plan for the undergrounding of utilities
within the City, be submitted before
the third Thursday of March 1973.
[2] That this variance expires one (1) year
from original deadline date set forth in
Ordinance #486.
This correspondence shall constitute the variance,
together with conditions, as stated above, If you
