TUKWI LA, WASHINGTON 98067 Mr. Ben Aliment 13500 Interurban Avenue South Tukwila, Washington 98067 Dear Mr. Aliment: PLANNING DEPARTMENT The Tukwila Planning Commission, at its regular meeting held 25 April 1974, conducted a Public Hearing to con- sider your request for a variance, from Chapter 13.08 of the Tukwila Municipal Code, to allow the addition / to three existing overhead spans, of a three -phase electrical transmission line to accomodate an existing three -phase irrigation pump. The Commission, upon due consideration, voted unanimously to grant the requested variance with the acknowledgement that the aforementioned as well as other overhead facilities will be undergrounded at such time any future comprehensive plan for such undergrounding dictates. Shoreline Master Program NEW BUSINESS: Page 2 Mr. Sneva excused himself from the Commission's discussion of this matter due to his conflict of interest. Gary Crutchfield read Staff comments and suggested this matter be tabled until 8:00 p.m., Thursday, 9 May 1974 to allow the Commission and Staff to absorb the contents of the Environmental Assessment recently completed to ensure an environmentally informed decision. The Commission generally agreed to recess this regular meeting and hold a work meeting to discuss the Environmental Assessment on 7 May 1974. . The final plat review for Southcenter South had already been completed earlier. P ublic Hearing - Variance - Foster Golf Links Gary Crutchfield read advertisement and Staff comments explaining the request for a variance from Chapter 13.08, Underground Utilities. Chairman Mettler opened the :Public Hearing at 9:00 p.m. Mr. Ben Aliment, 13500 Interurban Avenue, stated the cost of undergrounding this small portion of overhead facilities BOARD OF ARCHITECTURAL REVIEW: 1.' Eliminate one lead track. Minutes, 25 April 1974 Page 3 would be in the area of $5,000 and that it is only used from May through September to irrigate the grass of the golf course. The overhead lines are screened by large trees as well as the house and wouldn't be visible except to those using the golf course in that immediate vicinity. No one was present to speak against the request and Chairman Mettler closed the Public Hearing at 9:02 p.m. Motion by Mr. Zepp, seconded by Mr. West and carried to grant the variance with the acknowledgement that these as well as other overhead facilities will be undergrounded at such time any .future: comprehensive plan .for such undergrounding dictates. Site Plan Review - #734 Segale Business Park Gary Crutchfield explained site plan noting the inclusion of the trackage to the east of the building, omission of elevations, lack of tenancy identification and landscape plans. Discussion by Commission led to motion by Mr. Kirsop to reject the site plan and suggest the applicah the plan to include the following points. 2. Setback far enough so the spur track is outside what is termed, by the proposed Master Program, as the River Zone. 3. Include landscaped berm between the lead and spur tracks. 4. Indicate additional parking area to accom- modate indicated expansion area. 5. Include elevations and indicate type of tenancy as well as area of office space. 6. Preliminary landscape plans. Mr. Zepp seconded the motion. Mr. Peter Buck, attorney representing Seg'ale Business Park stated the applicant is not requesting approval of the • ? C . \ Staff Report, 25 April 1974 Page 2 evening, it is the opinion of the Planning Department that the Department of Ecology deadline was not intended to subvert due process and, more importantly, an environmentally informed decision. The fact that the Commission has reviewed and considered the Environmental Assessment prior to any formal recommendation to the City Council will be of great importance in sustaining the Commissions recommendation, whatsoever it may be, at the Council level. NEW BUSINESS: A. Final Plan Review - Southcenter South The final plat drawings of the Southcenter South Park has been submitted to the Planning Commission for their approval in accordance with R.C.W. 58.17.150. The final plat drawings differ from the approved prelim- inary plat in one respect; the northerly extension of the most westerly north -south street has been deleted. However, this deletion has no significant effect on either the adequacy of access or utilities which is the impetus of the preliminary plat review. Steve Hall, Director of Public Works, is present to explain the engineering review and recommendations. In exclusion of the engineering recommendation, Staff recommends approval of the final plat drawings. B. Public Hearing - Variance - Foster Golf Links Ben Aliment, Foster Golf Links, has requested a variance from Chapter 13.08 to allow the addition of a three -phase overhead line to accomodate an existing three -phase pump • which, in the past, has been utilized as a single - phase. The pump is located near the foot bridge crossing the river and single -phase power is provided by a line extending across three spans originating behind the Haggard Company. The proposal is to add to the existing three spans a three - phase power line to accommodate the pump and install an additional three -phase transformer on the pole nearest the pump. BOARD OF ARCHITECTURAL REVIEW: Site Plan Review - #734 - Segale Business Park Segale Business Park proposes to construct a.22,000 square foot warehouse at the south end of the private extension of Andover Park West. The site plan is not accompanied by an elevation drawing and indicates two (2) lead tracks; no explanation for the need of both leads. Further, location of loading doors is,not noted. Parking is sufficient to meet minimum requirements. A landscape plan has not materialized since the Commissions approval of the first building within this park; this being the third such building. Staff recommends approval subject to: 1. Approval of elevations. 2. Clarification of need for two (2) lead tracks and location of rail loading doors. 3. Approval of landscape plan prior to issuance of occupancy. permit. 4.
