Lincoln Properties - Site Plan.'Revision Page 3 A. Trillium Site Plan Review Commission reviewed general site plan and parking analysis of proposed Trillium development. Mr. Pat Collee, Maguire Partnership, and the architect, explained parking, streets, water, impact statement, general uses, etc. Motion by Mr. Kirsop, seconded by Mr. Sneva and carried to accept the general concept of Trillium subject to detailed review and approval by the appropriate City officials regarding, but not limited to, pedestrain access, traffic and circulation, fire, signing, lighting and land scaping. Revised site plan was presented and discussed. Noted this plan reflects changes requested by the Commission at the January meeting. Motion by Mr. Kirsop, seconded by Mr. Lamb and carried to approve the revised plan subject to technical review by appropriate City officials and . of landscape plans. C. Tri -Way Landscape Plan Staff presented plan. and recommended approval as submitted. Motion by Mr.'Lamb, by Mr. Sneva'and carried to approve the plan as submitted. There being no further business it was moved by Mr. Zepp, seconded by West and carried.to adjourn . the regular February meeting. Minutes of Regular Meeting Chairman Mettler opened the Public Hearing at 9:10 p.m. Mr. Carlisle Jensen, Architect, noted he has oriented trunk loading and parking to the side and rear of the building so that the front may be landscaped and not used for parking. This would enhance the development. Staff noted that Treck Photographic, directly across from proposed site, is setback 25 feet instead of 50 feet. Also pointed out that the location of the property is at end of a sub - standard street and. proposed arrange- ment offers most pleasant development. No one else was present to speak for or against the request. Chairman Mettler closed the Public Hearing at 9:14 p.m. Motion by Mr. Zepp, seconded by Mr. West and carried to grant the variance from Chapter 18.32.030 (c) as the City, in effect, had granted a variance to Treck Photographic when the City Council accepted dedication of a sub- standard street. BOARD OF ARCHITECTURAL REVIEW: Site Plan - Lincoln Properties Mr. Hansen read Staff comments and letters from Public Works Director and the Fire Department. Tom Sconzo, Architect, submitted a revised site plan complying with parking requirements whereas original plan did not. Requested Commission approve at least the Doce's and restaurant portion of the site plan. Motion by Mr. Zepp, seconded.by. Mr. Link and carried to approve the Doce's and restaurant portion of the revised site plan . subject to compliance with condition stipulated by Public Works Director and Fite Department. Site Plan - Rath Packing Company Mr. Hansen read Staff comments. The Code requires that any retail or commer- cial uses provide one parking space for each four- hundred (400) square feet of gross floor area. It would appear, based upon the information provided in your letter of 28 May 1975, that your development has provided the parking spaces re- quired for industrial use and occupancy therefore would be limited to such use. The existing public rights —of —way on South 180th Street and South — W center Parkway are adequate for the existing and the projected future GI traffic requirements. ii W 2. The intersection of South 180th Street and Southcenter Parkway is t „ signalized although they are presently on a flashing red sequence. Q Within the next month the City of Tukwila shall place these signals on full automatic actuated sequence. This will be in anticipation of the traffic load to be generated from this development, as well as the j Segale Business Park. I" 3. I have some very strong concerns in reference to the exit and access W points to and from the proposed development. On the site plan I have W listed the access points in red circles and numbered them sequentially. I recommend that access point one or two be eliminated, but that one of the two be eliminated. As is quite visible on the attached map, access two would only allow for traffic flow ingress from northbound Southcenter u1 Parkway and northbound egress to Southcenter Parkway. Access point one would allow ingress and egress to both north and south bound on South— ■. center Parkway but would be extremely restrictive to the exit portion in relation to the two way left turn lane for southbound Southcenter Parkway. W Access point three has a similar problem as its access is only to and W from the westbound South 180th Street lanes. Although I can see the Z reason for their placing access point three as it is I would recommend that access three be placed midpoint between access points three and four so that it may have access to the two way left turn lane on South W 180th Street. At the same time I would recommend access point four and Mr. Richard Hanson Page 2 six be eliminated and a common access point as shown as five be presented. Access point five as proposed, would provide better access for emergency vehicles, particularly the large fire trucks to the sixty foot corridor between buildings E and D. Access point seven is satisfactory as placed, as it provides east and west bound access from ingress and egress as well as a direct line route for truck and emergency vehicle traffic between buildings B and C. Access point eight again as access points two and three have access to only one direction traffic, or westbound. Again, in the interest of emergency vehicle access I recommend that access point eight be placed mid— way between buildings C and A. Access point nine is properly located for the proposed loading dock to building A. These same comments for access point nine apply to access point ten. 4. In response to the storm drainage problem, they have indicated a new fifty four inch storm drain paralleling South 180th Street which is as per the Comprehensive Storm Drainage Plan of the City of Tukwila. Secondary, building E shall have all this storm drainage flowing to Southcenter Park— way as indicated on the utility plan signed by myself. Therefore building E will not be involved in the present problems with the storm drainage located in Andover Park West flowing northerly from South 180th Street. However, buildings A, B, C and D will be draining to Andover Park West and will be directly concerned with the capacity of the existing sixty inch storm drain presently installed in said street. The City Council has requested review of all Building Permits prior to their issuance which will affect the capacity of the existing storm drain in Andover Park West. At the present time we have capacity for approximately an additional twenty three acres of full development within the single existing sixty inch storm drain pipe. At such time as the capacity of said storm drain is reached, this department will cease to issue Building Permits pending further action by the City Council. 5. The Comprehensive Storm Drainage Plan of the City of Tukwila calls for a fifteen inch smooth flow, reinforced concrete sewer pipe paralleling South 180th Street running from the existing manhole at the northwest corner of South 180th Street and Andover Park West to the northeast corner of Southcenter Parkway and South 180th Street. This has not been indicated on the utility plan and I have indicated in red the line as called for on the Comprehensive Sewer Plan for the City of Tukwila. It is possible that the size of this main may be reduced by the amount of flow which would be contributed by buildings A, B, 0, E and F. I hope that these preceding statements will provide the necessary information as requested by the Planning Commission. The areas shown for truck loading do not allow for this length plus the 12 foot width for Fire Depart- ment access. (c) Parking spaces immediately North of the fire hydrants on South 180th. Street shall not be used. These areas must be blocked -off by guard posts or curbs to prevent parked cars from obstructing access to the hydrants. Fire hydrant spacing and specifications per Ordinance #729 are required. PLANNING DEPARTMENT (c) ORDINANCE NO CITY OF TUKWILA WASHINGTON 757 AN ORDINANCE ESTABLISHING MINIMUM REQUIREMENTS FOR HARD - SURFACED "FIRE LANES" TO PROVIDE ACCESS FOR FIRE DEPARTMENT APPARATUS AROUND CERTAIN OCCUPANCIES. THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. FIRE LANES REQUIRED. When required by the Bureau of Fire Prevention, hard - surfaced driving lanes shall be provided around facilities which, by their size, location, design or contents warrant access which exceeds that normally provided by the proximity of city streets. (a) Lanes shall provide a minimum, unobstructed continuous width and height of 12 feet. (b) Lanes shall be identified by a 4-inch -wide line and block letters 2 feet high, painted in the lane, at 50 -foot intervals stating "FIRE LANE - NO PARKING," color to be bright yellow, or by the posting of signs stating "FIRE LANE - NO PARKING." Signs shall be posted on or im- mediately next to the curb line, or on the building. Signs shall be 12" x 18" and shall have letters and background of contrasting colors, readily readable from at least a 50 -foot distance. Signs shall be spaced not further than 50 feet apart nor shall they be . more than 4 feet from the ground. Lanes shall be kept clear at all times. Failure to do so shall constitute a misdemeanor and, • PARKING AREAS. • upon conviction, shall result in a fine of not more than $100.00 or by imprisonment for not more than 30 days, or by both such fine and imprisonment. (d) Fire lanes shall be either asphalt or rein- forced concrete, 4 inches thick, minimum, or when specifically authorized by the Bureau of Fire Prevention, compacted crushed rock may be used. (e) Where fire lanes connect to city streets or parking lots, adequate clearances and turning radii shall be provided. All proposed plans must have Fire Department approval. Section 2. FIRE LANES AS PART OF DRIVEWAYS AND /OR (a) The Bureau of Fire Prevention may require that areas specified for use as driveways or private thoroughfares shall not be used for parking. These areas, when specified, shall be marked or identified by one of the two means detailed in Section 1 (b) of this Ordinance. Section 3. EXISTING BUILDINGS. (a) When, by his judgment, the Chief of the Bureau of Fire Prevention determines that a hazard due to inaccessibility of fire apparatus exists around existing buildings, he may require fire lanes to be constructed and maintained as detailed in Sections 1 and 2 of this Ordinance. Section 4. DATE OF EFFECT. This Ordinance shall take effect and be in force from and after its approval as required by law.
