Cabot, Cabot & Forbes Project M-3, to be located at the southwest corner of the intersection of Andover Park East and Minkler Boulevard. Thomas Bernard 331 Andover Park East Tukwila, Washington 98188 RE: M -3 Site Plan The Tukwila Planning Commission, at it's regular meeting held 28 March 1974, reviewed the proposed site plan sub- mitted for the M -3 devel9pment located at the southwest corner of Andover Park East and Minkler Boulevard. The Planning Commission approved the location of the proposed buildings only. This was done at the request of Mr. Jim King, Aberthaw Construction Company, who indicated that the problems mentioned regarding the extreme • southerly driveway and the parking arrangements could be worked out at a later date. BOARD OF ARCHITECTURAL REVIEW: A. Site Plan Review - McCann Project #247 Staff read Staff comments and recommendation. Motion by Mr. Link, seconded by Mr. West and carried to approve the plan subject to the following stipulations: 1. Removal of the two (2) parking spaces indicated at the northeast corner of the building. 2. All parking stalls be 9 feet in width and aisles for 60 degree parking be a minimum of 15 feet. 3. Approval of detailed landscape plans, to include that area along the P -17 channel, prior to issuance of occupancy permit. B. Site Plan Review - Cabot, Cabot & Forbes (M -3) Staff noted previously suggested revisions have been made satisfactorily and recommended approval. Motion by Mr. Sneva, seconded by Mr. Lamb and carried to approve the plan subject to approval of detailed landscape plans, to include that area along the P -17 channel, prior to issuance of occupancy permit. C. Site Plan Review - Don Koll Andover East Center Staff noted this site plan is excellent improvement over previous shopping center plans and recommends approval. Motion by Mr. Link, seconded by Mr. Zepp and carried to approve the plan subject to approval of detailed land- scape plans prior to issuance of occupancy permit. D. Site Plan Revision - Olympia Brewery Distribution Staff noted the proposed fencing will be adequately • planted with screening landscape. Site Plan Review - Cabot, Cabot & Forbes (M -3) Applicant has made sufficient revision to original site plan so as to allow Staff recommendation for approval subject to approval of detailed landscape plans, to include that area along the P -17 channel, prior to issuance of occupancy permit. C. Site Plan Review - Don Koll Center - Andover East This site plan is actually a revision of the previously reviewed Don Koll Shopping Center. Uses will be chiefly office and service space with _ a much lesser degree of commercial activity. Sidewalks are included where deemed desireable, parking is provided beyond the code require- ments and circulation is good. Only the questions of whether or not any truck loading /unloading and outdoor storage remain unanswered. Overall, Staff considers this to be a prime example of what can be produced through serious comprehensive design considerations. Staff recommends approval subject to approval of detailed landscape plans prior to issuance of occupancy permit. D. Tukwila Long House This is a civic project being planned by a Tukwila council- man and no definite means of financing it have been found. However, the Commission has been . asked for its formal blessings and Staff recommends approval provided that a landscape strip be provided along Christiansen Road at least fifteen (15) feet in depth. -• -• / ; / • - ( L .• \\ 'G Crutchfi (eld Planning Technician Minutes, 28 March 1974 Page 4 of the poles will cross the highway and be located within the west side of the right -of -way of the highway. Thus, the need for a variance. Chairman Mettler opened the Public Hearing at 10:15 p.m. Mr. Phil Wood, Puget Power, reiterated Mr. Crutchfield's statements. Chairman Mettler closed the Public Hearing at 10:20 p.m. Motion by Mr. Zepp, seconded by Mr. Lamb and carried to grant the variance from Title 13 as requested. D. Sign Review - Turkey House Restaurant Mr. Crutchfield displayed plan noting the proposed sign is within the size limitations of the Sign Code. However, no indication has been made as to location and installation of landscaped planter. Motion by Mr. Sneva, seconded by Mr. West and carried to approve the proposed sign subject to approval by Staff of location and landscaped planter. BOARD OF ARCHITECTURAL REVIEW: . Site Plan Review - M -3 Property (Cabot, Cabot & Forbes) Mr. Crutchfield displayed plan noting the Public Works Director has indicated the southerly driveway is unacceptable due to the curve and related sight distance. The Planning Staff further questioned the parking arrangement and width of stalls. Mr. Jim King, Aberthaw Construction Company, indicated that approval is needed for the location of buildings at this time and that the problems mentioned could be worked out at a later date. Motion by Mr. Sneva, seconded by Mr. Link and carried to approve the location of buildings as shown on the plan. Motion by Mr. Lamb, seconded by Mr. West and carried to adjourn the regular meeting. Based on the calculations of the west elevation as well as south elevation, the total allowable sign area would be 125 square feet. Free - standing signs are allowed twice that amount. The proposed sign contains 152 square feet total (both sign faces). Staff recommends approval subject to placement and landscaping approval by Staff. BOARD OF ARCHITECTURAL REVIEW: Page 3 Site Plan Review - M -3 Property (Cabot, Cabot & Forbes) abot, Cabot & Forbes has proposed a three building evelopment to be located on approximately 324,000 square oot lot at the southwest corner of the intersection of ndover Park East and Minkler Boulevard. Public Works irector has indicated the south driveway entrance should e deleted due to street curve and it's related site istance. The Staff questions the adequacy of the ten arking stalls located at the north property line for wilding "A ", and the eleven parking stalls indicated at the north end of Building "C ". In addition, Staff notes the plans indicates 186 parking stalls where the Tukwila Code requires 131. Staff suggests elimination of the eleven stalls at the north end of Building "C" and a realignment of those ten stalls indicated at the north end of Building "A ". More importantly, all parking stalls . on the plan are 8 feet, 6 inches in width.
