TU KW' LA, WASHINGTON 98067 PLANNING DEPARTMENT The Tukwila Planning Commission, at its meeting of 27 June 1974, reviewed the site plan for the proposed McCann project 41247 to be located at the southeast corner of the intersection of Andover Park East and I1inkler Boulevard. The plan was approved subject to the following con- ditions: 1. Removal of the two (2) parking spaces indicated at the northeast corner of the building. 2. All parking stalls be 9 feet in width and aisles. for 60 degree parking be a minimum of 15 feet. 3. Approval of detailed landscape plans, to include that area along the P -17 channel prior to issuance of occupancy permit Should you have any questions or.desire any further information regarding this matter, please contact me at 242 -2177. BOARD OF ARCHITECTURAL REVIEW: A. Site Plan Review - McCann Project #247 Staff read Staff comments and recommendation. Motion by Pkr. Link, seconded by Mr. West and carried to approve the plan subject to the following stipulations: 1. .Removal of the two (2) parking spaces indicated at the northeast corner of the building. 2. All parking stalls be 9 feet in width and aisles for 60 degree parking be a minimum of 15 feet. 3. Approval of detailed landscape plans, to include that area along the P -17 channel, prior to issuance of occupancy permit. B. Site Plan Review - Cabot, Cabot & Forbes (M -3) Staff noted previously suggested revisions have been made satisfactorily and recommended approval. Motion by Mr. Sneva, seconded by Mr. Lamb and carried to approve the plan subject to approval of detailed landscape plans, to include that area along the P -17 channel, prior to issuance of occupancy permit. C. Site Plan Review - Don Ko11 Andover East Center Staff noted this site plan is excellent improvement over previous shopping center plans and recommends approval. Motion by Mr. Link, seconded by Mr. Zepp and carried to approve the plan subject to approval of detailed land- scape plans prior to issuance of occupancy permit. D. Site Plan Revision.- Olympia Brewery Distribution Staff noted the proposed fencing will be adequately planted with screening landscape. Motion by Mr. Sneva, { Staff Report, 27 June 1974 Page 4 Approximate figures regarding employees range, according to seasonal fluctuations, from a low of 2,100 to a peak of 2,700. However, due to the hours of operation, it is estimated that approximately no more than 70% of those numbers would be present at any given time. Southcenter made an attempt, of sorts, to encourage employee car - pooling by collecting questionnaires regarding zip codes. Each zip code number received the names of all employees who resided within that area and the appropriate information was returned to the employees for their action, if so desired. Southcenter also .designated the Theater parking for car -pool parking. The manner of encouragement and the distance from the parking area to the Center may be the reasons the car -pool program has not achieved a noticeable level of success. B. Public Hearing - Oak Harbor Truck Terminal As required by Section 18.40.010 (41) of the Tukwila Municipal Code, comments regarding police and fire protection are attached from the respective municipal departments. Beyond the fact the land is zoned for such a provisional use, the Commission must evaluate the impact the develop- ment will have on the surrounding vicinity. Without the opportunity to review an adequate Environmental Impact Assessment Summary the Staff is incapable of providing the Commission with a sound recommendation. C. Sign Review - Doce's Doce's has applied for a freestanding sign which will be approximately 95 square feet per face atop three curved concrete pylons, under which a fountain, approximately 20 feet in height, will exist. Staff recommends approval unless the Commission considers the location of the fountain to qualify the application of a Unique Sign. BOARD OF ARCHITECTURAL REVIEW: A. Site Plan Review - Cabot, Cabot & Forbes (M -3) Applicant has made sufficient revision to original site plan so as to allow Staff recommendation for approval subject to approval of detailed landscape plans, to include that area along the P -17 channel, prior to issuance of occupancy permit. C. Site Plan Review - Don Koll Center - Andover East This site plan is actually a revision of the previously reviewed Don Koll Shopping Center. Uses will be chiefly office and service space with a much lesser degree of commercial activity. Sidewalks are included where deemed desireable, parking is provided beyond the code require- ments and circulation is good. Only the questions of whether or not any truck loading /unloading and outdoor storage remain unanswered. Overall, Staff considers this to be a prime example of what can be produced through serious comprehensive design considerations. Staff recommends approval subject to approval of detailed landscape plans prior to issuance of occupancy permit. D. Tukwila Long House This is a civic project being planned by a Tukwila council- man and no definite means of financing it have been found.
