M I N U T E S
Mayor Van Dusen called the Regular Meeting of the Tukwila City
Council to order and led the audience in the Pledge of Allegiance.

MOVED BY STOKNES, SECONDED BY HERNANDEZ, THAT COUNCILMEMBER BAUCH
BE EXCUSED FROM THE MEETING. MOTION CARRIED.
Rick Beeler (Planning Director), John Colgrove (City Attorney),
Ross Earnst (Public Works Director), John McFarland (City
Administrator), Don Williams (Park and Recreation Director).
COUNCILMEMBER DUFFIE ARRIVED AT THE MEETING AT 7:05 P.M.
Don Williams, Park and Recreation Director, introduced the
following new staff personnel in Recreation: Debbie Mothershead
(Youth Program), Scott Barnett (Youth Program), Sheri McConnaughey
(Senior Program).
MOVED BY HARRIS, SECONDED BY HERNANDEZ, THAT THE COUNCIL SUPPORT
MAYOR VAN DUSEN'S RECOMMENDATION FOR THE REAPPOINTMENT OF
JIM HAGGERTON TO POSTION #3 ON THE PLANNING COMMISSION. MOTION
CARRIED.
Wendy Morgan, 15144 65th South, President of the Foster Study
Club, reported a drama would be presented in the Council Chambers
on April 25 at 7:00 p.m.
Wendy Morgan reported the Historical Society had returned the
early -day pictures of Tukwila to City Hall and they will remain
in the City Hall for future display. If additional pictures are
found that are suitable for display they will be brought in.
The Historical Society is in the process of interviewing finalists
as consultant for the City history. Three river landing
markers have been displayed. Additional markers are available
for use, some in the new annexation areas. A marker should be
placed at Southcenter with the names of early landowners in
Tukwila. Other markers might be placed at the town centers of
each of the annexed areas that make up the present Tukwila. They
will be obelisks about 3' high made of granite with a bronze
plate.
Mayor Van Dusen suggested signs be placed near the markers that
say "Historical Marker Ahead."

THE MEETING HELD APRIL 10, 1989 STATE POLICY 4 SHOULD READ:

INCOME AREAS THAT BENEFIT LOW AND MODERATE INCOME RESIDENTS:

Don Williams, Parks and Recreation Director, explained King
County is proposing an Open Space and Trail Bond Issue Proposi-
tion be placed before the voters in Novembers. A citizen
committee will review potential acquisitions and projects and
forward their recommendations to the King County Council for
consideration. Tukwila has been asked to follow the committee's
guidelines for project selection and submit a list by April 26.
A motion is needed to forward a list of acquisitions or projects
to King County.
Mayor Van Dusen opened the Public Hearing at 7:25 p.m.
Wendy Morgan, audience, stated she would like to see something
done in way of improvements in the Allentown Duwamish areas.
There being no further comments, Mayor Van Dusen closed the
Public Hearing at 7:30 p.m.
MOVED BY STOKNES, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION
BE READ BY TITLE ONLY. MOTION CARRIED.
City Attorney Colgrove read a resolution of the City of Tukwila,
Washington, establishing general local program policies for
participation in the 1990 King County Community Development
Block Grant Consortium by title only.

BE ADOPTED AS READ. MOTION CARRIED.
Don Williams, Parks and Recreation Director, stated the
Finance Director, Alan Doerschel, has provied the following
information in answer to questions about the bond issue costs
to our property owners. The total cost to our property owners
for the 20 -year payoff period would be about $4,256,000. The
cost will remain the same regardless of the total received by
Tukwila. The annual cost per year would be about $212,800
using our estimated assessed value and millage rate.
Councilmember Robertson asked if the Boeing Company is aware
of the Oxbow River Bend property being developed as a park.
Don Williams said they have talked about a large amount of
development to the west and south. This property would meet
the criteria.
Councilmember Hernandez said she would like to see the property
at 62nd Avenue South and Sunwood Boulevard prserved as a green
area; otherwise it is likely to be developed into multi family
dwellings.
MOVED BY ROBERTSON, SECONDED BY HERNANDEZ, THAT THE SUNWOOD
PROPERTY BE PUT ON THE LIST OF THE OPEN SPACE /TRAIL BOND ISSUE
PROJECTS FOR TUKWILA.
Don Williams, Parks and Recreation Director, stated the property
does meet the criteria in a broad sense. The projects will all
go to a citizen's committee for selection.

Councilmember Duffie stated he was not satisfied with the
selection of Macadam Wetlands.

Councilmember Harris stated it is not her favorite project
on the list. Wetlands attract mosquitoes.
Councilmember Moriwaki said we want to submit open space lists
to be considered. It is not the responsibility of the City to
design of develop them. Many projects will be deleted so we
should submit a list.
Don Williams, Parks and Recreation Director, stated April 26
is the date we should have the list to the County. There is
a schedule to be maintained. In contacting the City of Auburn
they are going along with the Interurban Trail. The guidelines
are on open space. Auburn wants to put on the list a community
center but they have been told it will be deleted.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE MACADAM WETLAND
PROJECT BE DELETED FROM THE TUKWILA LIST. TIE VOTE WITH
ROBERTSON, MORIWAKI, STOKNES VOTING NO; HARRIS, DUFFIE AND
HERNANDEZ VOTING YES. MOTION CARRIED, WITH MAYOR VAN DUSEN
VOTING YES TO BREAK THE TIE VOTE.
Councilmember Stoknes said when she visited the wetlands it was
not mosquito time. The natural vegetation was beautiful and the
birds were singing. It is the only large piece of property in
that area that is left.
Councilmember Moriwaki stated since many of the projects will be
deleted he suggested we find every undeveloped property that
is available. Five or six more projects should be found. Our
present list is $3,650,000, we should put it up to $5 or $6
million.
Councilmember Hernandez stated the Council should reconsider the
Macadam Wetlands and she would like to abstain from the voting.
MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT THE MACADAM
WETLAND PROJECT BE TABLED AND CONSIDERED AGAIN AT NEXT MONDAY
NIGHT'S MEETING. MOTION CARRIED, WITH DUFFIE AND HARRIS VOTING
NO, AND HERNANDEZ ABSTAINING FROM THE VOTE.
MOVED BY HARRIS, SECONDED BY ROBERTSON, THAT COUNCIL APPROVE THE
BUDGET TRANSFER AND AUTHORIZE THE MAYOR TO EXECUTE THE COMMUTER
RAIL INTERLOCAL AGREEMENT. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY STOKNES, THAT THE PROPOSED ORDINANCE
BE READ BY TITLE ONLY. MOTION CARRIED.
City Attorney Colgrove read an ordinance of the City of Tukwila,
Washington, amending Map 2, Building Height Exception Areas, to
include certain areas in the Thorndyke Annexation Area, now a
part of the City of Tukwila, under Section 18.50.040 of the
Tukwila Municipal Code by title only.

Mayor Mayor Van Dusen announced the Open House for the citizens will
be in the Council Chambers on April 19 at 7:00 p.m.
City Council
ADJOURNMENT
8:50 P.M.
Mayor Van Dusen announced Clean Up Week will be April 22 through
April 30.
John McFarland, City Administrator, stated the quarterly
activity report will be presented to the Council on April 24.
Councilmember Stoknes report she attended the Arbor Day tree
planting.
Councilmember Hernandez attended the Suburban Cities meeting
and the subject of disposing of hazardous waste was addressed.
If the City does not have local regulations they have
recommendations that are available.
Councilmember Moriwaki stated the South Central School District
will present the design for the new high school. The citizens
can offer input. There are many exciting features in the design.
Council Retreat will be April 22 and April 23 at LaConner.
Some of the Councilmembers plan to go up on Friday night.
