The Tukwila Planning Commission at its meeting of 8 August
1974, reviewed the site plan for your proposed #255 project.
With the understanding that. private restrictive covenants
will be recorded in the near future, the Commission approved
the concept of the project with the following stipulations:
1. Exterior architectural treatment of the building
must be approved by the Planning Commission.
2.. Detailed landscape plans be approved by the.
Planning Commission prior to issuance of occupancy
permit.
3. That all relevant factors such as width of curb
cuts, parking and truck maneuvering space be
approved by staff prior to issuance of building
permit.

Building 0255
I am sending this letter to update my previous
correspondence of 29 November 1973 in reference to the
Southcenter Plat and your current application for
Building #255.
In relation to paragraph 2, a complex sources review
(EPA, Parking Management Section) will not be
required as Building #255 does not exceed 250 parking
stalls.
Your alternate to the storm drainage pumping system
and storage area have now been alleviated to the
satisfaction of all the City, the County,. the State
and Federal Agencies involved. This amounts to the
present connection to the existing P -5 Channel as
controlled by the United States Soil Conservation
Service under the jurisdiction of King County Division
of Hydraulics.
The City of Tukwila has completed and issued a Shore-
line Management Permit and Environmental Impact
Statement. This covers the entire project with the
exception of any buildings or construction located with-
in 200 feet of the mean high water mark. Building #255
is located more than 200 feet away from this position,
therefore, additional permits will not be required.

Therefore a Shoreline Management Permit for the
retention pond is now unnecessary.
To the best of my knowledge, this clarifies and
clears you of all stipulations as covered within my
letter of 29 November 1973.
However, in conjunction with the Planning Commission
recommendations on your project 255, prior to issuance
of Occupancy Permits, detailed landscaping plans must
be approved by the Tukwila City Planning Commission.
Also, individual permits and reviews must be made for
connection to City storm drainage system, sanitary
sewage system and domestic water supply. In conjunction
with this, approval must be made as to the type and
method of curb cut as indicated on your site plan,
drawing A-1 of 5.
If you have any further questions, do not hesitate to

We ware able to met with Bruce McCann and Heal Olean on Friday July 19th,
1974 to present the concept for project r #255 which had been previously
reviewed with you by Carla t3ur l ingaze of our firm.
Generally the concept was most favorably received and mot with approval.
in review of our drewtng SK -1 entitled "Southcenter South industrial Park
for: Bruce E. McCann" the following was noted:
1. Mr. McCann requested USO generate outline guidelines for execution/
handling of the concept. His concern I s that without those guide-
lines the actual finished product may suffer.
2. The necessity of painting the concrete the basic off -white color
was questioned. Wa feel a sophisticated rarket,could well respond
to this approach. But we are not convinced the Seatties market is
all that sophisticated. Our first recommendation would be to
paint the concrete.
3. The number of "blank" panels at the two intermediate intervals
along the length of the building was questioned. While the place -
ment and number may appear to bet arbitrary, we feel quite strongly
about then. They arc calculated to giva relief from what oti•t rt :isa

Following is a very general outline of points we feel are important as
guidelines. They are not listed in any order of priority.
1. LANDSCAPING: The structure depends on an absolutely flat ground
plane for visual support. Berming at the end elevations should
be prohibited, as this treatment would be in direct conflict with
the base line kerf that occurs on all elevations.
Tall trees at the end elevations might be appropriate if they are
held back from the building a distance equal to 14; bay widths from
the edge of the structure to the centerline of the tree trunk.
Plantings In the recesses (to dress the ground in the area of tenant
entries) should not be bermed.
2. SIIADOWLfNES: The kerfs or reveals as shown articulate, i n our opi-
nion, the mass I n a fashion that emphasizes the inescapable hor i -
zontality of the structure. The effect to the front elevation is
to mass two primary bands with an .interval between over the recesses.
At the baseline further thought should be given to the positioning
of the line that separates the charcoal bronze color from the lighter
basic wall color. It may be that this line should be 15" high not
12".
3. COLOR and (MATERIALS: The basic building color is an off -white conti-
nuous over all surfaces with the exception of the baseline and the
accent colors in the recessed openings. The baseline should be in
a charcoal bronze color to match the anodized aluminum selection.
The accent colors are as shown on our drawing SK--1. Note that in
all entries where glazing occurs there should be a casement drapery
as a fixed underlining to the exterior in the same color as the
accent in.mediately adjacent. The accent color should be limited to
the hack wall of the recess, and he terminated at the groundline by
the baseline accent color. The soffit, backside of columns and
"blank" panels should be the basic off -white color.
The glue -lam beams in the recess should be clear with a non - yellowing
matte varnish.
Stair detailing at entries should be painted in the dark base line
color.

All gutters, coping, downspouts, flashing etc. should be painted
to match the iminediateiy adjacent area.
Rail doors to the back side of the building, if they occur, should
be painted to match the accent color of the corresponding bay on
the opposite side of the building. Pent house(s) and /or roof .
mounted equip►ront should be painted to match the baseline charcoal
bronze color.
G. GRAPHICS: Building directory grepbics on the "blank" panels should
ideally be raised letters (size and shape to be determined) painted
in the baseline color.
Tenant identification should be standardized and limited to the
recesses. The letters (size and shape to be determined) should be
white in color. Truck doors could be numbered or alphabetically
sequenced. Hera again the color should be white.
Finally one other point comes to mind. It has been mentioned that some
tenants may wish to accommodate office space on a second level. • in this ins-
tance they may wish to have windows. We doubt that this would occur in any
quantity that would justify the penetration of the horizontal double banding.
in other words, one or two bays of windows in the banding (regardless of where
it night occur) would be disastrous visually.
Al we sincerely appreciate your willingness to work with us on this project.
We think that the manner in which you resolved the canopy problem is out-
standing. The recess has to be a most practical element not to mention the
sculptural dimension it adds. We trust the input we have provided agree:,
with your visualization of what the project should be, and k43 look forward to
completion of the job with great expectations.
