BOARD OF ARCHITECTURAL REVIEW: A. Site Plan Review - Cabot, Cabot & Forbes M -4 Considerable discussion evolved regarding vehicle access across the P -17 open ditch at the northeast corner of said site. Public Works Director should be consulted regarding such crossing. Commission pointed out it would be more sensible to have. the truck traffic moving in and out on Minkler rather then Andover Park West. Motion by Mr. Sneva, seconded by Mr. West and carried to approve the site plan as preliminary subject to approval of final site, elevation and landscape plans. B. Site Plan Review - Steak & Ale Restaurant Mr. Sneva excused himself from participating in this matter as he is indirectly associated with the project. Staff explained the determination of the 40 foot setback from the mean high water mark creates a 20 foot landscape . area between the property line and the building. This setback requirement eliminates six parking stalls noted on the site plan and Staff recommended elimination of three other stalls within the parking lot to improve circulation and landscaping within the parking lot. Motion by Mr. Kirsop, seconded by Mr. Zepp and carried to approve the site plan subject to the following stipulations: 1. Elimination of nine (9) parking stalls as noted on the site plan, all of 'which are to be landscaped. 2. Outside storage be adequately screened from public as well as river. 3. All landscaping must be approved with detailed landscape plans prior to issuance of occupancy permit. 4.
