Mr. Kirsop and seconded by Mr. Saul that it is the majority opinion of the Planning Commission that the current use of the property as a professional office is in conformance with allowable uses in RMH. Motion carried: Motion by Mrs. Harris and seconded by Mr. West to advertise a Public Hearing to consider an amendment to the Comprehensive Plan to zone this property P -F. MOTION FAILED. Mr. Kirsop suggested a review of this particular area in relation to the Comprehensive Plan due to the changing character of uses along Southcenter Boulevard. Staff pointed out that no direct formal action has been taken regarding the rezone. Motion by Mr. Link and seconded by Mr. Kirsop to deny the rezone to P -F on the basis that the current use is legal under the present zoning thus P -F zoning is unnecessary. Motion carried with Mrs. Harris voting NO. McCann Plat - SR.181.and South 180th Staff briefly displayed preliminary plan of plat and asked Commission to set date for Public Hearing. Motion by Mr. Saul and seconded by Mr. Lamb to reschedule the Comprehensive Park Program Public Hearing to 20 September 1973 and to schedule a Public Hearing on this matter for 27 September 1973. Signing - Don Koll Mr. John Richards, Building Official, explained how Don Koll is identifying tenants of the multi- tenant buildings. The signs are termed "Directional Signs" by Don Koll; however Mr. Richards feels the presence of the company's name and /or logo in addition to the address constitutes a "Sign ". After some discussion of the matter, Chairman Mettler amended the agenda in order to hear item V. (A) due to the late hour. Landscape Review - J. W. LANDSCAPE REVIEW - J. W. PHILLIPS: The J. W. Phillips Company have applied for land- scape plan review for their building located at 1170 Andover Park West. The Staff has reviewed the plan and is in complete agreement with the proposed landscaping. The plan has been coordinated with the landscaping to be installed on the Lincoln Pro- perties building to the immediate north. The plan consists generally of an ivy groundcover with red oaks along Andover Park West, and a cotoneaster groundcover with honeylocust trees at the entrance of the building. The landscape architect has set up a schedule of annual plantings with the owner of the building to incorporate seasonal color into the overall plan. The Staff recommends approval of the plans as submitted. B. SITE PLAN REVIEW - FREDERICK & NELSEN TRUCK WASH: The proposed truck wash for the Frederick & Nelsen Distribution Center has been approved by the Andover Architectural Control Committee, and the Staff recommends approval of this proposal subject to the improvement by Frederick & Nelsen of the entire east property line. That property line is fenced with a six -foot high chain -link fence topped with barbed wire. The weeds have grown along Christianson Road and the view is generally • unsightly. The Staff recommends that the area be cleaned up and either landscaped or planted with a vine type groundcover that will grow on the fence and obscure vision of the surface areas. This improvement is required by the C -M zoning ordinance but such improvements have not been accomplished to date. Due to the close proximity of the proposed facility to the west bank of the Green River, Staff recom- mends, in conjunction with any approval, the con- dition to supply this department with proof of compliance with the State Flood Control permit procedure to assure the provision of adequate catch basins to include separators. C. Seattle, Washington 98119 RE: Landscape Plan for Building located in Andover Industrial Park Dear Mr. Phillips: Enclosed 'please find a copy of a landscape proposal received by this office for a building located at 1170 Andover Park West. The plan has been reviewed by this office and has been found to be unacceptable and deficient in several areas. We strongly suggest that you engage a landscape architect for preparation . of the required plans; these plans must include botanical and common plant names, plant sizes and numbers, plant spacing, sprinkler layout, groundcover, installation and maintenance specifications, etc. Enclosed you will also find a copy of the site plan at scale 1 " =20' indicating suggested plants, this is meant only as a suggestion and final plans are left to your landscape architect.
