RATOLO LEVEE REVETMENT.
I. Location and Description of Project
The proposed project is located along the left river
bank of the Green River in the N.W.4 of Section 36, Town-
ship 23 North, Range 4 East, W.M. The project consists of
raising approximately 1300 feet of existing levee with pit
run gravel an average height of two and one -half feet.
The project will affect only the west bank levee of the
Green River and will be constructed per plans prepared by
King County Department of Public Works, Division.of•Hydraulics.
(Plan #H -126, pages 1 and 2, copies of which are on file
with this office).
II. Purpose
Purpose of the project is to provide the necessary flood
protection to that land which lies behind the Ratolo levee.
Approximately 1300 linear feet of the existing levee is
from two to three feet lower in elevation than the remaining
portions of the levee. Portions of the levee will be filled
to an average elevation of 31.0 feet, allowing for a disc
charge of 9000 cubic feet per second in the Green River.
III. Environmental Impact of the. Proposed Project
That land surrounding the project area is presently
zoned for Heavy Industry and is being developed as such with
a few exceptions, i.e. the Pacific National Bank Computer
Center. 'The proposed project will have no adverse effect on
the surrounding land uses, but will in fact be beneficial in
that the additional levee height will give added protection
to the, existing and future developments. King County maintains

a river bank maintenance easement for access to said project
area. Therefore, access to the construction site will have
no adverse environmental effect.
Project construction will consist of raising the existing
levee with pit run gravel which will enable grass growth on
the raised levee. No noticeable adverse environmental effect
will be caused by project construction.

IV. Alternatives to the Proposed Project
A. One alternative is to construct a concrete
wall atop the existing levee which would depart
from the existing landscaping and which would
be more costly.
. The second alternative would be to do nothing,
which will subject the existing developments
to flooding from the Green River.
V. Basis for Negative Declaration
The proposed project and its effects have been reviewed in
accordance with the Guidelines for Implementation of the State
'Environmental Policy Act of 1971. The review has led to the
following determinations:
A. That environmental conditions (physical,
social, biological) will not be substantially
changed, but will actually protect and enhance
existing conditions.
. That the beneficial environmental effects will
be long -term in nature.
C. That no significant adverse environmental
effect will be a result of the proposed.pro-
ject.
D. That there will be no secondary adverse environ-
mental effects as a result of the proposed
project.
In consideration of the foregoing conclusions, it is determined
by this office that the Ratolo Levee Revetment is a minor
action and the environmental effects are not significant. More
particularly, it is felt by this office to be of ,substantial
benefit to the surrounding area.

Environmental Assessment
Summary for Ratolo Revetment
Reference is made to our letter to you dated April 5, 1973,
and to the meeting held on April 6, 1973, between Mr. Larry
Gibbons of my staff and Mr. Gary Crutchfield and Mr. Dick
Hanson of your Planning Department concerning the need for
a Shoreline Management Permit and Environmental Assessment
Summary for raising an existing levee located immediately south
of South 180th Street.
At the request of your Planning Department, we have prepared the
following Environmental Assessment Summary for raising a portion
of this levee which we refer to as the Ratolo Levee:

1. LOCATION AND DESCRIPTION OF PROJECT
The proposed project is located along the left
river bank of the Green River in the NW1 of
Section 36, Township 23 North, Range 4 East, W.M.
The proposed project would consist of raising
approximately 1300 feet of existing levee with
pit run gravel an average height of two and one -
half feet. (See enclosures B -126, 1 and 2). All
material would be placed above the Green River
water surface profile for a discharge of 9000
cubic feet per second in the river.
2. PURPOSE
Purpose of the project is to provide the necessary
flood protection to Andover Industrial Park from
the Green River.

3. ENVIRONMENTAL IMPACT OF THE PROPOSED PROJECT
The project area is at present heavily industrial
zoned and the adjacent land is being developed
accordingly. A river bank maintenance easement
presently exists which contains the proposed pro-
ject area. The existing ground cover consists of
grass and a gravelled access road.
The proposed project consists of raising the existing
levee with pit run gravel which will enable grass
growth on the raised levee. Access to the construction
site will be along the top of the existing river bank.
No affect on the behavior pattern of wildlife species
and wildlife breeding, nesting, or feeding grounds is
anticipated. Also, air quality will not be affected
by this project.
4. ALTERNATES TO THE PROPOSED PROJECT
There are two alternates to our proposed project.
The first alternative is to do nothing, which will
subject the developed Andover Industrial Park to
flooding from the Green River. The second alternative
is to construct a wall which would depart from the
existing landscaping and would be more costly.
5. LONG -TERM PRODUCTIVITY AND IRREVERSIBLE RESOURCE
COMMITMENTS
The long -term productivity will involve the further
development of the land surrounding the project which
will be most . likely irreversible.

My dear Mayor Todd:
We are proposing to raise approximately 1300 feet of
existing levee located south of South 180th Street
along the left riverbank of the Green River. We
found in reviewing the top of river bank profile in
this area that the river bank was low. Thwefore,
because of our earlier commitment in this area we
plan to raise this levee approximately two and one -
half feet to provide the necessary flood protection
to the Andover Industrial Park.
We are enclosing a set of prints of the proposed project
and would appreciate a letter from you stating whether
a Shoreline Management permit is required.
We would like to start raising this existing levee in
April, 1973, if a Shoreline Management permit is not
required. Therefore, your earliest response would be
appreciated.
