This summary, we understand, is to cover the main points of an Environmental Impact Statement in general terms. The final statement will be issued before actual construction plans are undertaken. The subjects to be covered by the assessment summary are in outline form, as follows: I. LOCATION AND DESCRIPTION OF PROJECT A. Location The subject area lies wholly within the boundaries of the City of Tukwila. The property is more particu- larly defined by the NW 1/4 of Section 26, Township 23N, Range 4 E., W.W., and lying north and east of Slade Way and 53rd Ave. So. and lying west of Interstate Highway No. 5. II: PURPOSE To provide the most effecient use of the property, as regulated by R 1H pt ti►,ca..aoning, yet try to maintain some of the natural features of the land. Developers of ANDOVER PARK Nay 3, 1973 kNs Mr. Del Moss May 3, 1373 Page 2 III. ENVIRONMENTAL' 'IMPACT' . OF PROPOSED ACTION A. Changes in Natural Characteristics ki!". Multiple residence development resulting from the `� .� proposed action will not have a dramatic impact if sound engineering, hydraulic and ecological principles are adhered to. The major topographic and biological impact was felt in this area over a decade ago, due to the removal of all vegetation and dwellings for use as a borrow pit -site. Increased traffic flow to and from the area will produce some increase in common air pollutants. Also during construction there will be a heavier increase in suspended particles resulting from the proposed action. With the advent of parking lots, there will be an increase in peak flows of surface runoff to the State Storm Water System located on the property at present. This should have a negligible effect on the overall system as it flows to the Green River. B. Changes in Human Use Impact to human use will be felt noticeably during the construction with the use of earthmoving equip- ment and added construction vehicles. When developed and occupied the area will show an increased traffic flow, likely to be northerly on 53rd Ave. So., to the freeway's access locations. IV. ALTERNATIVE TO THE PROPOSED PROJECT The property is presently zoned R -4, which provides for low apartments and other varied uses. It would seem in- evitable that there will be some environmental impact regardless of a zoning change. Another alternative would be to leave the property in an semi - undeveloped state for possible use as a park site. However, the topography of the area is somewhat undesirable for this use because of its steepness. ..4. llay 3, 15/J Page 3 IV.' ;. TERNATIVE TO THE PROPOSED PROJECT (Continued) Single family dwellings may provide another alternative, however, this too has its limitations. To prepare the site properly for the placement of homes, there will need to be some sort of shoring of the hillside and care- ful foundation work, thus raising the per lot cost substantially. 1° V. UNAVOIDABLE ADVERSE ENVIRONMENTAL EFFECTS This subject directly relates to the previous discussion of the environmental impact of the project. There will, of course, be some displacement of nesting birds and ground dwelling animals but with proper landscape treatment and 'buffer' zone 'areas, this should not present a drastically harmful effect for relocation of these species. Increases in noise and air pollution will be unavoidable regardless of any development that occurs in the area. VI. RELATIONSHIP BETWEEN SHORT -TERM AND LONG -TERM PRODUCTIVITY A. Short-term uses will constitute only the transition time which is needed to completely develop the area to residential needs. B. Long -term productivity for the subject area would be of economic value to the City of Tukwila. Due to the ever expanding growth of the industrial areas in the Green River Valley, there goes along with this a need for expanded residential or business services. VII. ANY 'IRREVERSIBLE AND IRRETRIEVABLE' RESOURCE' COMMITTMENT The subject area has already been committed to apartment- type dwellings or other uses regulated by R -4 zoning as stated previously. VIII. SUMMARY A. Most of the topographic and biologic impact in the area took place some time ago when this site was the original borrow pit for Andover Industrial Park. The area was stripped of all vegetation and wild life for this use. M \. .. May 3, 1973 Page 4 VIII. SUMMARY (Continued) B. There will be an increased traffic flow to this area when fully developed, thus producing some increase in air pollutants. C. Noise will also be a factor when the area is fully developed; however, with proper screening techniques this can be kept at a minimum. D. As noted, the soils of the subject area are rather unstable. Through sound engineering principles, with respect to foundation work and erosion preventive maintenance, the development will help relieve the fears of neighboring residents as to the possibility of slides. GM /sm E. We feel that due to the recent expansion of industrial growth in the southend area, this property is ideally suited for RMH zoning. The Public Hearing was recessed until the next regular meeting (15 February 1973) to allow Puget Western to gather technical data which is pertinent to the issue and will allow a fair judgement on the part of the Planning Commission. Our interpretation of pertinent technical data would include traffic counts and analysis of any impact the proposed increase would have on the surrounding area. Also, it is requested that a detailed site plan be prepared, as well as elevations of proposed buildings, parking, circulation, and any other important facets of the proposal you feel may be pertinent.
