Area #4
That property located north and east of the Burlington
Northern Railroad right -of -way and south and west of
68th Avenue South.
This property was annexed to the City by resolution
number 23309 of the King County Council dated October 16,
1961. The property should have been assigned a zoning
classification of R -1 -12.0 upon annexation; however the
property was incorrectly assigned an M -1 zoning classifi-
cation and has been taxed as such by the King County
Assessors Office. The property is occupied by the
offices and shops of the Black River Quarry. The City
Council is now asked to consider a rezone for the subject
property from R -1 -12.0 to M -1.
A letter from James L. Hawk, President of the Black River
Quarry, Incorporated, has been received by the Planning
Department. Mr. Hawk has stated in his letter that he
ds in favor of the proposed rezone.
Planning Commission recommendation: "that Area #4 be
rezoned from R -1 to M -1."

That property located east of Macadam Road, north of
South 150th Street and south of South 147th Street
and extending, from 400 feet on the south to 600 feet on
the north, easterly from Macadam Road.
This property was annexed to the City by resolution
#23309 of the King County Council dated October 16,1961.
Upon annexation the property should have been assigned
an R -1 -12.0 zoning classification which would have change
to an R -1 -7.2 classification after the installation of
sewers under L.I.D. #5; however the property was
incorrectly assigned an R -3 zoning classification and
has been taxed as such by the King County Assessors Office
since 1971. The property is occupied by four single
family residences and a church. The City Council is now
asked to consider a rezone for the subject property from
R -1 -7.2 to R -3.
Planning Commission recommendation: "that Area #5 be
rezoned from R -1 -7.2 to R -3 in conformance with the
Comprehensive Land -Use Plan."
Area #6
That property located approximately 150 feet east of
65th Avenue South and west of Interurban Avenue South and
on both sides of South 151st Steet extended easterly.
This property was assigned the zoning classifications
of R -1 -9.6 and P - by ordinance number 251 dated
December 23, 1957. Subsequently the surrounding property
was zoned R -4 and RMH by ordinances numbered 300 and
491, dated February 1, 1960 and July 17, 1967 respectively.
The R -4 zoning was mistakenly extended to the subject
property although such zoning was never officially
established. The City Council is now asked to review the
rezoning of the property from R -1 -9.6 and P -R to R -4.
Planning Commission recommendation: "that Area #6 be
rezoned from P -F to R-4."
Area #7
That property extending north of South 153rd Street
approximately 170 feet and west of 65th Avenue South
approximately 500 feet.
This property was assigned an R -1 -12.0 zoning classifi-
cation by ordinance number 251 dated December 23, 1957.
Subsequently disputes as to the exact zoning established
by ordinance.•number 251 resulted in a change in the zoning
classification of the subject property from R -1 -12.0 to
R -3; however such zoning was not officially established.
The property is occupied by four single family residences.
The City Council is now asked to consider a rezone for
the subject property from R -1 -12.0 to R -3.
Planning Commission recommendation: "that Area #7 be
rezoned from R -1 to R -3."

That property, located south of So. 154th Street (South -
center Boulevard), east of 51st Ave. So., west of
53rd Ave. So, and north of the right -of -way line for the
Tukwila Freeway Interchange.

Area #3: Staff read advertisement and Chairman Mettler opened
the Public Hearing. Mr. Tom Kelly, 505 Arctic Building,
Seattle, representing Mr. John Strander, owner of the property
referred to'as Area #3, explained that Ordinance' #477 of the
City of Tukwila annexed said property.. -He also gave
the Commission, for it's records, a copy of the Building Permit
for the building and the sign, as well as a copy of Ordinance
#477 showing that the building and business were established
prior to annexation.
.Due to reasons as stated, motion by Mr. Harrison, seconded by
Mr. Lamb and carried' to close the Public Hearing. Motion
by Mr. Link, seconded by•Mr. Harrison and carried to recommend
to the City Council that Area 03 be rezoned from R -1 -12.0
to C -2 in conformance with the Comprehensive Land -Use
Plan.
Area #4: Due to the fact the property owner was not'present,
Commission agreed'to postpone the Public Hearing until
24 May 1973.
Area #5: Staff read advertisement and Chairman Mettler
opened the Public Hearing.
Edith Halbert, 14726 Macadam Road, and Mr. Bud Scherler of the
Lynden Lea Lodge both stated they had received correspondence,
in 1960 or 1961, notifying them that their land had been zoned
R -3. Also that they have been paying taxes according to that
zone for a number of years. The Tukwila Babtist Church
Pastor also recalled that one property owner within this area
applied for a rezone from R -3 to RMH'a few years back. It
was denied and told that it would remain R -3. This would seem
rather explicit to the property owner. In addition, the
Church must be located within a residential zone.
Motion by Mr. Sneva, seconded by Mr. Saul and carried to
,close the Public Hearing.
In consideration of the foregoing statements by the property
owners, it was moved by Mr. Sneva, seconded by Mr. Harrison
and carried to recommend to the City Council' that Area 05'be
,rezoned from R - 1 to 10.3 in conformance with the Compre-
hansive Land -Use Plan.
Area 06: Due to the fact the property owner was not present,
the Commission agreed to postpone this item unti3 24 'May 1973.

It was the general concensus of the Council that the
property be allowed to return to R -1 zoning and the
people to request R -3 zoning if they wished. Mayor Todd
judged the previous motion invalid due to the item
being tabled at the previous meeting, therefore it was
MOVED BY GARDNER, SECONDED BY HILL, THAT THIS ITEM BE
BROUGHT BACK ON THE TABLE. CARRIED. MOVED BY HILL,
SECONDED BY TRAYNOR, THAT THE PROPOSED ORDINANCE BE

Ordinance re- classifying certain property from PF $ R -1

BY STEVENS, SECONDED BY HILL, THAT ORDINANCE #789 BE
ADOPTED AS READ. Frank Todd addressed Council and
stated that he felt the PF zoning was more appropriate
than R -1 and endorced the R -4 zoning as the Planning
Commission had done. The motion as previously stated
was CARRIED.
Mayor Todd again chairing the meeting asked Del Moss,
Planning Coordinator to explain the nature of the ; -1 /
requested rezone. MOVED BY STEVENS, SECONDED BY TRAYNOR
THAT TIIE ITEM BE PUT BACK ON THE TABLE. CARRIED.

Parker read Ordinance re- classifying certain property

Tukwila. It was noted by several Councilman, during
discussion, that a previous public hearing was held
on this rezone and they felt that the R -3 zoning was
incorrect MOVED BY STEVENS, TO TABLE THIS REZONE TO Ti
NEXT MEETING. Motion FAILED for lack of second.
MOVED BY HILL, SECONDED BY TRAYNOR, REQUEST FOR
REZONE BE DENIED.

Mayor Todd called for a recess at 9:25 pm.
Meeting came back to order at 9:35 pm, with Council
President, Pro -Tem, Hill presiding. Mayor Todd
relinquishing the chair, due to his stated interest in
the following rezone.
Councilman Hill opened the Public Hearing at 9:40 pm.
There being no objections from the audience, the
Public Hearing was closed at 9:42 pm.

Parker read Ordinance re- classifying certain property
from PF zoning to R -4 zoning within the City of Tukwill
Mr. Todd addressed the Council stating that he and his
wife jointly own the property in question of rezone
and noted that it was always their impression that it
was zoned R -4 and had paid taxes on the property as
Mr. Gardner reported -for I•;etro. Miss Nelsen reported for the
building s and grounds committee.
Mr. Ives speaking for the parks and beautification committee •
stated that an estimate was given in regard to the resurfacing of the
tennis courts at the park. This to be done at a cost of x1600.00 .
Mr. Bowen moved that council approve this improvement seconded by Mr.
i-.inkler and carried. Mr. Ives publically thanked 14r. Todd for the
improvements being made on the property adjacent to the City Hall.
Mr.. iiinkler speaking for the Planning Commission stated that a
joint meeting of Planning Commission and Council will be held March 90 .

Mr. Ives reported for the License Committee and the School Committee.
14r. Gardner reported for the flood control committee. A meeting will be
held on Tuesday March 7th in the City Hall to discuss the various Engineer -
ing,projects as.proposed.
Ordinance /= 473 in regard to the closing of L.I.D. # 11 was presented
to council at tI is time. Mr. hnderson moved that Ordinance # 473 be placed
on its first reading, seconded by Mr. Bowen and carried. Nr. Anderson moved 1
that Ordinace / 473 berplaced on its second reading, seconded by Mr. Bowen

and final reading for adoption, seconded by Mr.,Bowen and carried.
Ordinance # 474 in regard to the closing of L.T.D. # 12 was also

Mrs Flink spoke to council about a new road in her neighborhood,
that was rather dangerous. Mr. Zepp will check this out. •

WHEREAS, The City Council finds the requested classi-
ficiation to be in furtherance of the public health, safety
and general welfare,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DO ORDAIN AS FOLLOWS:
That the real property described in Exhibit A attached
4 hereto is hereby classified as. R -3 in accordance with
Ordinance No. 251 of the City of Tukwila, as amended, and the
City Council hereby adopts the map attached to Exhibit A
as illustrative of the real property described in Extn'3tt A.
The City Clerk is directed to record a copy of this
Ordinance and map with the County Recorder.

Dear Councilmen:
The City Council, at it's meeting of 2 July 1973, held
a Public Hearing to consider a recommendation by the
Planning Commission to rezone, from R -1 -7.2 to R -3, a
portion of land generally located east of Macadam Road,
north of South 150th Street and south of South 147th
Street. This particular area has been referred to as
Area #5 due to the numerous landowners within it and
the fact it is one of nearly a dozen such isolated
areas considered by the Commission for rezone to insure
a complete and legal administrative record.
The following information is offered to inform the
Council of the history relative to Area #5.
1. The area, prior to inclusion within
the Tukwila corporate limits in accord-
ance with King County Resolution
#23309 dated 16 October 1961, was
classified by King County as R -8.4
(single- family 8400 square feet).
2. Interstate Freeway 5 was constructed
in the mid -60's within 160 feet of the
west boundary of this area.
3. The Tukwila City Council, on 6 March
1967, adopted an amendment to the
City's Comprehensive Land -Use Plan.
That amendment describes an area which

meeting to further assist the Council if so needed.
