Dear Mr. Klein:
This correspondence is in regard to the Environmental
Impact Statement, and the subsequent Shoreline
Management Permit Application, submitted to this
office in respect to the proposed erection of an
additional building adjacent the existing facility
located at the above address.
PLANNING DEPARTMENT .
A copy of your Environmental Impact Statement was
forwarded to the State Department of Ecology on
12 January 1973 with a request by this office to make
a determination as to whether or not the information
supplied in the Impact Statement was sufficient in
relation to the Guidelines for Implementation of the
State Environmental Policy Act of 1971. The reply
from the Department of Ecology, dated 30 January 1973,
is enclosed for your perusal. This office feels a
Shoreline Management decision cannot be made without
benefit of review of an Environmental Impact Statement
formulated in accordance with the State Environmental
Policy Act and the subsequent guidelines for preparation
of Impact Statements. We must refer to City of
Tukwila Ordinance #751 dated 4 December 1972 in which
Section 4 provides: "All Environmental Impact
Statements shall be prepared by a qualified individual,
consulting firm or laboratory acceptable to the City."
The State Department of Ecology, as well as the City,
Aden Corpor
has reviewed the Impact Statement prepared and submitted
by you and has found it to be substantially deficient
in knowledgeable information required in order for any
reviewing agency. to perform a competent review.
Thus, a complete and sufficient Impact Statement must
be prepared by an individual, consulting firm or
laboratory acceptable to the City and submitted for
review prior to any final decision in regard to the
Shoreline Management Permit Application submitted
for the proposal.
Please contact this office if-you have any questions
or desire further guidance regarding this matter.

Dear Mr. Moss:
Your letter of January 12 and the attached impact statement from the Aden
Corporation have been reviewed as you requested. Because of the number of en-
vironmental impact statements being received in this office, the review has
been regrettably brief and of modest scope.
As a general comment, it is understood in this office that the impact state-
ment, in its present form, has been developed in connection with a Shoreline
Management decision that is being contemplated by the City of Tukwila. In
connection with this situation, it would be appropriate that the impact state-
ment, when it is revised, reflect the proposed Shoreline Management decision
of the City of Tukwila. Additionally, the impact statement, when circulated,
should be transmitted to and reviewed by whomever you feel appropriate, via a
transmittal letter from the City of Tukwila. These measures are appropriate,
inasmuch as the State Environmental Policy Act relates to branches of government
in the State and does not directly deal with private proposals.
The statement appears to be a declaration of insignificance. However, if it is
intended as a full impact statement, it appears generally inadequate. Although
it may be true that a fuller description of the proposed action of the Aden
Corporation may exist in the application for the Shoreline Management Permit,
the descriptive information that exists in the impact statement is hardly ade-
quate to allow the reviewer a full understanding of the proposed warehouse
project.
The impact statement carries a notation that Appendix No. 2 on Human Use and
Development had been developed by the City of Tukwila and was attached. How-
ever, in the package that was received in this office, there were two environ-
mental impact statements and site plan maps; but no other information was
attached.
In the discussion of existing conditions, an understanding of anything but the
man -made structures in the area was not clear. As an example, the existing
surface runoff conditions were not described; and it became, therefore, ex-
tremely difficult to envision what impacts there would be in terms of drainage.
Also, on the discussion on existing conditions, the statement is offered that
local zoning is "consistent and commercial" in this area. It is not clear
whether or not the use of the term "consistent" means that the proposed ware-
house project is consistent with local zoning and with community planning for
the project area.
Under the discussion of environmental impact of the proposal, there is no men-
tion made regarding the possible impact upon the people in the area in terms of
both commercial and residential facilities that may exist.

Additionally, the statement is made that no known geological formations exist.
This, of course, is impossible. The geological formations that do exist in the
area underlying the warehouse site are very possibly typical of those formations
found throughout the Puget Sound area. However, inasmuch as the specific nature
of the geological foundation of the area can strongly influence drainage and
groundwater processes, that information on geological character should, to the
extent possible, be included in the impact statement.
Within the discussion of the environmental impact of the proposed action, it is
inferred that there will be no impact. However, inasmuch as the warehouse fa-
cility itself will occasionally have ingoing and outgoing movement of stored
materials, there is undoubtedly some increment of impact that can be expected
in terms of traffic. The traffic, in turn, may have a resultant effect upon
traffic movement through the City streets in the area and may equally introduce
an additional noise element in the area.
In the discussion of alternatives, this category is intended to provide a brief
summary of other proposals that may have been considered and also should provide
the reviewer with an understanding of why the various other alternatives were
not ultimately selected. As an example, a discussion would be helpful regarding
the potential storage sites elsewhere that would have accomplished the purposes
of the presently proposed warehouse facility.
Under short- and long -term maintenance, enhancement, and productivity, no comment
was offered in the impact statement. However, it would seem extremely appropriate
that this section be used to summarize the other potential uses for which the
project area might be utilized in the future; and, within this discussion, to
identify those other uses that might be precluded through implementation of the
present proposal.
Under the heading of "Development of Proposed Action ", the statement is made
that the plant receives no benefit from its location . . This statement is
not clear and does not allow the reviewer an understanding of why the proposed
project is being advanced if its location carries no benefit to the developer.
In connection with the comment in the impact statement that time is crucial to
the corporation, the question arises as to whether or not the impact statement,
as transmitted by the City of Tukwila, will receive a broader distribution and
review other than only in this agency. An environmental statement that is routinely
circulated for the review of other agencies and individuals should carry within
its covers a list of those other recipients of the statement. As indicated in
the Department of Ecology advisory guidelines for Implementation of the Environ-
mental Policy Act, statements that are circulated for review should have a 30-
day minimum allocated to that review. The relationship of these recommended
procedures, in context with the Aden proposal, should be clarified in the impact
statement.
Finally, as an added general comment, it would be helpful if the statement, as
it may be further revised, include a summary of the proposed action and decisions

that may be forthcoming from the City of Tukwila. It . would be helpful if the
impact statement also indicated the time frame for these expected further
actions, and it would also be helpful if the impact statement summarized the
various points of support and /or controversy that may have accompanied the
proposal.
In summary, the coverage in the statement appears to be most appropriate to a
Negative Declaration. If the City regards the statement as a full .impact state-
ment, these comments are offered as helpful additions that would achieve a more
comprehensive document.
Although the review of the statement that has been accomplished here has been
very brief, the opportunity to offer these comments is appreciated. It is
hoped that they will be helpful to your further consideration of this matter.

Pursuant to your phone call today I respond to your questions;
1. Elevations - I do not presently have the elevation data
above sea level. I have now set about obtaining that and
expect to respond in one week. However, as a general
description we propose no alteration to existing elevation
and existing elevation has existed for many years. It is
consistantly within a few feet of surrounding elevations,
all of which are essentially flat so as to accumulate rain
water; part of which ultimately flows westward to existing
city storm drains; part eastward to the Green River, and
the majority directly absorbed by the ground.
2. Storm Drains - City storm drains and ditches exist beyond
our westward property boundary. These are about 100' to
150 ft. from the proposed work. Existing roof drains are
plumbed with 4" down spouts into the Green River. We
propose continuing this practice on the new construction,
having two 4" drains for the 2400 sq. ft. roof.
3. Percolating Liquids - We propose no alteration to our
existing waste systems. The new structure will be without
toilets or washroom facilities. The present structure will
continue to house all sanitary facilities, which ultimately
flow into the Tukwila sewer system. Concrete finished
product washing water presently settles in two concrete
basins from which overflow water percolates into the soil.
This has served well and we anticipate no change. Sediments
of this and other solid or slury wastes are frequently
removed by National Disposal on a continuous contract.
4. Functions withuiNew Structure - Primarily raw steel
inventory, finished concrete and steel inventory, some
steel deburing, and some concrete product casting.

Environmental Impact Statement
Of Insignificant Environmental Significance
The Proposed Action
To erect an additional 2400 sq. ft. of warehouse within
200 feet of the Green River, in Tukwila, Wash. The warehouse
being of all steel construction and to be erected upon a
thinly poured in place concrete floor and foundation slab
about 30' x 90'. Such project being more fully described in
Application to the City of Tukwila, Shoreline Management Act,
Permit Pending, Tukwila #72 -09.
Existing Conditions
There presently exists, and has so for many years, a
going business of Precast Concrete & Ornamental Iron, occupy-
ing approximately 8,000 sq.ft. of building spaces on a lot of
approximately 20,000 sq.ft. The lot is devoid of all vegitation
and animal life and has been so for many years. The surface of
the ground is level and the proposed structure adjoins the
existing structures on existing walls totalling approx. 56',
protruding about 30' from the existing structure.
Local zoning is consistant and commercial in this area.
Further, all adjacent land is in use as commercial and is of
the flat topography, being consistantly only a few feet above
maximum experienced river height.
Environmental Impact of Proposed Action
There will be no impact upon the various life forms for
none now exist. The natural character of the area will be
changed only by the unobtrusive additional building, which to
the unexperienced will not be discernable from existing
structures. Vegitation does not exist, geological features
will not be altered, there exists no known geological formations,
ground water will not be disturbed due to very limited excavation
and resultant light ground surface loading. 'There exists no
'surface water bodies other than the Green River within 200 ft.
The atmosphere will be interupted only so far as ridge of
the roof of the proposed structure will protrude upward from
the ground approximately 26 ft.

Unavoidable Adverse Environmental Effects
None
Alternatives to The Proposed Action
There are many alternatives with respect to plan view
geometry and that proposed was selected because of its
greater utility toward intended service, compact & least
imposing to the environment, and most economical design.
Short & Long Terms Maintenance, Enhancement, & Productivity
(No comment is offered here in the belief that the
question does not apply.)
Irreversible & Irretrievable Resources
In as much as the site has been wholly occupied with
like buildings & activities for many years there exists no
natural recourse which will become irretrievable or affected
in a detramental manner so as to be irreversible. Further,
the structure contemplated is of prefabricated steel and
semi- portable, except for the thin foundation.
Development of Proposed Action
ADEN CORPORATION has been awarded production contracts
beyond its present covered space limitations and rather than
subcontracting this work to companies outside the community
we find it appropriate to add some additional covered spaces.
The plant receives no benefit from its' location, being within
200' of the Green River, but in applying to the City of Tukwila
for an appropriate Shoreline Management Permit we were also
advised of the necessity to file an Environmental Impact
Statement.
Time is crucial to ADEN CORPORATION, because we must
start delieveries of products in March 1973. The proposed
action is simply: an extension of our business activities, which
have been in continuous existance, and on the present and pro -
posed site for over 10 years.
