Sign Review - Southcenter Theatre
Mr. Moss read staff comments and recommendations.
Mr. Don Bergen, Epcon Sign Company, stated the average
theater marquee has 17" to 24" letters. This sign has
17 "letters.
Mr. Bob Coles, Sterling Recreation Organization, stated
need of sign for advertising and identification purposes.
Also acknowledged that any sign erected must have approval
of Southcenter.
Mr. Moss informed Commission that Southcenter has dis-
approved this sign.
Motion by Mr. Sneva and seconded by Mr. Lamb to table
this matter to allow Mr. Coles to meet with Southcenter
to arrive at a decision amenable to them both. Motion
carried with Mrs. Harris abstaining.
Final Site Plan Review - King County Housing Authority
Displayed site plan and read staff comments and recom-
mendation.
Motion by Mr. Lamb and seconded by Mr. Link to approve
the final site plan subject to approval of final landscape
plan. Motion carried with Mrs. Harris abstaining.
Frederick & Nelsen Truck Wash
Mr. Moss read staff comments.
Discussion followed regarding landscaping.
Motion by Mr. Link and seconded by Mr. Lamb to approve
the plan subject to the provision of appropriate land-
scaping to screen the facility and subject to supplying
proof of compliance with criteria of the State Flood
Control Permit. Motion carried with Mrs. Harris abstaining.
Sign Reconsideration - Bon Marche Distribution Center
Mr. Moss read staff comments.
Mr. Glen Irelan, Bon Marche, explained his desire to
provide an attractive form of directional and informational
signing.

A. LANDSCAPE REVIEW - J. W. PHILLIPS:

The J. W. Phillips Company have applied for land-
scape plan review for their building located at
1170 Andover Park West. The Staff has reviewed the
plan and is in complete agreement with the proposed
landscaping. The plan has been coordinated with the
landscaping to be installed on the Lincoln Pro-
perties building to the immediate north. The plan
consists generally of an ivy groundcover with red
oaks along Andover Park West, and a cotoneaster
groundcover with honeylocust trees at the entrance
of the building. The landscape architect has set
up a schedule of annual plantings with the owner
of the building to incorporate seasonal color into
the overall plan. The Staff recommends approval
of the plans as submitted.
. SITE PLAN REVIEW - FREDERICK & NELSEN TRUCK WASH:
The proposed truck wash for the Frederick & Nelsen
Distribution Center has been approved by the Andover
Architectural Control Committee, and the Staff
recommends approval of this proposal subject to
the improvement by Frederick & Nelsen of the
entire east property line. That property line is
fenced with a six -foot high chain -link fence topped
with barbed wire. The weeds have grown along
Christianson Road and the view is generally
unsightly. The Staff recommends that the area be
cleaned up and either landscaped or planted with
a vine type groundcover that will grow on the
fence and obscure vision of the surface areas.
This improvement is required by the C -M zoning
ordinance but such improvements have not been
accomplished to date.
Due to the close proximity of the proposed facility
to the west bank of the Green River, Staff recom-
mends, in conjunction with any approval, the con-
dition to supply this department with proof of
compliance with the State Flood Control permit
procedure to assure the provision of adequate
catch basins to include separators.
C. RECONSIDERATION OF SIGN REVIEW - BON MARCHE
DISTRIBUTION CENTER:
On 27 April 1973, Staff received letter requesting
approval of two (2) freestanding signs to be located

carried to approve the preliminary site plan with the
understanding that applicant will make provisions for
additional parking when needed.
Site Plan Review - Fire Station
Mr. Hansen displayed drawings of the proposed fire
station to be located in Andover Industrial Park on
Andover Park East. Also read Andover ACC minutes of
their review.
Motion by Mr. Zepp, seconded by Mr. West and carried to
approve the plan as submitted subject to technical
review by the appropriate City. officials.
Site Plan Review - Frederick & Nelsen
Mr. Hansen displayed drawings and explained the project,
as proposed, requires a Shoreline Management Permit.
Staff further explained that during telephone conversation,
Mr. Wooley, Manager, indicated a tentative withdrawal of
the application to determine the exact location of the
project.
L., Motion by Mr. Sneva, seconded by Mr. Harrison and carried
table this matter until Mr. Wooley is definite in
his plans.
Sign Review - American Home Furnishings
Mr. Hansen displayed drawings of the signing for American
Home Furnishings to be located on the south portion
of the Benaroya Project, Parkway Plaza. Mr. Chibrut,
American Home Furnishings stated this signing is in
conformance with the suggestions made at the work meeting
of 14 June 1973.
Motion by Mr. Sneva, seconded by Mr. Johanson and carried
to approve the sign as an integral part of the architecture
of the building and as shown on the plans submitted.
Sign Review - Bon Marche Distribution Center
Gary Crutchfield, Staff, read letter from Mr. Hicks,
Manager, requesting the Commission reconsider their
denial of his request to erect two freestanding signs

dining room and a large display area. Therefore, it
appears that a problem with regard to parking may exist.
The parking ordinance requires "one parking space for
each two employees or one thousand square feet of building
(whichever is greater), plus one parking space for each
temporary occupant during normal business hours, to be
certified by the owner of the building." Therefore,
the staff has asked a representative from Seattle Fur
Exchange to attend the Public Hearing and explain the
proposed use and related parking requirements.
Fire Station: 4
The staff has reviewed the plans for the proposed fire
station on Andover Park'East and recommends approval.of
the plan and the oversized 70' •driveway subject to review
and approval of final landscaping plans which are to
include the required peripheral. landscaping.
The proposed truck wash is located within 200 feet of
the Green River and therefore requires approval of the
State Department of Ecology. The staff recommends •
approval of this proposal subject to the improvement
by Frederick & Nelson of the entire east property, line.

Don Koll:
The proposed shopping center plans have been reviewed
by the Planning staff and it is felt that the buildings
are located too close to the River, that the service
and utility areas are located on the River side of the
building and that general the project has ignored

Dear Mr. Moss:
I have contacted all members of the Andover Industrial Park
Architectural Control Committee via telephone and have
unanimous approval for relocation of the Frederick and Nelson
Distribution Center Truck Wash approximately seventy five .
feet westward of the original site plan presented to the A.C.C.
on June 12, 1973. It is also my opinion, as Chairman of the
Architectural Control Committee, that the new location selected
by Frederick and Nelson is a more suitable location for the
truck wash facility.
