It was noted during that review that City regulations require the driveway to be located a minimum distance of twenty (20) feet from curb line of Minkler Boulevard. Upon consideration of the plans, as well as conditions imposed by the Andover Architectural Control Commission, the Planning Commission approved the plans submitted subject to compliance with conditions imposed by the Andover ACC and the provision of walkways. Parkway Plaza - Landscape Plan Review Plans submitted by Benaroya Company were displayed and Mr. Moss read staff comments and recommendations. Also presented slides depicting existing landscaping in the same vicinity as compared to landscaping existing in Andover Park and other communities. Cabot, Cabot & Forbes - Site and Landscape Review Plans submitted by Cabot, Cabot & Forbes were displayed and Mr. Moss read staff comments and recommendations. Pointed out City ordinance requires driveway to be twenty (20) feet from curb line on Minkler Boulevard. Also recommended requirement of walkways. Chairman Mettler read ACC minutes regarding this matter. carried to com- and Discussion between Commission and Mr. Fred Hartwell, Benaroya Company, regarding suggestions made by Staff, especially the requirement of a living ground cover. Motion by Mr. Kirsop, seconded by Mr. Saul and carried to approve the plan submitted subject to the following conditions: • 5 bronzed glass and window. sections. The four warehouse/ office buildings to be textured, painted concrete walls with bronzed glass and fir store - fronts. Total develop- ment encompasses 60% office space and 40% warehousing. This plan was approved unanimously by the Andover Architectural•Control Committee at their meeting of 10 July 1973. pppp 3 A- 1 1 11 0, 73 In the Planning Commission's review of this site plan the Staff recommends that the Commission keep in mind that James Christiansen Road is a public right -of -way and that the C -M zone requires that "the minimum setback from all publicly used rights -of -way shall be adequate to provide a park -like atmosphere, and at least fifty feet ". The Staff also recommends that the Commission consider the appropriateness of a six -foot wide sidewalk along the southerly boundary of Christiansen Road extending up along Strander Boulevard to the property line. DON KOLL PHASE I - LANDSCAPING REVISION The Don Koll Company has submitted plans for a revision of the landscaping adjacent to buildings located on Andover Park East and Industry Drive. Their intention is to replace the ivy and bark groundcover with grass and add twenty or more large specimen evergreen street trees along Industry Drive and Andover Park East. The Staff recommends approval of this revision. CABOT, CABOT & FORBES-- BUILDING #3 - SITE AND LANDSCAPE REVIEW Building #3 is located at the northwest corner of the intersection of Andover Park East and Minkler Boulevard. The plans include 207,977 square feet of land and 102,618 square feet of building with parking provided for 123 cars (103 parking stalls required by City ordinance). The site plan has been reviewed by the Andover Architectural Control Committee and by the City Staff with both bodies requiring the relocation of the entrance driveway from Minkler Boulevard, that driveway is required by City ordinance to be located 20 feet removed from the point of tangency of the curb line on Minkler Boulevard. In their consideration of this site plan, the Commission should also consider the requirement for sidewalks along Andover Park East and Minkler Boulevard. - 6 - Landscaping plans consist of large bermed areas with lawn groundcover and London Plane Trees, Maple trees, Flowering Cherry trees, and Japanese Pine trees. The proposed plan complies with the master plan which was previously approved by the Planning Commission. The Staff recommends approval of the site plan and the landscaping plan subject to the considerations previously noted. PARKWAY PLAZA - LANDSCAPE REVIEW The Benaroya Company has submitted landscape plans for review by the Planning Commission for their intended Parkway Plaza development. The Staff has reviewed the plans and found them to be sparcely planted with no provision for groundcover planting therefore recommends that all plant beds include a groundcover planting. The Staff also recommends that all trees be identified on the landscape plan and that the maximum spacing for the street trees along Southcenter Parkway be 30 feet on center, and separated from the driveways a maximum of 20 feet. This Plan went into effect on 12 November 1973; however, the Parking Management por- tion of the plan is retroactive to 15 August 1973. City of Tukwila Building Permit #287 dated 5 Septem- ber 1973 is subject to the provisions of the above - referenced portion of the Transportation Control Plan. (AREA CODE 213) 626-8171 August 27, 1973 It is our understanding that the specifics of the sidewalk requirement have not been defined as noted in the attached letter dated August 21, 1973 and signed by Mr. Richard B. Hansen, Senior Planner. Cabot, Cabot & Forbes is most interested in discussing the specifics of the sidewalk requirements at the Public Hearing of September 27, 1973. However, since we are subjected to economic and weather conditions, we are extremely interested in starting construction of Building No. 3 immediately. By this letter, Cabot, Cabot & Forbes would like to state that it is their intention most certainly to comply with the City of Tukwila. Ordinance for sidewalks once it is defined and enacted. We have been requested by the Metropolitan Transit Authority to include sidewalks in the Andover Industrial Park area, to facilitate pedestrian traffic and the use of the public transit system. This does not mean that. the "sidewalk" must be adjacent to the curb, which as you point out might encourage parking along the street, but it does mean that there would be provided adjacent to the curb at various points access for pedestrian traffic. .These access points would then be connected by means of a. "walkway" which would separate the pedestrian traffic from the vehicular traffic, and would allow the pedestrian access to adjacent buildings. If you would like to discuss this requirement with the Planning Commission,: please advise us so that we can place discussion of the matter on their next agenda. Their next regularly scheduled Public Hearing meeting . will be held at 8:00 p.m. on September 27th in the Council Chambers of the Tukwila City Hall. Specifically it is noted that the Planning Commission approved the plans for Cabot, Cabot & Forbes most recent building subject to compliance with the provision of sidewalks. Cabot, Cabot & Forbes, as the originator of the modern industrial park, have found through long experience in developing many industrial parks that sidewalks are a very negative element. The elimination of sidewalks is a function basically of the large off - street parking requirements that we impose along with requests to each municipality to post "no parking" signs on all streets in our developments. The very nature of a distribution center facility precludes having any foot traffic in the immed- iate environment. Secondarily, a sidewalk accumulates trash and encourages violation of the no parking restrictions on the streets leading to traffic control problems.
