Burlington Northern Rezone
Chairman Mettler noted that this item has been tabled
until such time as the one revisions are completed.
Tri -Way Industries
Mr. Moss explained revised site plan which now complies
with the parking requirements, also read Staff comments.
Motion by Mr. Kirsop, seconded by Mr. Zepp and carried to
approve the revised site plan as submitted subject to
technical review by appropriate City officials.
Parkway Plaza - Lighting Review
Mr. Moss informed Commission the applicant had requested,
this afternoon, that this matter be tabled to allow further
study to be accomplished by the applicant.
Motion by Mrs. Harris, seconded by Mr. Harrison and carried
to table this matter to the next regular meeting in accord-
ance with the applicant's request.
NEW BUSINESS:
Amendments to By -Laws
Upon reading the proposed By -Laws, as amended by the
ad -hoc committee appointed at the last regular meeting, it
was noted that some changes are needed.
Motion by Mr. Lamb, seconded by Mr. Kirsop and carried to
table this matter to the next regular meeting to allow
discussion of changes during the next work meeting.
BOARD OF ARCHITECTURAL REVIEW:
Don Koll Phase III - Site Plan
Chairman excused Mr. Sneva from participation in this
matter due to his private interest in the project.

Tri -Way Industries - Site Plan Review
Mr. Moss read staff comments noting that parking require-
ments cannot be met without providing parking within the
30 foot space between buildings. This creates a problem
for emergency vehicles such as fire protection.
Mr. Zepp pointed out this would set a precedent as the
Andover A.C.C. has historically precluded any parking
within the sideyards.
Motion by Mr. Lamb, seconded by Mr. Link, and carried to
table this matter to allow the applicant to justify his
parking arrangement.
Parkway Plaza - Lighting Review
Mr. Moss read staff comments and displayed site plan
depicting locations of light standards and location of
requested 80 foot standard. Noted the light requested
is similar to those used at freeway interchanges with high -
intensity lights.
Commission discussed shielding, glare, and other conse-
quential effects of the proposed light standard. Also
questioned the specific need - -for safety or identification.
Also questioned effects on residents and vehicular traffic
near McMicken Heights.
Mr. Jerry Hillis, Attorney, suggested, upon query of the
Commission, details could be provided regarding the effect
of the propos and what the light standard would look
like.
Motion by Mrs. Harris, seconded by Mr. Saul and carried
to table this matter to allow staff and applicant to work
out details regarding this proposal and submit to the
Commission at the next regular meeting.
Tempo 20 - Site Plan Review
Mr. Moss read staff comments indicating a third floor is
proposed to be added to the existing Tempo 20 building.
Parking is adequate and surpasses Code requirements.
Motion by Mr. Link, seconded by Mr. Saul and carried to
approve the site plan as presented.

3. LANDSCAPING PLANS
Lincoln Properties Company Building and J. W. Phillips Warehouse
Question was raised as to what happened to the standards set
by the A.C.C. with respect to the Flowering Cherry arrangement
since the plan, as submitted, deyi.ates from he standards.

plans; he proposed to amplify the boulevard affects of the
street to perpetuate a park -like atmosphere. His presentation
included a row of Red Oaks and Sugar Maples along the street
that attain a heighth of twelve to fourteen feet that are
longer living trees in contrast to the Flowering Cherry which
is relatively short lived and that maintenance of the
landscaped area be included in the contract signed by the
owner. Mr. McCurdy moved that this matter be tabled until
Mr. Berger has an opportunity to study the Cabot, Cabot & Forbe's
master landscaping proposal immediately to the north of this
property and to use some of the trees and concept as proposed
by Cabot, Cabot & Forbes so that it may blend in with the
Lincoln Properties Company and J. W. Phillips development.
Mr. Davidson seconded the motion and was passed unanimously.
City of Tukwila Fire Station
A similar plan to that previously stated above, was proposed
by Mr. Berger with regard to the fire station layout.
Mr. Davidson moved, suggesting that changes be made in the
submitted plans, to include the Flowering Cherry concept and
be subject to a deed restriction satisfactory to the A.C.C.
calling for total sprinkeling, fertilization, mowing and
maintenance of the treed areas be presented. Mr. Mettler
seconded the motion,it was passed unanimously.

Mr. Boeing moved to approve the plans, as submitted, subject
to landscaping, signing and the restrictions regarding
screening of roof- mounted equipment. Mr. Mettler seconded
the motion and it was passed unanimously.

1. F. G. CONNELLY COMPANY SIGN
Mr. McCurdy moved to table any action on the sign until the
September 11, 1973 meeting until the individual members of
the A.C.C. had made a visual inspection of the existing sign
on the building. Mr. Davidson seconded the motion and it
was passed unanimously. Also Mr. McCurdy indicated that a
letter be sent to Messenger Sign Company requesting a revised
drawing in lieu of the substandard sketch that was presented.
2. DON KOLL NORTHWEST
Mr. McCurdy moved to accept the yard sign as presented.
Mr. Boeing seconded the motion and it was passed unanimously.
