City Hall
Mayor Van Dusen called the Regular Meeting of the Tukwila City
Council to order and led the audience in the Pledge of
Allegiance.
MABEL J. HARRIS, JOE H. DUFFIE, EDGAR D. BAUCH, MARILYN G. STOKNES
(COUNCIL PRESIDENT), JOAN HERNANDEZ, DENNIS L. ROBERTSON,
CLARENCE B. MORIWAKI.
Maxine Anderson (City Clerk), John Colgrove (City Attorney),
Ross Earnst (Public Works Director), John McFarland (City
Administrator), Bob McQueen (Assistant Police Chief), Don
Waldner (Police Chief).
Swearing in of new Police Mayor Van Dusen swore into office the following police officers:

Michael C. Arnold
Police Chief Waldner introduced the new police officers to the
City Councilmembers, stating they are all experienced police
officers representing 57 years of police experience.

Councilmember Moriwaki explained that the City's 1989 budget
includes $1,000 for the Human Services Round Table. Because
of research and workload the Round Table is in need of several
thousand dollars more. Due to annexations the City has greater
need of Human Services. The money is available in the Mayor's
budget to allocate another $1,000 to the Round Table for 1989.
MOVED BY MORIWAKI, SECONDED BY HARRIS, THAT THE COUNCIL ALLOCATE
$1,000 TO THE HUMAN SERVICES ROUND TABLE BUDGET. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT ADMINISTRATION PROCEED
WITH DESIGN REPORT FOR SOUTH 180TH AND WEST VALLEY HIGHWAY
INTERSECTION. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY ROBERTSON, THAT COUNCIL AUTHORIZE
THE MAYOR TO NEGOTIATE AND EXECUTE A CONSULTANT CONTRACT WITH
INCA ENGINEERS TO COMPLETE PRELIMINARY ENGINEERING AND
CONSTRUCTION OF STREET OVERLAYS AND REPAIRS IN 1989 IN AN AMOUNT
NOT TO EXCEED $47,000. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY HERNANDEZ, THAT COUNCIL AUTHORIZE
THE MAYOR TO ENTER INTO AN AGREEMENT WITH DEVELOPER POON AS
INCLUDED IN THE AGENDA PACKAGE.
City Attorney Colgrove stated a typographical error correction and
words "if required" have been added on page 6.

MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT COUNCIL APPROVE
THE WAIVER REQUEST BY TCI CABLEVISION TO UNDERGROUNDING
ORDINANCE. MOTION CARRIED.
Ross Earnst, Public Works Director, requested easement for
sewer on street that was vacated. Robert Poon has agreed to
grant the easement on the sewer.
MOVED BY ROBERTSON, SECONDED BY HERNANDEZ, THAT THE EASEMENT
REQUEST BE CONSIDERED ON THE AGENDA OF THIS MEETING. MOTION
CARRIED.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE MAYOR BE AUTHORIZED
TO ACCEPT THE EASEMENT. MOTION CARRIED.
City Administrator John McFarland reported the clean -up week
was a success. It will be several weeks before the total
number of coupons and tonage of rubbish is known.
There will be a meeting Wednesday night at 7:00 p.m. at Cascade
View Elementary School to discuss the Cascade View annexation
plan. The public is invited.
Councilmember Robertson stated he would like to discuss the
Council Work Plan and requested someone from the Planning Depart-
ment be in attendance at the next Committee of the Whole Meeting.
City Attorney John Colgrove reported the World Wide Video
hearing is scheduled for May 3. It is likely the matter will
go to trial.
MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THE REGULAR MEETING
OF THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED.
