The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). Approximately 13,000 cubic yards of contaminated soil have been removed and stockpiled in two areas of the site in response to the discovery and remediation of subsurface fuel contamination near the former underground fuel tanks. Excavation of additional soil contaminated primarily by diesel fuel continues at this time. It has also been necessary to remove some noncontaminated soil in order to gain access to contaminated soil in the water table zone. Approximately 1000 cubic yards of noncontaminated soil is also stockpiled at the site. Because refined fuel products are less dense than water and are immiscible in water, subsurface fuel tends to concentrate in the zone of water table fluctuation. It was necessary to excavate 1 to 3 feet below the water table in order to remove soils with concentrations of petroleum hydrocarbons greater than regulatory cleanup guidelines (200 ppm). May 12, 1989 Page 2 Consequently, the work area presently has standing water at the base of the excavation. Some portions of the excavation bottom also continue to have hydrocarbon concentrations greater than 200 ppm at this time, On -site incineration of the fuel - contaminated soil is expected to begin within two weeks. This treatment process will permanently destroy the hydrocarbons in the soil and also remove essentially all of the soil moisture. The treated soil that exits the incinerator will be hot (300 ° - 400 °F) and powder dry. It will take several days of cooling before the treated soil can be handled safely and returned to the excavation. The contaminated and noncontaminated soils removed from the exca- vation consist of layers and lenses of sand, silty sand, and sandy silt. Once these soils are stockpiled and treated, the soil is expected to have an average composition of silty fine to medium sand. This material will be moisture - sensitive and must be conditioned to v ithin a relatively narrow range of moisture contents to permit successful compaction. Silty sand cannot be compacted successfully in standing water or in the presence of excess moisture (such as during a rainstorm). The soil also cannot be compacted to desired standards when it is dry. However, once compacted, the material is suitable for support of conventional, lightly loaded structures such as warehouses. Because of the moisture- sensitive nature of the silty sand backfill, it is necessary to use nonsensitive coarse backfill for that portion of fill that is placed in standing water at the base of the excavation. Crushed concrete rubble (particle size up to 8 inches) has already been placed at the base of the eastern part of the open excavation. It is expected that this material will continue to be used to fill the lowest portion of the remainder of the excavation. SPECIFICATIONS COARSE, FREE- DRAINING BACKFILL The initial lift of backfill should consist of: (1) crushed concrete rubble with a maximum particle dimension of 8 inches and less than r• Geo~ Engineers Bedford Properties, Inc. May 12, 1989 Page 3 20 percent by dry weight passing the No. 4 sieve, (2) sandy gravel or cobbles with a maximum particle diameter of 8 inches, less than 20 percent passing the No. 4 sieve, and less than 3 percent passing the No. 200 sieve, or (3) other processed inorganic mineral aggregate materials meeting Criteria No. 2 above. The base of the excavation should be cleaned of mud, organic debris and contaminated sediment prior to placing the coarse backfill. The backfill should be placed in one lift to a height of 12 to 18 inches above the water table. When the initial lift of coarse fill has been placed across the entire base of the excavation, the surface of the fill should be thoroughly compacted until firm and nonyielding with a smooth -drum roller. Vibratory compaction can be attempted. However, if any tendency of pumping or weaving in this initial lift is noted, the vibration action should be stopped. Additional coarse fill should be placed and compacted to stabilize any areas that are prone to excessive deflection under the action of the compactor. A woven geotextile fabric (Mirafi 1200 HP or equivalent) should be placed over the final compacted surface of the coarse fill prior to placing additional backfill in the excavation. A leveling coarse of crushed rock can be placed directly above the compacted fill, if neces- sary, to reduce the risk of puncturing the fabric. BACKFILL ABOVE THE WATER TABLE Backfill placed above the geotextile should consist of noncon- taminated soil removed from the excavation, treated contaminated soil, or imported mineral soils. If imported soil is used as backfill, the imported material should consist of natural or processed soil that is free of contamination and organic matter and contains less than 20 percent by dry weight passing the No. 200 sieve. The backfill should be conditioned to the proper moisture content for compaction, spread in uniform lifts with a loose thickness of 10 inches or less, and each lift compacted to at ]east 90 percent of maximum dry Engineers Bedford Properties, Inc. May 12, 1989 Page 4 density . as determined by ASTM D -1557, Method D. The uppermost 2 feet of fill should be compacted to at least 95 percent of maximum dry density to provide an adequate subgrade for a pavement section. Moisture will have to be mixed carefully into the dry, treated soil to allow successful compaction. Compaction of these soils will be difficult during extended wet weather. TESTING Qualified geotechnical personnel should observe the placement of all backfill and test each lift of backfill placed above the geotextile for compliance with the compaction standards.
