VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 433 -1851 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT if the applicant is other than the owner, registered architectengineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). The purpose of this bulletin is to explain and detail the information you must provide to document that your proposed construction will adhere to these mini- mum standards. When you submit your application for a residential building permit you must have the following documents: ▪ I. A completed building permit application form. Q II. The valuation of construction and permit fees for new residential structures are calculated by the Department of Community Development prior to submitting application (433- 1849). Washington State Energy Code Requirements The City of Tukwila has adopted the Washington State Energy Code to promote energy conservation in new building construction. The following requirements apply to all new residences and additions constructed in, or prefabricated and moved to, Tukwila. The building envelope design can comply with the standards of this code by any of three analysis procedures. For the purpose of this bulletin, the simplest method will be summarized, and general requirements listed. Applicant should consult a copy of the code for specifics. The Prescriptive Requirement Approach In conventional wood frame construction, install insulation values as follows: Walls: Ceilings: Floors: 2 x 6 walls: R =19 batt insulation 2 x 4 walls: R =13 batt insulation and R =5 insulating sheathing 2.x 4 walls: R =11 batt and R =5.4 insulating sheathing R =38, buildings with electric resistant heating R =30, buildings with other heating sources Floors over unheated space, R =19. Slab on grade, floors, ,R =8 perimeter insulation 24" wide min., installed, vertically'. or horizontally and of water resistant material manufactured for this use. Glazing: At minimum all windows must be double glazed. Maximum area of glazing allowed under this method of compliance is 21% of (heated) floor area. The class of glazing required by your proposal will depend on the type of heat source proposed., Applicant' should consult a copy of the code for specific requirements to determine what applies to your specific design. Water Heaters: Gas, oil -fire water heaters, and electric storage water heaters must meet the requirements of A.S.H.R.A.E. standards 90A -80 and be so labeled. All electric water heaters in unheated spaces shall be placed on an incompressible, insulated surf ace with a minimum thermal resistance of R -10 (floors insulated to min.
