Council President Stoknes called the Tukwila City Council
Committee of the Whole Meeting to order at 7:08 p.m.

Maxine Anderson (City Clerk), Rick Beeler (Planning Director),
John Colgrove (City Attorney), Ross Earnst (Public Works Director),
Tom Keefe (Fire Cheif), John McFarland (City Administrator),
Nick Olivas (Assistant Fire Cheif), Viki Witschger (Personnel
Officer).
Mr. Baker, audience,stated the police department is very visible
in his area. There is a reduction of speed on 42nd.
Viki Witschger, Personnel Officer, explained the "self- insured"
plan for medical /dental benefits. She stated the City could
self -fund, rather than make payments through the AWC Medical
Benefit Trust, thus reducing costs to the City and providing more
internal control over our plan design. There would be a
third -party administrator. The administrator would be responsible
for paying claims and handling customer service problems. The
management reports and incentive program the City utilizes
would be prepared and maintained through the third -party adminis-
trator. The estimated cost for this service during the first
program year would be $17,016. A one time set -up fee of $3,000
would also be charged.
Ms. Witschger cited several cities, both larger and smaller than
Tukwila, who are self insured. It has proved to be very
satisfactory and less costly.There would be no loss of benefits.
MOVED BY ROBERTSON, SECONDED BY MORIWAKI, THAT COUNCIL AUTHORIZE
ADMINISTRATION TO PROCEED WITH SELF INSURED MEDICAL /DENTAL
PROGRAM. MOTION CARRIED.
Mayor Van Dusen stated there has been an ad hoc committee
called Citizen's Advisory Committee on Fire Protection. It
is their recommendation that:
1 Foster Station be manned on June 1 by Station #52 personnel
and become Station #52.
2. Old Station 52 becomes a reserve station. A possibility is
that it become Tukwila Library allowing the Old City Hall
to be restored and be a meeting hall annex for the Library.
3. On short term basis one aid unit from Station #51 will
man and sleep at Old Station #52 during evening hours. This
would be short range to be sure long range plan is adequate
and the Tukwila hill is not left unprotected.
4. Immediately begin process to remodel Foster Station. During
construction Old Station #52 would be temporary site for
fire service for both annexation area and Tukwila hill.
5. Notify citizens of the plan and reasons. If there is
overwhelming opposition by the citizenry we can go to
Plan B yet to be defined.
Mayor Van Dusen stated it is emotional to close down Station #52,
but it is a budget item. Foster Station and Station #52 should
not both remain open.
Fire Chief Keefe said it would be possible to have the same
response time from Foster as Fire Station #52.
John McFarland, City Administrator, said administration would
like to write a letter to the community advising the citizens
what is being done and why. There may be a public meeting. By
relocating the station we can give more balanced service.

Councilmember Moriwaki stated Council action is not required
in this matter. The committee could hold a public or open
meeting and present the issue and their findings.
Mayor Van Dusen requested the matter be discussed at the
Committee of the Whole Meeting on May 22, 1989.
Fire Chief Keefe said the Fire Department will dispatch out
of 911 on June 1, 1989. The City will have to run a pumper
out of Foster on June 1, 1989.
Council President Stoknes called for the Council to go into
an Executive Session for 15 minutes to discuss the police
negotiations.

The Committee of the Whole Meeting was called back to order
at 8:20 p.m. with Councilmembers present as previously listed.
MOVED BY MORIWAKI, SECONDED BY BAUCH, THAT THE PROPOSED RESOLUTION
BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL WITH
A RECOMMENDATION TO PASS. MOTION CARRIED.
Councilmember Moriwaki distributed a proposed resolution for the
Tukwila 2000 Committee that will follow the one to be acted on
at next week's meeting. It will be directed toward the residents
of the City. The one to be acted on next week is for the business
community.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE DRAFT DISTRIBUTED BY
COUNCILMEMBER MORIWAKI BE PUT IN THE COMMUNITY AFFAIRS COMMITTEE.
MOTION CARRIED.
Councilmember Robertson stated he was concerned the Planning
Department will not get all of the work completed that has been
outlined in work plans. The zoning code and multi family issue
is a concern. What can be done to help hire consultants, etc.?
The Council would like to see the work done with the ordinances
and all.
Rick Beeler, Planning Director, stated they had a work plan
to be done by Ce..zacber without legislation.
Mayor Van Dusen stated the annexation and work associated with it
has changed the work plans and work load of the Planning Department
as emergencies have come up that have had to be worked on at once.
Councilmember Bauch stated the sign code is not vital; multi family
is vital and the zoning code needs to be fine tuned.
Mr. Beeler, Planning Director, stated the inventory is scheduled
for June. It will take about three months. It will be done by
contract.

Councilmember Robertson said he would like /all of the recommendation!
to change the current code even to eliminating RMH from the
code and make actual changes to the zoning code. It may be
necessary to hire more help for a short time.
Councilmember Bauch suggested the Council sit down and discuss
this matter and give concrete directions on what they want to see
done consult with the City Attorney. The Planning Department
needs to know what the Council wants.
MOVED BY ROBERTSON, SECONDED BY MORIWAKI, THAT THE PRIORITIES
LISTED IN THE RETREAT ARE THE PRIORITIES AND RECOMMENDATIONS
AND SHOULD ADD ENOUGH DETAIL TO THE 1989 WORK PROGRAM AND BE
COMPLETED BY THE END OF 1989 INCLUDING THE ORDINANCES. MOTION
CARRIED.

Discussion on the Ross Earnst, Public Works Director, stated the current phase of
Surface Water Manage- the Surface Water Management Plan study is a decision about the
ment Program. billing for the program. The alternatives are for the City to
bill everyone in a separate bill once, twice or twelve times
a year, or to contract with King County for them to put the
surface water utility fee on everyone's property tax once a year,
as they do now with the annexation citizens. The Utilities
Committee has recommended investigation of whether the City
could contract with King County to do the billing. If not, then
the City would have to do the billing. The charge would be
about $30.00 for single- family.

Mayor Mayor Van Dusen explained trophies that have been received
including an award for 1987 Financial Report.

Vern Umetsu, Associate Planner, reviewed the sidewalk policy
plan. He stated the Council needs to review the Comprehensive
Plan Findings and Policies which will be included in an adopting
ordinance when the Council is ready to adopt them. Ordinances
will also be needed for the proposed zoning code ordinance
and sidewalk construction ordinance. A combined public hearing
for all of these elements is optional.
MOVED BY BAUCH, SECONDED BY MORIWAKI, THAT STAFF PREPARE AN
ORDINANCE TO PUT FORTH THE POLICIES AND FINDINGS FOR COUNCIL
CONSIDERATION. MOTION CARRIED.
Mr. Earnst stated the Public Works Department will prepare the
ordinance as soon as possible.
Mayor Van Dusen stated the City has had problems with the
amplification system. It will cost $15,761 to have it replaced
with a satisfactory system. A budget request will be presented
to the Council next week.
Mayor Van Dusen announced the population of the City of Tukwila
is now 10,861.
Council President Stoknes stated the Council will discuss the
participation of the City in the auditorium of the new high
school soon to be constructed. It will be on the agenda of
the meeting to be held May 22. Where the money can come from
will be discussed.
Councilmember Duffie reported that near the Tukwila Elementary
School there are ten cars parked on the street. Most of them
do not run. The cars coming for Little League cannot park.
City Attorney Colgrove reported that the World Wide Video
hearing will be on Tuesday, May 9.
John McFarland, City Administrator, reported the parking lot
improvements will start on Tuesday. Construction will be
30 60 days.
Council President Stoknes adjourned the meeting at 10:20 p.m.
