Dear Mr. Benedicto:
In accordance with a request made by Service Steel
Company, the Contractor, we have visited the above referenced site to
review the construction of the northerly wall of the car wash addition.
The site visit was made by Mr. Gordon Hjelm, P.E., of this office on
October 9, 1989 when he was met by Mr. David Williams, Station Manager,
who provided supplemental information. The wall was reviewed for
general conformance with a set of record "Texaco" drawings entitled
"Proposed Car Wash Addition, Interurban Avenue & 48th, Tukwila,
Washington." Photographs were taken during this site visit and will be
maintained in our files unless you indicate otherwise. The results of
the site observations and subsequent review are as follows:
1. The wall is of Concrete Masonry Unit (CMU)
construction laid up in a running bond configuration.
2. Color differences in the face of the blocks indicate
that horizontal bond beams are located at 4' -0 ", 8' -0"
and 12' -0" above the base of the wall.

3. Horizontal reinforcing steel was observed in beam
pockets at three locations at the 12' -0" level of the
wall.
4. Localized damp areas in the horizontal mortar joints
indicate locations of vertical grouted cells and
observations made with a magnet indicate that
reinforcing steel is located in those cells.
5. Mr. Williams stated that he observed reinforcing steel
being placed in the wall over the course of
construction.
A review of the record drawings indicates that the wall
was to be reinforced with 5/8" diameter reinforcing bars placed at 4' -0"
centers vertically and two 1/2" diameter reinforcing bars placed at 4'-
0" centers horizontally in 8" deep bond beams. Although we were unable
to verify the sizes of the reinforcing steel, it is our opinion that the
wall appears to have been constructed in general conformance with the
record drawings.

Dear Mr. Hollinger:
In accordance with your request, we have visited the above noted
project.
The purpose of the visit was to determine reinforcing steel lay -out
of the masonry wall, as located alongside the existing service
station.
The analysis was performed by use of a resistance meter as manu-
factured by Soil Test Company.
Reinforcing steel was indicated to be Number 5 bars vertical at
four foot centers with two bars horizontal at four foot centers as
located in the bond beams.
Due to the closeness of the reinforcing steel in the bond beam the
actuA1 size of bar utilized could not be determined.
We hope this information will answer any questions you may have.
If any should arise, or we can be of further assistance please do
not hesitate to give us a call.

1. No changes will be made to plans unless approved by Engineer and
Tukwila Building Department.
2. Plumbing permit shall obtained through King County Health Department
and plumbing will be inspected by that agency (including all gas
piping).
3. Electrical work shall inspected by State Electrical Inspectors and all
required electrical permits obtained through that agency.
5. When Special Inspection is required either the owner, architect or
engineer shall notify the Tukwila Building Department of appointment
of the inspection agencies prior to the first building inspection.
Copies of all special inspection reports shall be submitted to the
Building Department in a timely manner. Reports shall contain address
and permit number of the project being inspected.
6. All structural welding to be done by W.A.B.O. certified welder
and special inspected. (Sec. 306, UBC)
7. All construction to be done in conformance with approved plans
and requirements of the Uniform Building Code (1988 Edition),
Uniform Mechanical Code (1988 Edition), Washington State Energy
Code (1989 Edition), and Washington State Regulations for Barrier
Free Facility (1989 Edition).
8. The issuance or granting of a permit or approval of plans, specifica-
tions and computations shall not be construed to be a permit for, or
an approval of, any violation of the provisions of this code or of any
other ordinance of this jurisdiction. No permit presuming to give
authority to violate or cancel the provisions of this Code shall be
invalid. U.H.C. Sec. 303(c).

The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. One dry chemical fire extinguisher rated 2A, 10B:C is
required. (NFPA 10, 3- 1.2.2) (In addition to service
station requirements)
2. Extinguishers shall be located so as to be in plain
view (if at all possible), or if not in plain view, they
shall be identified with a sign stating, "Fire
Extinguisher," with an arrow pointing to the unit. (NFPA

3. All electrical work and equipment shall conform
strictly to the standards of the National Electrical Code.

4. All electrical wiring is to be inspected by the State

Re: Approval of Oil -Water Separator Designs for Texaco Refining
and Marketing, Inc. of Tukwila, Washington
Your plans for the oil -water separator to be installed at the car
wash facility at Interurban Avenue and 48th Avenue South;
Tukwila, Washington have been reviewed by the Industrial Waste
Section of Metro. Approval is hereby given for the design of
this separator.
Discharge of treated wastewater from this separator to the
sanitary sewer is authorized subject to the following conditions:
1. No significant amount of storm drainage shall enter the
sanitary sewer; i.e., the uncovered area tributary to the
separators shall not exceed 200 square feet.
2. The oil -water separator sampling ports or inspection tee on
the outlet lines shall be accessible to Metro personnel
during normal hours of facility operation.
3. The oil -water separator shall be properly maintained so that
effluent from these structures does not exceed the Metro
discharge limitation of 100 milligrams per liter (mg /1) of
mineral /petroleum (non - polar) fats, oils, and grease (FOG)
or 100 mg /1 of animal /vegetable (polar) FOG.
This design approval does not in any way guarantee that the oil -
water separator will function as described by the fabricator or
manufacturer. Further, the approval does not relieve Texaco
Refining and Marketing, Inc. or any subsequent operator, of the
responsibility to enlarge, modify or replace the oil -water
separator to meet Metro discharge requirements.

APPLICATION SUBMITTAL In order to ensure that your application is accepted for plan review, please make sure to fill
out the application completely and follow the plan submittal checklist on the reverse side of this form. Handouts
are available at the Building counter which provide more detailed information on application and plan submittal
requirements. Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Permit Coordinator at 433 -1851 prior to
submitting application. In all cases, a valuation amount should be entered by the applicant. This finiire will ho
reviewed and is subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or
contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent
to submit this permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of
application shall expire by limitations. The building official may extend the time for action by the applicant for a
period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform
Building Code (current edition). No application shall be extended more than once.

1. Inspection -- All plant rater`` -al and finish grades are subject to
approval of the Owner. Repair and /or replace items as directed
by Owner at no additional cost.
2. Protacticn -- Save and protect all surrounding work.
Do notpiant until all oglar construction operations have
been completed.
3. Repair -- During the course of work, repair any damage to team,
paving, lighting, and structures to sac:staetion of Owner, at

4. Preparation for Planting -- Rototill 6" of new topsoil into
existing sail to a minimum depth of 12" in all new planting areas.
Remove all rocks and foreign objects over 2' in diameter. In
clayey soil add peat moss at the rata of 8 cu. ft. /100 sq. ft.,
and rototill until incorporated into soil.,
S. Guarantee /Maintenance -- Guarantee all plant material for a .'
period of one year tram data of final acceptance of the job by
Owner. Maintain all planting areas until final acceptance cf
entire job.
Materials
1. Plant Materials -- Plants shall be Washington Grade No. 1, size in
accordance with AAN standards, healthy, vigorous, free from all
disease, pest or injury. Do not prune or top prior to delivery to
Site. 9 S 9 indicates balled and burlapped; cont. indicates
container. Substitutions are strongly discouraged.
2. Topsoil -- Screened sandy loan, subject to approval by Oerecer.
3. Plantin eackfill (for all Plant Material) -- 2S% existing soil,
59i new topsoil, 25% composted steer manure. Mix thoroughly.
4. Mulct 1 -1 /�" minus fir or hemlock bark, max. 20% fines.
5. Fertilizer -- Agriforr+ tabs; 4 per tree, 2 per shrub, 1 per
groundcove: PLUS 4 oz. transplanter per tree, 2 oz. per shrub.
5. Herbicide -- Apply pre - emergent herbicide to all existing and new
planting areas at manufacturer's recommended rate•(C.asoron or
approvsd).

1. Trees -- Arrange areas on site in proposed locations for approval
by Oemer. �::avate pit as per detail. All tree`' and supporta to
stand vertical.
2. Shrubs -- Excavate shrub pita to 6" below, and einimuac twice the
rootball diameter. Aed fertilizer prior to backfillinq. Take
care to water thoroughly and prevent root 1anaqu. Plant shrubs
at spacing indicated in straight, evenly spaced rows. Mulch all
planting areas to a minimum 2" compacted depth.
2. Groundcover -- Excavate pits min. 3" below and twice the rootball
diameter (approx. 14 "). Water thoroughly and take care to insure
that root cro'ct is at proper grade after mulching. Mulch ail
groundcover area to a minimum 2" compacted depth.
Clean-'ee
Clean up all litter, soil on walks, clippings, etc., and leavo site
in a spotless condition. Remove flag laoels from plant materials.
