Dear Mr. Benedicto: In accordance with a request made by Service Steel Company, the Contractor, we have visited the above referenced site to review the construction of the northerly wall of the car wash addition. The site visit was made by Mr. Gordon Hjelm, P.E., of this office on October 9, 1989 when he was met by Mr. David Williams, Station Manager, who provided supplemental information. The wall was reviewed for general conformance with a set of record "Texaco" drawings entitled "Proposed Car Wash Addition, Interurban Avenue & 48th, Tukwila, Washington." Photographs were taken during this site visit and will be maintained in our files unless you indicate otherwise. The results of the site observations and subsequent review are as follows: 1. The wall is of Concrete Masonry Unit (CMU) construction laid up in a running bond configuration. 2. Color differences in the face of the blocks indicate that horizontal bond beams are located at 4' -0 ", 8' -0" and 12' -0" above the base of the wall. 1 3. Horizontal reinforcing steel was observed in beam pockets at three locations at the 12' -0" level of the wall. 4. Localized damp areas in the horizontal mortar joints indicate locations of vertical grouted cells and observations made with a magnet indicate that reinforcing steel is located in those cells. 5. Mr. Williams stated that he observed reinforcing steel being placed in the wall over the course of construction. A review of the record drawings indicates that the wall was to be reinforced with 5/8" diameter reinforcing bars placed at 4' -0" centers vertically and two 1/2" diameter reinforcing bars placed at 4'- 0" centers horizontally in 8" deep bond beams. Although we were unable to verify the sizes of the reinforcing steel, it is our opinion that the wall appears to have been constructed in general conformance with the record drawings. The purpose of the visit was to determine reinforcing steel lay -out of the masonry wall, as located alongside the existing service station. The analysis was performed by use of a resistance meter as manu- factured by Soil Test Company. Reinforcing steel was indicated to be Number 5 bars vertical at four foot centers with two bars horizontal at four foot centers as located in the bond beams. Due to the closeness of the reinforcing steel in the bond beam the actuA1 size of bar utilized could not be determined. We hope this information will answer any questions you may have. This design approval does not in any way guarantee that the oil - water separator will function as described by the fabricator or manufacturer.
