Handouts are available at the Building counter which provide more detailed information on application and plan submittal • requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 433 -1851 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. The conclusions and recommendations are based on the results of a pile load test conducted at the job site in general accordance with our services agreement dated August 21, 1989. Portions of the La Vista Estates apartments have settled significantly. These portions of the apartments are being underpinned with a grade beam and pile foundation system. The piles consist of 2 -inch outside - diameter, extra - strong (Schedule 80), iron pipes (often referred to as pin or needle piles). Five -foot lengths of pipe pile are driven with a 90 -pound jackhammer. Each new length is butt welded to the previous section driven. The piles are typically driven to practical refusal, which is defined as less than one inch of penetration during one minute of continuous driving. In this case, the piles are being driven such that less than 1/8 inch or no movement is recorded for the last minute of driving. The usual practice for pin pile design is to use a design vertical load of 4000 pounds per pile, based on a paper entitled "Small Diameter Pipe Piles," by Herman H. October 6, 1989 Page 2 • The purpose of our services was to perform a pile load test in order to evaluate the feasibility of using a 6000 pound design vertical load for this particular project, using the driving refusal criterion described above. SITE CONDITIONS We understand that no soils reports or as -built documents referencing ground conditions before or after construction are available for the existing buildings. No subsurface explorations were made for this study. Visual evaluation of the site indicates that considerable fill was placed under the west end of Building 1, the most westerly building. The fill thickness is greatest at the western edge of Building 1 and decreases to the east. Consolidation of this fill appears to be the most likely cause of the building settlement that has occurred. Based on the geologic map and our firm's previous experience in the area, a thin layer of soil overlies bedrock along the hillside on which the site is located. The Dochnahl Construction crew had driven several piles at the time of our arrival for the pile load test. The piles were being driven to refusal such that no additional movement occurred during the last minute of driving. The driving conditions at refusal are characteristic of a hard, competent bearing surface such as bedrock. PILE LOAD TEST We monitored a pile load test applied to one of the perimeter pipe piles located along the south wall of Building 1. We were provided with a driving record for the pile. The pile is approximately 26 feet 4 inches long. Less than 2 inches of penetration was achieved in the last 6 minutes of driving, with less than 1/8 -inch penetration for the last minute. The pile load test was performed by jacking against a frame using the existing building structure as the reaction load. A 25 -ton calibrated jack was used to apply the load. A dial gage referenced to an adjacent pile and 53 • GeorINEngineers Dochnahl Construction, Inc. October 6, 1989 Page 3 an optical survey reference were used to measure movement of the pile. The load was applied in increments of 50 percent of the design load (3000 pounds) to 200 percent (12,000 pounds) and the settlement recorded. The 200 percent load was maintained for a 24 -hour period and the final settlement recorded. The settlement of the pile was linear as a function of the load to the 200 percent increment. The total settlement at the 200 percent load was 0.081 inches, with additional settlement limited to 0.012 inches during the 24 -hour hold period. The permanent deformation was 0.008 inches after fully unloading the pile. CONCLUSIONS The settlement recorded during the pile load test after the 24 -hour hold period was slightly over the elastic compression range of the pile. The permanent deformation was less than 1 /10 inch. Assuming that all of the load is transmitted to the tip of the pile, the bearing capacity at the maximum load applied is on the order of 250 tons per square foot (tsf). This bearing capacity is conservative for a bedrock condition. Based on the test pile results, we conclude that a design load of 6000 pounds per pile is satisfactory for this project. Settlement of the pin piles driven to the refusal criterion of less than 1/8 inch of movement in the last minute of continuous driving is expected to be negligible under these loading conditions. When special inspection is required either the owner, architect or engineer shall notify the Tukwila Building Division of appointment of the inspection agencies prior to the first building inspection. Copies of all special inspection reports shall be submitted to the Building Division in a timely manner. Reports shall contain address, project name and permit number of the project being inspected. 4. All construction to be done in conformance with approved plans and requirements of the Uniform Building Code (1988 Edition), Uniform Mechanical Code (1988 Edition), Washignton State Energy Code (1989 Edition). 5. Engineer of record shall observe foundation piling installation and.the proposed grade BM placement upon completion of work and a letter certifying that the work has been accomplished in accordance with the design drawings shall be submitted to the Tukwila Building Department prior to final inspection approval. 6. Validity of Permit. The issuance or granting of this permit or approval of plans, specifications and computations shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of this code or of any other regulation or ordinance of this jurisdiction.
