When public sewer becomes available to serve a property, indus- try and /or the general public often call the Seattle -King County Department of Public Health to ask about the procedures for proper abandonment of an on -site sewage disposal system. Cities have asked for policy regarding abandonment of septic tanks to distribute to households connecting to sewers. Improperly abandoned on -site sewage disposal systems may pose health and /or safety hazards for the population at risk. Exposure to sewage may result when cesspools, septic tanks, or seepage pits are improperly filled or covered. Contamination of the ground water aquifers may result when on -site sewage dis- posal systems are improperly abandoned. The transmission of diarrhea, bacillary dysentery, infectious hepatitis, salmonella infections and many other illnesses may occur as a result of exposure to sewage. 2.0 PURPOSE To establish standard procedures for abandonment of on -site sewage disposal systems which can be distributed to staff, industry and the general public. 3.0 AUTHORITY 3.1 Appendix 1.11 of the 1985 Uniform Plumbing Code - see Appendix A. 3.2 RCN 7.48.140(9) - see Appendix B. 4.0 POLICY 4.1 Environmental Health staff will, upon request, distribute copies of the procedures for abandonment of on -site sewage disposal systems to industry and /or the general public. 4.2 Environmental Health staff will explain, clarify and answer questions on the procedures for abandonment of on -site sewage disposal systems. 5.0 PROCEDURES 5.1 The procedures for abandonment of an on -site sewage disposal system are as follows: A. Every abandoned building sewer, or part thereof, shall be plugged or capped In an approved manner within five (5) feet of the property line. Every cesspool, septic tank and seepage pit which has been abandoned or has been discontinued from use or to which no plpe,from a plumbing fixture is connected, shall have the sewage removed from it and be completely filled with earth, sand, gravel, concrete or other approved material. ▪ The top cover or arch over the cesspool, septic tank, or seepage pit shall be removed before filling. ▪ Where disposal facilities are abandoned consequent to connection of a dwelling to a public sewer, all abandoned facilities shall be filled within thirty (30) days from the time of connection to the public sewer. (b) Every cesspool, septic tank and seepage pit which has been abandoned or has been discontinued otherwise from further use or to which no waste or soil pipe from a plumbing fixture Is connected, shall have the sewage removed there- from and be completely filled with the earth, sand, gravel, concrete or other approved material. (c) The top cover or arch over the cesspool, septic tank, or seepage pit shall be removed before filling and the filling shall not extend above the top of the vertical portions of the sidewalls or above the level of any outlet pipe until inspection has been called and the cesspool, septic tank or seepage pit has been inspected. After such inspection, the cesspool, septic tank or seepagE pit shall be filled to the level of the top of the ground. (d) No person owning or controlling any cesspool, septic tank, or seepage pit on the premises of such person or in that portion of any public street, alley or other public property abutting such premises, shall fail, refuse or neglect to comply with the provisions of this section or upon receipt of notice so to comply from the Department having jurisdiction. (e) Where disposal facilities are abandoned consequent to connecting any premises with the public sewer, the permittee making the connection shall fill all abandoned facilities as required by the Administrative Authority within thirty (30) days from the time of connecting to the public sewer. 6.2 Appendix B RCN 7.48.140 PUBLIC NUISANCES ENUMERATED.
