APPLICATION SUBMITTAL In order to ensure that your application is accepted for plan review, please make sure to fill
out the application completely and follow the plan submittal checklist on the reverse side of this form. Handouts
are available at the Building counter which provide more detailed information on application and plan submittal
requirements. Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Perrnit Coordinator at 4433 -1551 prior to
submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be
reviewed and is subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or
contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent
to submit this permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is Issued within 180 days following the date of
application shall expire by limitations, The building official may extend the time for action by the applicant for a
period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform
Building Code (current edition). No application shall be extended more than once.

INTRODUCTION
This report addendum presents the results of our geotechnical
services for proposed machine foundations inside Building 1977 in the
Segale Business Park, Tukwila, Washington. Our services were requested by
Mr. Jim Petersen of MacDonald McLaren Associates, Inc. and were verbally
authorized by Mr. Hagen on July 7, 1988. These services are related to
work we performed in the same building in 1983, for which a report was
prepared titled, "Soils Investigation, Building 1977, Tukwila,
Washington," and dated January 31, 1983.
Our original work related to the support of two machines - a redraw
press and a cupping press. Four augercast 12- inch - diameter 40 -ton
capacity piles were installed to a depth of 45 feet below the existing
floor slab for these two presses. We understand that a second line
consisting of two similar machines is to be supported within 30 feet of
the two installed machines. The machines weigh approximately 120 kips
with an impact load of 150 kips at a frequency of 100 cycles per minute.
We understand that each machine will be supported on six 30 -ton capacity
piles.

SUBSURFACE CONDITIONS
Subsurface conditions were explored during the 1983 work and consist
of approximately 6 feet of fill below the top of floor slab, underlain by
approximately 21 feet of soft gray silt, which in turn is underlain by
medium dense sand. The fill is generally dense and consists of sand with
gravel to gravelly sand and contains widely scattered cobbles. The soft
gray silt includes scattered organic matter.
PILE FOUNDATIONS
We understand that 12- and 16 -inch augercast piles and 12 -inch steel
piles are being considered. In our opinion, these three piles are
satisfactory provided they are supported in the medium dense sand below
the soft gray silt. It is possible that the soft gray silt is still
consolidating from the fill that was placed during development of the
site.
The approximate load on each pile is on the order of 30 tons
including impact loading and the weight of the pile cap. We recommend a
minimum penetration of 35 and 33 feet for 12 -inch and 16 -inch augercast
piles, respectively. We recommend a minimum penetration of 40 feet for a
12 -inch pipe pile. The pipe pile may be driven open end. The recommended
penetration depths incorporate an allowance for downdrag from the soft
gray silt layer.
The piles may be assumed to be fixed at the top by the dense sand and
gravel fill layer. Accordingly, we recommend a point of fixity of 4 feet
below the top of the floor slab.
PILE INSTALLATION
There are a number of considerations related to pile installation for
both driven and augercast piles, as well as to soil behavior and vari-
ability, during installation that should be observed by a qualified
engineer to assure the intended results are being achieved. It is

possible that our recommendations for pile penetrations may need modifica-
tion based on actual installation behavior. To evaluate these considera-
tions, we recommend that a representative from our firm be present during
pile installation.
Driven piles should be installed by driving them to grade or to a
specified number of blows per foot. Pile driving records showing the blow
count per foot of driving, pile length, cutoff, tip elevation, pile
location and time required for driving would be kept by our repre-
sentative. The contractor should mark the piles at 1 foot intervals to
facilitate keeping the driving records. Also the first two or three piles
should be left 3 to 4 inches high and redriven the following day to
provide an assessment of their ultimate capacities.
The blow count for practical refusal depends on the pile type, hammer
size and efficiency, pile length and other factors. If driven piles are
used, we can provide criteria for practical refusal and minimum cushion
requirements once hammer is selected.
Augercast pile installation should be performed by a contractor
experienced in their placement. We recommend that field monitoring be on
a full -time basis so that timely decisions regarding pile lengths and
adequate monitoring of the installation are provided. In addition, we
recommend that complete pile installation logs also be maintained for
augercast piles. For augercast piles, the logs should include a detailed
record of the installation procedure, the volume of grout used per pile,
the pressure maintained during grouting, and any irregularities in soil
conditions.
USE OF THIS REPORT
We have prepared this report for use by Continental Can and their
architects and engineers for their use in design of a portion of this

project. The data and report should be provided to prospective con-
tractors for their bidding or estimating purposes, but our report,
conclusions and interpretations should not be construed as a warranty of
the subsurface conditions.
If there are changes in the loads, grades, location, configuration or
type of construction for the two presses, the conclusions and recommenda-
tions presented may not be applicable. If design changes are made, we
request that we be given the opportunity to review our conclusions and
recommendations and to provide a written modification or verification.
When the design has been finalized, we recommend that the final
design and specifications be reviewed by our firm to see that our
recommendations have been interpreted and implemented as intended.
The scope of our services does not include services related to
construction safety precautions and our recommendations are not intended
to direct the contractor's methods, techniques, sequences or procedures,
except as specifically described in our report for consideration in
design.
There are possible variations in subsurface conditions between the
explorations and also with time. A contingency for unanticipated
conditions should be included in the budget and schedule. Sufficient
monitoring, testing and consultation by our firm should be provided during
construction to confirm that the conditions encountered are consistent
with those indicated by the explorations, to provide recommendations for
design changes should the conditions revealed during the work differ from
those anticipated, and to evaluate whether or not earthwork and foundation
installation activities comply with contract plans and specifications.
Within the limitations of scope, schedule and budget, our services
have been executed in accordance with generally accepted practices in this
area at the time the report was prepared. No other conditions, express or
implied, should be understood.

Architect and the Tukwila Building Division.
2. All permits, inspection records, and approved plans shall be
posted at the job site prior to the start of any construction.
When special inspection is required either the owner, architect or
engineer shall notify the Tukwila Building Division of appointment
of the inspection agencies prior to the first building inspection.
Copies of all special inspection reports shall be submitted to the
Building Division in a timely manner. Reports shall contain
address, project name and permit number of the project being
inspected.
4. All structural concrete to be special inspected (Sec. 306, UBC).
5. All structural welding to be done by W.A.B.O. certified welder and

6. Subgrade preparation including drainage, excavation, compaction,
and fill requirements shall conform strictly with recommendations
given in the soils report.
7. All construction to be done in conformance with approved plans and
requirements of the Uniform Building Code (1988 Edition).
8. Notify the City of Tukwila Building Division prior to placing any
concrete. This procedure is in addition to any requirements for
special inspection.
9. Validity of Permit. The issuance of a permit or approval of
plans, specifications and computations shall not be construed to
be a permit for , or an approval of, any violation of any of the
provisions of this code or of any other ordinance of the
Jurisdiction. No permit presuming to give authority or violate or .
cancel the provisions of this code shall be valid.

A preconstruction meeting with the Building Inspector may be scheduled prior to starting the job by

Department sign -off prior to opening or doing any food processing.
Arrangements for final Health Department inspection should be made
by calling King County Health Department, 296 -4717, at least three
working days prior to desire inspection date. On work requiring
Health Department approval, it is the contractor's responsibility
to have a set of plans approved by that agency on the job site.

SUBSURFACE CONDITIONS
Subsurface conditions were explored during the 1983 work and consist
of approximately 6 feet of fill below the top of floor slab, underlain by
approximately 21 feet of soft gray silt, which in turn is underlain by
medium dense sand. The fill is generally dense and consists of sand with
gravel to gravelly sand and contains widely scattered cobbles. The soft
gray silt includes scattered organic matter.
PILE FOUNDATIONS
We understand that 12- and 16 -inch augercast piles and 12 -inch steel
piles are being considered. In our opinion, these three piles are
satisfactory provided they are supported in the medium dense sand below
the soft gray silt. It is possible that the soft gray silt is still
consolidating from the fill that was placed during development of the
site.
The approximate load on each pile is on the order of 30 tons
including impact loading and the weight of the pile cap. We recommend a
minimum penetration of 35 and 33 feet for 12 -inch and 16 -inch augercast
piles, respectively. We recommend a minimum penetration of 40 feet for a
12 -inch pipe pile. The pipe pile may be driven open end. The recommended
penetration depths incorporate an allowance for downdrag from the soft
gray silt layer.
The piles may be assumed to be fixed at the top by the dense sand and
gravel fill layer. Accordingly, we recommend a point of fixity of 4 feet
below the top of the floor slab.
PILE INSTALLATION
There are a number of considerations related to pile installation for
both driven and augercast piles, as well as to soil behavior and vari-
ability, during installation that should be observed by a qualified
engineer to assure the intended results are being achieved. It is

possible that our recommendations for pile penetrations may need modifica-
tion based on actual installation behavior. To evaluate these considera-
tions, we recommend that a representative from our firm be present during
pile installation.
Driven piles should be installed by driving them to grade or to a
specified number of blows per foot. Pile driving records showing the blow
count per foot of driving, pile length, cutoff, tip elevation, pile
location and time required for driving would be kept by our repre-
sentative. The contractor should mark the piles at 1 foot intervals to
facilitate keeping the driving records. Also the first two or three piles
should be left 3 to 4 inches high and redriven the following day to
provide an assessment of their ultimate capacities.
The blow count for practical refusal depends on the pile type, hammer
size and efficiency, pile length and other factors. If driven piles are
used, we can provide criteria for practical refusal and minimum cushion
requirements once hammer is selected.
Augercast pile installation should be performed by a contractor
experienced in their placement. We recommend that field monitoring be on
a full —time basis so that timely decisions regarding pile lengths and
adequate monitoring of the installation are provided. In addition, we
recommend that complete pile installation logs also be maintained for
augercast piles. For augercast piles, the logs should include a detailed
record of the installation procedure, the volume of grout used per pile,
the pressure maintained during grouting, and any irregularities in soil
conditions.

We have prepared this report for use by Continental Can and their
architects and engineers for their use in design of a portion of this

project. The data and report should be provided to
prospective con-
tractors for their bidding or estimating purposes, but our report,
conclusions and interpretations should not be construed as a warranty of
the subsurface conditions.
If there are changes in the loads, grades, location, configuration or
type of construction for the two presses, the conclusions and recommenda-
tions presented may not be applicable. If design changes are made, we
request that we be given the opportunity to review our conclusions and
recommendations and to provide a written modification or verification.
When the design has been finalized, we recommend that the final
design and specifications be reviewed by our firm to see that our
recommendations have been interpreted and implemented as intended.
