MISCELLANEOUS Klickitat Trail MINUTES 0 -'77 City Hall Council Chambers Council President Stoknes called the Tukwila City Council Committee of the Whole Meeting to order. COUNCIL MEMBERS PRESENT EDGAR D. BAUCH, MARILYN G. STOKNES (COUNCIL PRESIDENT), JOAN HERNANDEZ, DENNIS L. ROBERTSON. Mayor Van Dusen, Maxine Anderson (City Clerk), John Colgrove (City Attorney), Ross Earnst (Public Works Director), Ted Freemire (Maintenance Superintendent), John McFarland (City Administrator), Vernon Umetsu (Associate Planner), Don Williams (Parks and Recreation Director). Ms. Ryan, audience, asked if Fire Station #52 on the hill is going to remain open? Mayor Van Dusen replied that he has no authority to hire additional firefighters. The City Council will have to authorize the money to hire the additional firefighters that will be needed to maintain Fire Station #52. He stated the City has money to operate three fire stations. The City Council will have to amend the budget to provide for additional funds that will be needed. The amendment to the budget will be on next Monday night's meeting. A gentleman in the audience stated Flag Day is approaching and the flag is frayed. Ted Freemire, Maintenance Superintendent, stated the new flag has just arrived and will be used at once. Ross Earnst, Director of Public Works, explained the purpose of the ordinance is the formation of a storm water utility to meet upcoming State and federal regulations and to provide future funding source for Storm Drainage capital improvement plan. Lori Bender, consultant for CCA, briefly went over the ordinance section by section and answered questions. Dicksy Scott, consul- tant for CCA, further explained the public hearing and the news- letters that will be mailed. The time line was originally June 1 but it is now July 1 or as soon as possible. Ross Earnst, Public Works Director, stated the public hearing will be June 26 and then it will be adopted at the next Regular Meeting. Ross Earnst, Public Works Director, explained the interlocal agreement. MOVED BY ROBERTSON, SECONDED BY HERNANDEZ, THAT THE INTERLOCAL AGREEMENT BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. Councilmember Bauch stated the Klickitat Trail as planned will be an expensive trail as DOT won't allow cuts. He suggested the Klickitat Drive Trail be dropped and the City proceed to build the Klickitat to Slade Way trail and then abandon Trail #9. Don Williams, Parks and Recreation Director, stated the abandon- ment of Trail #9 would be wise. The other trail will serve more people. Some signs will be needed. Additional funding will be required for consultant fees. He stated he will come back to the Council with the cost estimate. Ross Earnst, Public Works Director, stated this trail will require steps. It could be done in -house but it would take time that staff could be working on other projects. TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING MINUTES June 12, 1989 Page 2 REPORTS Mayor City Council ADJOURNMENT 8:15 P.M. Mayor Van Dusen reported staff is starting the budget process. At this time it appears there will be a $500,000 shortfall. The timeline will be distributed to the Council. It was reported a letter was written to the City Council objecting to the noise from a rock band that practices and the noise is heard by a neighbor. A lady in the audience responded stating the rock band practices at her home. In her opinion the noise could not be heard past her property boundaries. Councilmember Bauch reported there is a plan to turn some of the parks in the County over to the cities, except Fort Dent, and two other parks.
