Mayor Mayor Van Dusen called the Regular Meeting of the
Tukwila City Council to order and led the audience in the
Pledge of Allegiance.

AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED.
Ross Earnst, Public Works Director, explained that the
Transportation Improvement Program must be revised and
approved annually by the City Council. It is filed with the
State and is used by State and Federal agencies for funding
Arterial Street Projects. There are 62 projects on this
years list. The projects are listed on the TIP in priority
order. Currently there are three projects that the City has
Federal funding for. Two of these are for intersection pro-
jects with signals. The other is for Interurban Avenue from
52nd Ave. South to So. 139th. We have been informed that we
are being considered for funding of two Urban Arterial
Projects. One is Southcenter Boulevard from the T -Line
Bridge to Grady Way and the other is for Interurban Ave. from
52nd to 42nd. This is to widen Interurban Avenue to five
lanes.
Mayor Van Dusen declared the Public Hearing open and asked
for comments from the audience. There were no comments so
the Public Hearing was closed.

AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT FOR ESTABLISHING

City Attorney Colgrove read an ordinance of the City of
Tukwila, Wash., amending the 1989 Budget, adopted by
Ordinance No. 1493, to transfer a portion of estimated ending
fund balance from the Street Fund to the General Fund and
providing additional firefighters to staff a fourth fire sta-
tion; and establishing an effective date.

Curtis Nesheim, 15828 43rd Ave. So., read a letter he had
written concerning the vote by Council to continue to use
Fire Station #52 in addition to Station #51 and the two sta-
tions recently acquired by annexation. He states that "You
are not treating all citizens equally. If the protection
level requires a station on Tukwila Hill, then one is also
needed on McMicken Hill. One -half million dollars per year
in unnecessary costs to operate a fourth fire station is
irresponsible."
Cheryl Wheeler, audience, said the issue here is the hiring
of nine firefighters that are needed to protect the area.
The issue of the closing of 52 had already been addressed by
Council. We cannot operate a City without having the man-
power to protect the citizens. We need those nine fire-
fighters to cover the area.
Council Member Robertson commented that it is correct that we
need additional manpower. On occasion we run rigs with only
two people on them. Almost any study shows this to be a
mistake. At this time, we are being forced to look at the
staffing of a ladder truck; because of this we are going to
need additional firefighters. The engine that was moved from
52 to Foster will stay at Foster for a short term because
there is a much greater risk up there until we have addi-
tional firefighters. We are going to look at remodeling
Foster to increase the size of the sleeping quarters. While
this is going on, this engine company will be moved back to
52. We have about six months to relook at the whole issue of
how many stations we need and their location. He said he is
proposing that Council consider five year master plans for
Fire, Police and Public Works. They will look at staffing,
capital equipment and the location of major facilities over a
five year period. He said he will vote to hire the nine
firefighters.
Council Member Bauch stated, for the record, that if this
ordinance passes, Council is violating the ordinance allo-
cating one -half cent of the additional sales tax for capital.
Where this money is corning from is in violation of that ordi-
nance. Council can violate their ordinances or resolutions
if they choose to do so, but it needs to be pointed out that
this is the foot -in- the -door to use that extra one -half cent
sales tax which we pledged would be used for capital.

Council Member Moriwaki commented that there is no effort to
slight any neighborhood in this community -as a matter of
fact, it is just the opposite. Staffing the Foster Fire
Station plus keeping 52 open will only increase the coverage
of McMicken Hill.
Council Member Hernandez said that this is a very divisive
issue, and she does not like the idea that some of the old
citizens might resent the new citizens because they were
going to have to give up their fire station. We need time to
prove that the people on Tukwila Hill do have adequate pro-
tection. The people in McMicken have had this experience; it
has been tested and they know they have adequate fire protec-
tion. The people on Tukwila Hill don't know this yet; that
is why she will vote in favor of this ordinance.
Mayor Van Dusen stated his position. He came forward along
with the Fire Chief and made a recommendation based on the
funds available. They felt Station #54 (Foster) would give
adequate protection to most of the residential area.
Council, through a motion, at the June 5 meeting, said the
City would man four stations. Based on that, this ordinance
was drawn up. This allows for nine positions which is what
it takes to keep four stations open. He has no intentions,
at this point, in not manning four stations either now or in
the next budget unless something out -of- the ordinary happens
to the revenue. The manning of a fifth station for McMicken
Heights will not be discussed further tonight.

Mayor Van Dusen distributed a letter to Council concerning a
request from the South Central School District asking the
City to provide classroom space for the school's daycare
program. Because of space allocations and the number of
programs sponsored by the City, he recommended that the
request be denied.

TO THE COMMUNITY AFFAIRS AND PARKS COMMITTEE; THEN ON THE
AGENDA FOR THE NEXT COMMITTEE OF THE WHOLE MEETING FOR
DISCUSSION. MOTION CARRIED.
John McFarland, City Administrator, distributed a letter from
the South Central School District requesting financial
assistance for the Early Childhood Education assistance
Program. The School District has secured a grant from the
State which will allow them to operate a pilot program during
the 1989 -1990 school year. They have a $21,281 shortfall
in operating expenses, and they are asking Council to con-
sider assisting in the funding of this project. They will
probably continue to come back to the City for participation
in this program.

Mayor Van Dusen asked Council to be careful with this. It is
not just $21,000; it is a long range commitment. He has no
problem with the program, but questions if it is the City's
responsibility to be in the educational field.

PLACED IN THE COMMUNITY AFFAIRS AND PARKS COMMITTEE AND THEN
SENT FORWARD TO THE COMMITTEE OF THE WHOLE MEETING. MOTION
CARRIED.
Council Member Robertson introduced a draft Resolution
establishing a formal five year master plan for managing
major capital, staffing, and facility planning for the City's
Fire, Police, and Public Works Departments. Other cities in
the area do this. We will be looking at the most likely
things to occur that will impact the three major departments.
MOVED BY ROBERTSON, SECONDED BY BAUCH, THAT THIS ITEM BE
PLACED IN THE FINANCE AND SAFETY COMMITTEE. MOTION CARRIED.
Council Member Moriwaki reported on his attendance at the
Association of Washington Cities Conference. He learns a lot
by just talking to other elected officials. Our City is
lucky, we are envied by other cities around the State. They
look at our capital projects when they are struggling to do
theirs. We have the luxury of revenues and resources, and it
should not be taken lightly.
