The Tukwila Planning Commission, at its regular September meeting conducted
25 September 1975, reviewed and approved the site plan submitted for the
proposed addition to the existing Norton building subject to compliance with
the following stipulations:
1. Review of plans by all appropriate city officials.
2. Review and acceptance of the plan, or as revised, by the ACC.

PLANNING COMMISSION
Minutes of the meeting, 25 September 1975.
The regular September meeting of the Tukwila Planning Commission was called to
order at 8:20 P.M. by Chairman Mettler. Members present were Mr. Mettler, Mr.
Sneva, Mr. Zepp, Mr. Kirsop and Mr. Lamb. Staff members present were Mr. Stoknes,
Mr. Satterstrom and Mr. Crutchfield.
Motion by Mr. Sneva, seconded by Mr. Kirsop and carried to approve the minutes
of the regular August meeting as prepared.
III A - Comprehensive Plan Review DESIGN REVIEW COMPREHENSIVE LAND USE PLAN
Mr. Satterstrom, Associate Planner, read the Staff Report regarding this matter
and briefly explained a flow chart of the proposed review process with anticipated
time frames. Requested a work meeting be conducted on Thursday, 9 October 1975 to
further discuss the process.
III B - City Council Resolution #489
Mr. Stoknes, Planning Director, briefly described the contents of the Resolution
as well as the process designed to accomodate its requirements. Mr. Kirsop
suggested deferrment of further discussion . of this matter and go on to new
business as there is a considerable amount of business.
On the request of the respective applicant, motion by Mr. Kirsop, seconded
by Mr. Sneva and carried to move agenda item V C to IV A.
IV A - Site Plan - Norton Building Addition
Mr. Sneva excused himself from discussion of this matter. Mr. Crutchfield,
Assistant Planner, briefly described proposed building addition and read Staff
Report. Mr. Kirsop questioned whether or not this plan has been revised to
reflect the conditions imposed by the Andover Architectural Control Committee
(ACC).
Mr. Milt Reimers, Coldwell Banker, stated the ACC wanted assurance that the
railroad easement could in fact be used for vehicular access to the parking
provided and that adequate fire lane access was provided. Introduced letters
from respective railroad company, Tukwila Fire Marshal and Building Director
assuring the respective restrictions were complied with as shown on the site
plan.

Mr. Crutchfield pointed out that the site plan complies with the restrictions
of Chapter 18.32 (TMC) amd that fire and biulding codes are enforced by the
respective municipal department.
Motion by Mr. Kirsop, seconded by Mr. Lamb and carried to approve the site
plan of the proposed addition to the Norton building subject to review of
plans by the appropriate city officials and acceptance of the plan by the
ACC or as revised by that body.
IV B - PUBLIC HEARING - REZONE - Interurban Ave. and Southcenter Blvd. (Oldright)
Mr. Crutchfield briefly explained that Mr. R. L. Oldright has applied for a rezone
from R -4 and C -1 to C -2, of that property located at the west side of the inter-
section of Interurban Avenue and Southcenter Boulevard.
Mr. Link arrived at 8:45 P.M.
Chairman Mettler opened the Public Hearing at 8:45 P.M.
Mr. R. L. Oldright, 7502 Eastside Drive N.E. Tacoma, stated the Staff Report
covers all aspects . of the proposal well and he will answer any questions.
No one was present to speak against the request. Chairman Mettler closed the
Public Hearing at 8:47 P.M.
Mr. Link asked what grade would the street be.
Mr. Oldright stated that although it varies the slope of the road would be
generally between 7 and 11 percent. .
Mr. Link noted the concern of the Public Works Director regarding poor
sight distance and stopping distance at the location proposed in the site .
plan and as outlined in his letter attached to the Environmental Assessment
as Attachment F.
Mr. Oldright stated the problem will be minimized by the widening of.South-
center Boulevard at this point as a result of implementation of the TOPICS
program.
Mr. Zepp asked if the TOPICS program was in fact under way.
Frank Todd, Mayor, explained that the city had recently been awarded an $86,500
grant to perform the first three phases of this program and is a part of the
six -year street program.
Mr. Link asked if the first three phases included this particular area.
Mayor Todd stated it does not but the program is underway.
Mr. Kirsop asked if there would be further condemnation of land in conjunction
with widening of the road.

AGENDA ITEM V C Site Plan - Norton Building Addition
8:00 P.M.
The Norton Building, located at 402 Strander Boulevard, has proposed an addition.
The total lot area is approximately 88,000 square feet and the total building
floor area (including the 8,000 square foot addition) will be 30,800 square feet,
thus building coverage will not exceed 35% of the lot area. Parking requirements
are 31 stalls and 33 stalls are provided. Existing landscaping will not be
affected and no additional landscaping is required or proposed.. The site plan
complies with Chapter 18.32 (TMC) and Staff recommends approval.

Reference our discussion of September 10, 1975
concerning paving behind the Kirschner Scientific Ware -
house at Andover, Washington.
There is no objection to the paving as requested
as long as a minimum of 10 feet is maintained between
the centerline of our lead track and the edge of pave-
ment. In addition 10 feet must be maintained from the
pavement to the nearest edge of any switch stands.
Should it become necessary for any additional
trackage to be constructed within the 27 foot Railroad
easement, you or your lessee will remove the asphalt at
no cost to the Railroad. Under the above conditions
you may proceed with paving.

Regarding our conversation on September 9, regarding the proposed
addition to the Norton Company, Tukwila:
The plot plan that you showed me reveals adequate vehicular
'access to the proposed addition. By paving over the existing
rail -spur, continuous access should certainly be possible and will
satisfy our basic requirement for access to three sides of build-
ings of this size.
The other point of concern is fire hydrant coverage. A hydrant
will be required at or near the North side of the building (per
City Ordinance #729). A hydrant does exist in this area, however,
it is a "private hydrant" owned by Almac - Stroum. A letter of
agreement from them, allowing use of this hydrant during emergen-
cies, for Norton's: protection, would satisfy the requirements of
Ordinance #729 and eliminate the need for installing an additional
hydrant.
