Subject: REVISION OF SHORELINE SUBSTANTIAL DEVELOPMENT
PERMIT #77 -10 -SMP: CHRISTENSEN ROAD TRAIL SYSTEM
The Planning Department has the following findings and conclusions regarding the
proposed revision of shoreline substantial development permit number 76 -10 -SMP.
Findings
1. The proposed action is to raise the existing eight foot wide jogging trail by an
average of one foot in height between the Baker Boulevard railroad bridge and
the South 180th Street bridge over the Green River. This is sixty percent of the
approximately 1.8 miles of trail authorized in the original permit. The specific
trail segment and a typical cross section are shown in Attachments A and B.
2. There is no change in the originally authorized use.
3. No over water construction is involved, no buildings will be constructed or
expanded; and the completed project will continue to be consistent with all
zoning, shoreline master program, and landscaping regulations.
4. The SEPA Responsible Official has reviewed the original Environmental
Checklist (File No. EPIC- ND -27) and concludes that no change to the
Determination of Non - significance is warranted.
Conclusions
The Planning Department concludes that the proposed changes are within the scope
and intent of the original substantial development permit per WAC 173 -14- 084(1).
Action
The Planning Department herewith approves the proposed revision to Substantial
Development Permit No. 78 -10 -SMP: Christensen Road Trail System pursuant to
WAC 173 -14 -064. This decision is subject to the 30 -day appeal period of 173 -14-
064(7).

Please find enclosed revisions to the above referenced shore-
line management permits issued by the City of Tukwila. The
first revision to S.M.S. permit number N- 1131 -17 -A (76 -10 -SMP)
relocates a portion of the Christensen Road Greenbelt bicycle/
pedestrian trail. The revision to the Trammell Crow, Inc.
Shoreline Management Number N- 2259 -17 -A (79 -1 -SMP) is to include
two (2) storm water outfalls structures that were omitted by
error when the City obtained modifications from the original
application submitted in December.

SHORELINE MANAGEMENT SUBSTANTIAL DEVELOPMENT
Development shall be undertaken pursuant to the following
terms and conditions:
1. The issuance of a license under the Shoreline Manage-
ment Act of 1971 shall not release the applicant from
compliance with federal, state, and other permit require-
ments.
2. This permit may be rescinded pursuant to Section 14(7)
of the Shoreline Management Act of 1971 in the event the
permittee fails to comply with any condition hereof.
3. A construction permit shall not be issued until forty -
five (45) days after approval by the City of Tukwila
Planning Department or until any review proceedings
initiated within this 45 day review period have been
completed.
4. Pursuant to Section 14, Chapter 286, Laws of 1971 Extra
Session, the City of Tukwila has taken the following
