Findings 1. The proposed action is to raise the existing eight foot wide jogging trail by an average of one foot in height between the Baker Boulevard railroad bridge and the South 180th Street bridge over the Green River. This is sixty percent of the approximately 1.8 miles of trail authorized in the original permit. The specific trail segment and a typical cross section are shown in Attachments A and B. 2. There is no change in the originally authorized use. 3. No over water construction is involved, no buildings will be constructed or expanded; and the completed project will continue to be consistent with all zoning, shoreline master program, and landscaping regulations. 4. The SEPA Responsible Official has reviewed the original Environmental Checklist (File No. EPIC- ND -27) and concludes that no change to the Determination of Non - significance is warranted. Conclusions The Planning Department concludes that the proposed changes are within the scope and intent of the original substantial development permit per WAC 173 -14- 084(1). Action The Planning Department herewith approves the proposed revision to Substantial Development Permit No. 78 -10 -SMP: Christensen Road Trail System pursuant to WAC 173 -14 -064.
