Seattle, Washington 98166 CITY cif T U K W 1 LA OFFICE of COMMUNITY DEVELOPMENT RE: Your proposed short plat in McMicken Heights Dear Mr. Bugge: The City of Tukwila at the present time does not have an ordinance setting forth the regulations and the procedures regarding the approval of short plats. Because of this, I have been advised by our City Attorney that the City cannot use the short plat option in the subdivision of land. (Reference State Law RCW 58.17.060 and RCW 58.17.065.) Because of this, I am mailing your application back to you since it cannot be processed by the City at this time. As I see it, the following are your two primary options: 1. File a preliminary plat application. This would require a 50 foot street right -of -way dedicated to the city and approved to minimum City standards. For this small of a division of land, I would not recommend this option. 2. Wait until the City adopts a short subdivision ordinance and process your application through the City.at that time. We presently are un- dertaking the revision of the Tukwila subdivision ordinance, which would include the provisions that would allow the short subdivision option. I regret that this stumbling block is put in your way. It is a situation that I have run into before and you can be assured that this department will do what we can to see that a new subdivision ordinance incorporating the short plat option will be adopted as soon as possible. PARKS d RECREATION BUILDING PLANNING October 7, 1976 Mr. Gordon Kloppel 16444 - 51st Avenue South Tukwila, Washington 98168 CITY of TUKWILA OFFICE of COMMUNITY DEVELOPMENT RE: Preliminary Plat Approval of Sky -View Acres Dear Mr. Kloppel: The Tukwila City Council at their regular meeting of October 4, 1976 did approve the preliminary plat of Sky -View Acres. This preliminary approval was given subject to the conditions contained within Resolution #556. At this point the City will await your submission of the final plat appli- cation and the information required to be submitted with it. If you have any questions regarding what is specifically required in the final plat application, please contact this office. You're probably interested in knowing when the City will be in a position to issue building permits on this project. The City will issue building permits at such time as the final plat has been approved by the City Council and we can varify that it has been submitted to the King County Department of Records and Elections for filing. In addition, all street and utility improvements must either be completely installed or a 100% bond submitted guaranteeing their installation within one (1) year from the date of the approval of the final plat.4 I am sure that your engineer has copies of the necessary ordinances of the City to proceed with the final plat work as required. Mayor Bauch introduced John McFarland, the new Administrative Assistant to the Mayor. The week has been declared Constitution Week by. the President, Mayor Bauch read the preamble to the Constitution. Sam Ruljancich, Fire Fighter, submitted a letter to the City Council co cerning their vote on Social Security. The letter states: "The body voted to unanimously have the City discontinue Social Security payments and file for an official determination from Social Security on our status, as directed by O.A.S.I. under such a vote outcome." The letter further stated: "The Fire Department employees also voted that to the best of their knowledge the Hartford Deferred Compensation Plan serves the needs of the Fire Fighters best as a replacement for Social Securit as a supplemental retirement income. Council President Hill suggested this letter be placed on the agenda for the Committee of the Whole Meeting of September 27, 1976. Staff concurs with the recommendations of the Commission and feel the proposed street standards to be excellent for residential areas with relatively low traffic volume. Although the requirements are beyond our present city standards, it is felt state law on subdivisions allows Tukwila to require this. The subject site is 3.25 acres situated approximately 150 feet east of 51st Avenue South. 2. The entire site is zoned for single - family residential use with a minimum lot size requirement of 9600 sqaure feet. 3. The site has a moderate or rolling slope, ranging generally from 5 - 15 %, with certain small portions exceeding a 15% gradient. (SEE, Map 1 -4, Data Inventory) 4. The slopes on this site generally are stable when modified (SEE, Map 1 -3, Data Inventory). 5. The till soils found on this site generally have high bearing capacity, slight erosion hazard increasing to moderate on slopes exceeding 15 %, fair to poor internal drainage (hardpan occurs close to ground surface restricting downward percolation), and fair arability. (SEE, Figure 1 -8, Data Inventory) 6. The site is heavily wooded with alders, willows, and cottonwoods, tree species indicative of wet, poorly drained areas. (SEE, Map 1 -7, Data Inventory) 7. This site is in close proximity to areas of known. springs. (SEE, Map 1 -5, Data Inventory) 8. The Public Works Department regards the storm run -off and associated drainage needs as a serious development problem. Planning Commission Report Page 2 To The City Council 7 September 1976 9. Val -Vue Sewer District, under their U.L.I.D. #6, installed a gravity flow sewage disposal system in this area in 1973. 10. Water service is located along 51st Avenue South and is managed by Water District #75. 11. The Transportation /Utilities Element of the proposed Comprehensive Plan promotes safe and adequate roadways to include sidewalks and lighting, development of adequate storm water systems, and the undergrounding of all new utilities. 12. Calculations of lot areas within the preliminary plat indicate that at least 2 lots may be of less area than the required 9600 square feet. CONCLUSIONS: 1. All utilities, with the exception of a storm water system, are available and adequate to service the subdivision. 2. The problems of storm water should be studied per the Public Works Depart- ment's letter, and appropriate measures included in the subdivision prior to approval of the final plat. 3. The final plat should include sidewalks and street lighting. 4. All utilities should be designed in accordance with Title 17, Tukwila Muni- cipal Code (TMC) or the appropriate utility districts standards, and be placed underground. 5. A computer print -out, confirming the accuracy of the survey and the area of each individual lot, should be completed prior to approval of the final plat to insure compliance with the minimum lot area requirement. RECOMMENDATION: Based upon the above findings and Conclusions the Planning Commission recommends approval of this preliminary plat subject to the following conditions: 1. PUBLIC HEARING - Preliminary Plat (Sky -View Acres) Mr. Crutchfield read the Staff Report on this matter and generally explained the location and proposed division of 3.25 acres into eleven 9600 square foot lots. Chairman Mettler opened the public hearing at 8:40 P.M. Mr. R. P. McKiddy, 27060 - 164th S.E. Kent, representing the applicant, stated the maximum gradient of the road is 12% - not excessive. Explained he is well aware of the groundwater problem inasmuch as his firm has done considerable work with our State Highway Department in this general and immediate vicinity. This plat is several hundred feet from the area characterized by underground springs and feels the groundwater will present no problem to development but will conduct a study of such to the satisfaction of the Public Works Department. Stated the area of each lot is at least 9600 square feet and explained that only one sidewalk is necessary, if any, in a subdivision this small and in consideration of the cul- de -sac. Mr. Richard Small, 16254 - 52nd Avenue, asked what the anticipated price of homes would be and what the city's undergrounding program would provide in terms of sidewalks. Mr. Stoknes stated the undergrounding in this vicinity will be accomplished within a matter of 4 - 6 years and street improvements are programmed for the year following undergrounding. The number of sidewalks will not be determined until that time. Mr. Gordon Kloppel, applicant, stated the average price of homes is anticipated to be about $42,000. Considerable discussion ensued regarding materials for sidewalks with the applicant proposing asphaltic concrete in lieu of concrete. Discussion also focused on street lighting and concluded it should compliment that which will be used by the city in its undergrounding program. • Mr. McKiddy indicated the minimum roadway standards in Title 17 of the TMC are poor and the applicant wants to do something better than that. Discussion followed regarding adequacy of typical street sections in residential areas. There being no further audience comments, Chairman Mettler closed the public hearing at 9:15 P.M. Mr. Crutchfield, as directed by the Commission, read the Introduction section of the Plan explaining the purpose, area to be affected, and funding process of the Plan. Briefly explained the Objectives section. Read the Needs Assessment section, explaining the 1970 Census information and the conclusions arrived at and the two questionnaires used as the initial form of citizen input in terms of identification and priority. Described in detail the proposed program, priorities and projects. Displayed slides depicting the three areas recommended for walkway improvements. There being no audience comments, Chairman Mettler closed the public hearing at 10:10 P.M. The subject site is 3.25 acres situated approximately 150 feet east of 51st Avenue South. (SEE, Exhibits "A" and "B ") 2. The entire site is zoned for single- family residential use with a minimum lot size requirement of 9600 square feet. 3. The site has a moderate or rolling slope, ranging generally from 5 - 15%, with certain small portions exceeding a 15% gradient. (SEE, Map 1 -4, Data Inventory and attached Exhibits "C ", "D" and "E ".) 4. The slopes on this site generally are stable when modified (SEE, Map 1 -3, Data Inventory). 5. The till soils found on this site generally have high bearing capacity, slight erosion hazard increasing to moderate on slopes exceeding 15 %, fair to poor internal drainage (hardpan occurs close to ground surface restricting downward percolation), and fair arability. The Public Works Department regards the storm run -off and associated drainage needs as a serious development problem. (SEE, Exhibit "F ") Planning Commission Page 2 Staff Report 26 August 1976 9. Val -Vue Sewer District, under their U.L.I.D. #6, installed a gravity flow sewage disposal system in this area in 1973. 10. Water service is located along 51st Avenue South and is managed by Water District #75. 11. The Transportation /Utilities Element of the proposed Comprehensive Plan promotes safe and adequate roadways to include sidewalks and lighting, development of adequate storm water systems, and the undergrounding of all new utilities. 12. Calculations of lot areas within the preliminary plat indicate that at least 2 lots may be of less area than the required 9600 square feet. CONCLUSIONS: 1. All utilities, with the exception of a storm water system, are available and adequate to service the subdivision. 2. The problems of storm water should be studied per the Public Works Depart- ment's letter, and appropriate measures included in the subdivision prior to approval of the final plat. 3. The final plat should include sidewalks and street lighting. 4. All utilities should be designed in accordance with Title 17, Tukwila Muni- cipal Code (TMC) or the appropriate utility districts standards, and be placed underground. 5. A computer print -out, confirming the accuracy of the survey and the area of each individual lot, should be completed prior to approval of the final plat to insure compliance with the minimum lot area requirement. RECOMMENDATION: • Staff recommends the Commission recommend the City Council approve the preliminary plat with the following stipulations: 1. A study be completed by the applicant regarding ultimate storm water run -off within the subdivision and the capacity of the existing system on 54th Avenue South to adequately absorb it. This study must be completed prior to approval of the final plat. 2. All utilities be undergrounded and designed in accordance with Title 17 (TMC) or the appropriate utility district standards. 3.
