Other Commissioners present were Mr. Bohrer, Mr. Richards, Mr. Bowen and Mr. West. The Planning Division was represented by Kjell Stoknes and Gary Crutchfield. Motion by Mr. Bowen, seconded by Mr. West and carried to approve the minutes of 16 December 1976 as prepared.. ELECTION OF OFFICERS Mr. Kirsop was elected Chairman by acclamation. Mr. Richards was elected Vice - Chairman by acclamation. Mr. West was elected Secretary by acclamation. Chairman Kirsop noted the absence of two long- standing Commissioners, Ron Mettler and Jack Link. Their terms had expired and new appointments had not as yet been made. Suggested letters of appreciation from the Commission . be addressed to each of them. Motion by Mr. West, seconded by Mr. Bowen and carried to direct Staff to prepare letters of appreciation for Mr. Mettler and Mr. Link, same to be signed by Chairman Kirsop at the next meeting. Comprehensive Plan Review Mr. Crutchfield read the Staff Report introducing a letter from Mr. Allan Black, a Tukwila property owner, and read it into the record (a copy of which is attached as a part of these minutes). Also noted the Draft Comprehensive Plan with maps and Draft Environmental Impact Statement will be distributed and available on 4 February 1977. 6230 Southcenter Boulevard a Tukwila, Washington 98188 a (206) 2.42 -2177 Planning Commission Page 2 Minutes 27 January 1977 PUBLIC HEARING: Conditional Use Permit for Riverside Motel /Restaurant Complex Mr. Crutchfield introduced the application, noting the site location and the fact that due public notice of this hearing had been given. Chairman Kirsop opened the Public Hearing at 8:30 P.M. Mr. Crutchfield read the Staff Report of Findings, Conclusions and the revised recommendation of the Planning Division while explaining the site and proposed development characteristics. Mr. Roy Grundeland, Christensen - MacDonald, stated the Staff Report was com- prehensive and was agreeable to the conditions contained in the Staff's. recommendation. Mr. Stoknes noted the potential of four (4) individual freestanding signs and suggested some consideration of a shared identification sign in lieu of the individual signs. Mr. Grundeland agreed with the desirability of one sign in lieu of four but did not feel comfortable committing to that concept. Chairman Kirsop questioned the potential of cocktail lounges in either the motel or restaurants. Mr. Grundeland stated two of the three restaurants are anticipated to include lounges. Mr. Richards asked about banquet and /or meeting facilities. Mr. Grundeland stated the motel will provide banquet facilities to accomodate about 400 persons. Mae Harris, 14301 Interurban Ave. So., questioned the price range of units. Mr. Grundeland stated the motel is designed for the medium price range. Chairman Kirsop noted that no one else in the audience chose to speak for or against the proposal. Mr. Richards asked if adequate parking was provided in consideration of the banquet facilities. Mr. Crutchfield, referring to a Staff analysis of parking requirements at the Double -Tree Inn a year ago, noted the interelationship of the motel units and eating /banquet facilities and their effect on actual parking demand. Assured the Commission that the amount of parking provided exceeded the applicable Tukwila code requirements. Mr. Richards noted that West Valley Highway is controlled by the State High- way Department and modifications, especially signals, should be State - approved. Mr. Crutchfield stated such improvements must receive the blessing of the State Highway Department. Planning Commission Page 3 Minutes 27 January 1977 Considerable discussion ensued regarding method of payment for signalization at 158th and West Valley Highway. General conclusion was that although Long - acres is not within the corporate limits its traffic is a major contributor to this area and should, therefore, participate to a large degree in the cost of signalization. There being no further audience comments, Chairman Kirsop closed the Public Hearing at 9:00 P.M. Mr. Grundeland stated the applicant was willing to pay their fair share of the cost of signalization but noted someone should get Longacres to participate. Mr. Bohrer asked how the City would be assured that this access point would be common to the undeveloped land remaining to the north and how the City can insure that it is used as such for future development. Miss Helen Nelsen, 15643 West Valley Road, Renton, stated she is the owner of that property to the north and the sale of the motel site included access rights across the site. Also offered to provide a copy of that to the City. Mr. Bohrer noted the high amenity value of this site as indicated in the Shoreline Master Program and questioned the planned maintenance and enhance- ment of the amenities provided by the river. Mr. Grundeland noted the desire of the Shoreline Program to set buildings away from the riverbank and explained that the landscape plan will address the maintenance and enhancement of the shoreline. Motion by Mr. Bohrer that based on the information contained in the Staff Report and received during the Public Hearing, a Conditional Use Permit be granted with the following stipulations: 1. All utilities (water and sanitary and storm sewer) be provided to the satisfaction of the Public Works Department and that any method of storm drainage include an appropriate method of quality control. 2. AGENDA ITEM_VIII A: PUBLIC HEARING: Conditional Use Permit - Riverside Motel /Restaurant Complex CONDITIONAL USE PERMIT for construction and opera- tion of a motel /restaurant complex Christensen - MacDonald, Inc., Vancouver, Washington Between Green River and West Valley Highway imme- diately south of South 158th Street. 296,000 square feet or 6.79 acres M -1 (Light Industry) Industrial FINDINGS: 1. The applicant proposes to construct and operate a 150 -unit motel with three (3) individual restaurants on the six and three - quarter acre site. (SEE, Exhibit "A ".) 2. Chapter 18.64 (Conditional Uses) of the Tukwila Municipal Code (TMC), under Section 18.64.020 (20), requires conditional approval of "motels ". 3. A Declaration of Non - significance was issued by the Planning Division on 4 January 1977 based on the information provided and an Environmental Impact Statement prepared in 1973 for a potential office building/ restaurant complex on this property. However, the Declaration did • indicate special attention be focused on traffic and circulation through the Conditional Use Permit review process. (SEE, Exhibit "B ".) 4. The project was issued Shoreline Permit #76- 34 -SMP, in accordance with the Tukwila Master Program, with several conditions. (SEE, Exhibit "F ".) 5. The proponents estimate the traffic totals to be approximately 580 vehicles per day for the entire complex; however, the information provided does not adequately address peak hour loads and their effect on existing and future peak hour loads. (SEE, Exhibit "C ".) 6. The ingress /egress point indicated on the site plan is inappropriate according to the Public Works Department. Alternatives include moving Planning Commission ( Page 2 Staff Report 27 January 1977 it southerly and improving channelization of West Valley Highway (as indicated on Public Works Drawing) or moving it northerly to align with South 158th Street and signalize the new intersection (this would provide safe and functional access to remainder of the total site). (SEE, Exhibit "C".) 7. A 6" water line is available at the northeast corner of the subject site; however, the Public Works Department requires a minimum 8" water service to the proposed use. This is available under West Valley Highway. (SEE, Exhibits "C" and "D ".) 8. Sanitary sewer service is available near the intersection of Nelson Place and South 158th Street. This would entail a crossing under West Valley Highway. (SEE, Exhibits "C" and "D ".) 9. Storm drainage is proposed to be collected by catch basins and drained, through separator system, to Green River. This action requires approval of the King County Division of Hydraulics. (SEE, Exhibit "C ".) 10. Considerable unused right -of -way exists along west line of West Valley Highway. 11. The site plan and elevations conform to the applicable restrictions of Title 18 TMC. 12. Section 18.64.101 TMC requires the Commission to make a judgment as to whether or not the proposed use will materially injure the appropriate use of neighboring property, and will conform to the general intent and. purpose of the Zoning Code. CONCLUSIONS: 1. A thorough professional analysis of vehicle trips generated by the proposal and their relationship to established as well as anticipated peak traffic loads and circulation patterns is necessary to adequately identify the effects and necessary mitigating measures. 2. Realignment of the proposed ingress /egress point is necessary to provide safe and functional vehicle movement as well as respond to future devel- opment of neighboring property. 3. Adequate water service and sanitary sewer facilities may only be accom- plished by crossing under West Valley Highway. 4. Method of storm drainage must be approved by King County and should incorporate appropriate quality control measures. 5. Unused right -of -way should be landscaped or treated with suitable groundcover. 6. The traffic and circulation problems must be resolved to assure that the proposed use will not materially injure the potential use of neighboring property. However, I am not concerned with the overall average daily traffic as I am with the pe,,k hourly traffic during maximum movement times and their possible conflicts with the other major traffic flows on this segment of West Valley Highway. These would include the Kent Boeing Facility, Longacres Racetrack and the South Area Regional Park located north of I -405. These in conjunction with the normal peak traffic and the future signal installation at Strander Blvd. and West Valley Highway kj all provide to the rather horrendous traffic problem during certain periods of time each day. At such time as this project is brought into reality, I would request that the proposal he accompanied with a detailed traffic study by a professional engineer with expertise in this field. As minor and preliminary comments, I am enclosing a drawing which is an as -built of West Valley Highway in the vicinity of the proposed develop- ment. Indicated in cross - hatched red marking is a request for future widening and a proposed driveway location. It is felt by this Department that the existing two -way left-turn lane as indicated on the map be extended northerly to the end of the existing 158th left -turn southbound island transition located on West Valley Highway. An alternative proposal would be to locate a common access point at 158th Street to the west and signalization of this intersection with the participation of all affected property owners. This could eliminate some of the current problems and eliminate the compounding of them by future developments in the area between Strander Blvd. and I -405. The existing 6" water line 'on West Valley Highway is not sufficient to meet minimum standards for the City of Tukwila. The minimum standard is an 8" cast iron or ductile iron main and this would have to be extended as noted in paragraph 2. of the Christensen - McDonald letter. As stated, sanitary sewer is available near the intersection of So. 158th and Nelson Place. The storm drainage could flow into the Green River, but must be approved by and cleared through King County Division of Hydraulics. This answers the general points which I see within the proposal and each item w i l l have to be addressed in detail at such time as a more specific proposal is made to the City of Tukwila. Proposed Use: The proposed site plan indicates three (3) pads but no specific use is identified for these pads. These uses need to be clarified.
