•Dear Gary:
This office has been planning and designing the improvement of Christensen Road
as a pedestrian and bicycle mall 'for some time now and is currently attempting
to iron out the details of such improvement.
One of these problems is the maintenance of truck access /egress for West Coast
Machine Tools. The basic design of the Christensen Road improvement includes a
curb along the west edge of the right -of -way. In the case of West Coast Machine,
the proposed curb would inhibit access /egress for their larger trucks and they
have proposed to install a six (6) foot high cyclone fence with wood slats in
place of the proposed curb. .

Steve Hall, Public Works Director, has signed an agreement in behalf of the City
of Tukwila with Mr. Jay Krom, President of West Coast Machine Tools, Inc., regarding
the proposed definition of the property line along Christensen Road and a copy is
attached. You will note that the agreement is subject to review of the Andover ACC
and thus, I respectfully request this matter be placed on the agenda of the ACC's
meeting scheduled for Tuesday, 13 July 1976 which I will attend.

Subject: Agreement between the City of Tukwila and West Coast Machine Tools,
Inc. concerning a substitution of fence material for curbing along the North-
eastern property line of West Coast Machine Tools, Inc.
The City of Tukwila shall refrain from installing curbing along the North-
eastern property line of the West Coast Machine Tools, Inc. property provided
said Company agrees to the following conditions:
1. The City of Tukwila is not responsible for damage caused
by the increased amount of runoff water which w i l l flow
onto the West Coast Machine'Tools, Inc. property as a
result of not installing the above mentioned curb.
2. A fence shall be installed along the Northeastern property
line at the expense of West Coast Machine Tools, Inc. which
shall provide visual screen along that portion of the pro- •
::perty excepting the 40' curb cut shown on the approved West
Coast Machine Tools, Inc. site plan. Portions of the fence
may be made removable to facilitate access by large trucks.
The fence must be maintained by West Coast Machine Tools,
Inc. in a condition which provides an effective visual
screen. (See attached site plan for specific location.)
This agreement is subject to the deed covenants of Andover Industrial Park
as interpreted by the Architectural Control Committee of the Tukwila Industrial
Council.

The Tukwila Planning Commission, at its regular meeting conducted 22 April
1976, reviewed the proposed addition of office and storage space to the
building currently owned and occupied by West Coast Machine Tools.
The Commission voted to approve the proposed addition subject to any con-
ditions imposed through Andover Architectural Control Committee review.

AGENDA ITEM VIII A : Site Plan - West Coast Machine (Building Addition)
The Planning Commission, at its regular March meeting, deferred action on this
site plan to allow the following concerns to be addressed:
1. Occupancy of the proposed third floor
2. Review of parking and truck maneuvering
3. Effect of City's Christensen Trail plan as it relates to the use by
this facility of Christensen Road
4. Andover ACC review
Staff offers the following comments on each of the concerns expressed above.
1.. It appears from the plan that all three floors will or could be used
for office space.
2. The number of parking spaces provided does not conform to Code
requirements based upon the square footage of.potential office space.'
Truck maneuvering appears to be severely restricted in terms of
moving from Strander Boulevard through the parking area to the rear
of the lot. No more than twelve (12) feet exist between the parking
spaces and the through which a truck must pass at an angle.
3. Research of past Planning Commission site plan approvals revealed. the
original approval of the facility to include the existing curb cut on •
Christensen Road. The City's Christensen Trait project has been rede-
signed to maintain that curb cut.
4. The Andover ACC, at their regular meeting conducted 14 April 1976, tabled
the matter due to lack of representation•and noted their concern regarding
adequacy of both parking and truck maneuvering in addition to outside storage
Staff recommends the Planning Commission deny the addition as proposed with the
acknowledgement that such denial is based on the inadequacy of the parking and
truck maneuvering as proposed on the plans submitted.

on Strander Boulevard.
Due to the confusion bred by the lack of information on this matter, the
Commission voted to defer action on this matter until the next regular
meeting to allow the following concerns to be addressed:
1. Occupancy of the proposed third floor;
2. Review of parking and truck maneuvering;
3. Effect of City's Christensen Trail plan as it relates to the use
by this facility of Christensen Road;
4. Andover ACC review.
I will be in touch with you during the next month to attempt to resolve the
concerns mentioned above.

The Tukwila Planning Commission, at its regular meeting conducted 22 April
1976, reviewed the exterior alteration of the south face of your building as
indicated on the drawings submitted by you.
The Commission voted to approve the alteration only upon compliance with the
following stipulations:
1. Approval of Fire and Building Departments.
2. Restriction of the use of the truck doors on the south building
face to those vehicles which will not intrude upon the private
roadway.
Both the Fire and Building Departments have received a copy of the drawings
and their decisions should be rendered by 1 May 1976. Please contact Mr. Al
Pieper of the Building Department should you have any questions.

AGENDA ITEM VIII B : Building Alteration - McCann Project #186

A current tenant in McCann's Project #186, located on Andover Park West, has
altered the south face of the building to include another truck door near the
southeast corner of the building. The use of this new truck door, however,
will inhibit the use of the 50 foot private roadway which parallels the south
face of the building and which provides access to both Projects #214 and #222.
Staff recommends the Planning Commission defer action on this matter to the
next regular meeting to allow the tenant to supply affidavits of ownership
of all three buildings and their acknowledgement of restricted access as well
as allow the Fire Department to scrutinize the effect on emergency vehicle
access.

Dear Bill:
At your request we have observed the new openings cut through the existing
tilt -up concrete walls and reviewed our design of the original structure.
Two new door openings were cut in the south wall of the building; one
opening of 9' -0" x 10' -0" approximately centered in the easternmost wall
panel and the second opening of 12' -0" x 10' -0" centered in the second
panel from the west end of the building. In addition, an existing rail door
on the west wall in the fourth panel from the south end was increased in
width by approximately three feet.
Our review indicates that the new openings in the south wall are cut through
wall panels that are laterally supported by a horizontal integral wall beam
just over the head of the door. At the west wall opening the existing rein-
forcement for the original door runs horizontally over the opening from
pilaster to pilaster and only the vertical trim steel was cut at one jamb.
It is our conclusion that these new openings have not interfered with the
structural stability of the wall panels themselves nor the building structure
as whole. Some minor cracking may occur at corners of the openings from
temperature movement in the walls and the lack of or elimination of the trim
steel reinforcement; however, this is not structurally significant. Should
this occur the cracks may require sealing to prevent freeze thaw damage.
