PUBLIC HEARING: REZONE - Unclassified to R -1 -7.2 (Farrell)
Mr. Crutchfield read the Staff Report on this request and noted the matter
had been carried over several Commission agendas due to the applicant's
absence. Noted Mr. Farrell is present tonight.
Chairman Mettler opened the public hearing at 9:20 P.M.
Mr. Gene Farrell, 12721 Renton Avenue South, stated the property is bounded
on 2 sides by public right -of -way and on the other 2:sides by platted lots.
Property owner has paid all the LID costs assessed for sewer under LID #18
and is far more than 7200 square feet.
Mr. Bowen noted this residential area appears to be heading downhill in
terms of stability and appearance and asked what kind of improvements are
anticipated.
Mr. Farrell stated a 3- bedroom home approximately 1,080 square feet with
attached. garage, all of an approximate value of $30,000. Noted the house
to the south is approximately 25 years old and the one to the east about
10 years old. Also noted that H.U.D. had demolished a 35 year old house
a few years ago.
Mr. Albert Dowsing, 22675 - 26th South, Des Moines, stated his family once
owned all that property and most of the homes were moved in around 1950.
There being no further audience comments, Chairman Mettler closed the
public hearing at 9:35 P.M.
Commissioners discussed the allowances of Section 18.60.160.
Motion by Mr. Kirsop, seconded by Mr. Bohrer and carried to recommend the
City Council classify the subject site R -1 -7.2 only in the event that the
provisions of Section 18.60.160 cannot be employed.

Commissioner Link dismissed himself from participation due to a conflict
of interest.
Mr. Crutchfield read the Staff Report explaining the proposed truck door
addition and the associated displacement of parking.
Considerable discussion ensued with respect to the manner in which the code
requirement for parking would be provided. Also focused on current actual
need for parking.
Motion by Mr. Bowen and seconded by Mr. Kirsop that since the new truck door
and loading /unloading area is needed that the, site plan be approved subject
to provision of additional parking if needed by present or future tenants and
in the manner indicated in the site plan revised 9 November 1976 by Bittman,
Sanders, Hasson and Associates.

Motion by Mr.:Richards, seconded by Mr. West and carried with Mr. Bohrer
voting NO to delete the phrase "and as in the manner indicated in the site
plan revised 9 November 1976 by Bittman, Sanders, Hasson and Associates"
from the original motion.
Original motion, as amended, carried with Mr. Bohrer voting NO.
Chairman Mettler reminded the Commission that regular December meeting will
fall on 23 December and suggested it be advertised for 16 December 1976.
Motion by Mr. Bohrer, seconded by Mr. Link and carried to schedule the
regular December meeting for 16 December 1976 and so advertise.
Motion by Mr. Link, seconded by Mr. Richards and carried to adjourn the
meeting.
Chairman Mettler adjourned the regular November meeting at 10:00 P.M.

Site Plan - Alterations to Curley -Bate Building
The current occupants of the Curley -Bates building located at 1130 Andover
Park East have determined a need for alterations to the building to accomo-
date its activity.
As indicated in the attached existing site plan, there is one (1) truck
well and door located at the northwest corner of the building. To accomodate
an additional truck, an additional truck well is proposed north of and parallel
with the existing well. To accomodate loading /unloading of the additional
truck, a ground level concrete slab, approximately 15' x 20', is proposed to
occupy the 15' side yard to the north of the existing north wall. Toward the
rear of the concrete slab, a new loading door is proposed in the north wall
to allow loading /unloading activities to function properly. Finally, a new
screen planting is indicated for a distance of 70' along the north property
line to provide screening of the loading /unloading area.
The only problem created by the proposed construction, as perceived by Staff,
is the displacement of a few parking stalls previously provided within the
northern side yard. Although the .current tenant will have only three or
four employees at the site, future occupants of the building may have more
and conformance to the parking requirement is recommended.,
The Andover ACC has approved the proposed construction with the acknowledgment
that should a future tenant require more parking space than is needed by the
current tenant, such parking be provided along the south property line.
Staff recommends the construction be approved subject to provision of addi-
tional parking if needed by present or future tenants and in the manner
indicated in the site plan revised 9 November 1976 by Bittman, Sanders,
Hasson and Associates, architects.

Dear Mr. Caden,
Regarding the occupancy of the above referened building
by Decorama Interiors, the building will be used as warehouse
only for furniture storage for my retail furniture outlets.
The warehouse will be staffed by three to four warehousemen.
The present truck loading arrangement is inadequate.
As you know, the building currently has only one drive —in
type truck door. I will require a truck well to convert
the existing door to dock high. The truck well should be .
extended to the North to accormodate a second door to be
located on the North wall of the building.
