RE: Site Plan Approval on R. B. Furniture Addition
Dear Mr. Signorelli:
The Planning Commission reviewed your proposed addition to R. B. Furniture
during their regular meeting of June 22, 1978.
After some discussion on the matter, they approved your expansion request
subject to the following conditions.
1. Exterior treatment of the proposed addition be similar to that of
the existing store;
2. Provision of six (6) additional parking spaces;
3. Any landscape area disturbed during construction of the warehouse
addition be restored per the approved landscape plan;
4. Approval of these plans does not directly or indirectly condone or
encourage the use of the three (3) panels on the east elevation for
possible future truck door purposes.
5. Architectural screening of roof - mounted equipment.
Please incorporate the above five (5) items into your site plan and submit them
to the Building Division in conjunction with your building permit application.
At such time as this is accomplished, the Planning Division can clear your
application for building permit for issuance.

PUBLIC HEARING: REZONE, R -1 to C -i (McCann #352 and McCann #353)
Mr. Stoknes read the Staff Reports explaining that an Environmental Impact State-
ment was required for both proposals and that he sent a letter to Mr. McCann
stating alternative to Environmental Impact Statement. Staff has not received
a response from themes yet. He suggested that the Commission table both items
one more time and if there is still no response, the items should be stricken
from the agenda until staff does receive a response.
Motion by Mr. Bowen, seconded by Mrs. Avery and carried to table the hearings
on these matters until the next regular meeting.
PUBLIC HEARING: REZONE, R -3 and C -1 to R -4 (Ehmke -Kato)
Mr. Stoknes recommended that this item be tabled to the next regular meeting.
Motion by £1r. Sowinski, seconded by Mrs. Avery and carried to table the hearing
on this matter until the next regular meeting.
PUBLIC HEARING: CONDITIONAL USE PERMIT (Tukwila Baptist Church)
Mr. Stoknes explained that the environmental review was not complete yet but
should be soon. He suggested holding a special 13 July 1978 meeting to review
this matter.
- -- Motion by Mr. Sowinski seconded by Mr. Bowen and carried to table this matter
until the next regular meeting.
PUBLIC HEARING: CONDITIONAL USE PERMIT (Garfield Truck Lines)
Mr. Stoknes explained that an Environmental Impact Statement would not be required
but staff is waiting for the filing fee. Suggested that Commission hold a special
13 July 1978 meeting to review this matter.
Motion by Mr. Sowinski, seconded by Mrs. Avery and carried to table this matter
until the next regular meeting.

mentioned that applicant should be advised that a retail building requires more

Minutes
Mr. Mario Signorelli, Manager of R. B. Furniture, explained that the addition was
only going to be used as a warehouse.
Mr. Signorelli explained that they revised the parking area to allow 59 parking
stalls instead of 53.
There was a discussion regarding distance the building would be located from the
hill. Mr. Stoknes mentioned that it appears it will not be right next to the
hill.
The height of the addition was discussed. Mr. Signorelli mentioned the addition
would be the same height as the existing building.
Motion by Mrs. Avery, seconded by Mr. Bowen and carried to approve the development
plans with the following stipulations:
1. Exterior treatment of the proposed addition be similar to that of the
existing store;
2. Provision of six (6) additional parking spaces;

DEVELOPMENT PLANS: Upland Drive Business Park (BSH)
Mr. Stoknes read the staff report, displayed development plans and explained
location of proposal.
Mr. Hurbert Bittman, Architect, described the proposal. He mentioned that the
railroad crossing would be defined and urged that they be allowed to cross the
tracks at any point. He said he had discussed this matter with the railroad
company and they were not concerned about the chances of hitting a vehicle. He
mentioned that no parking would be allowed beside the tracks.
Mr. Bittman passed around and explained a revised parking plan. He mentioned
that 180 parking stalls would be available.
Mrs. Avery mentioned her concern regarding the amount of landscaping proposed
for the site. She explained that she felt companies should provide the minimum
amount of parking which would allow more space for landscaping. This would
allow more ground area for storm water to soak into..
Mr. Stoknes recommended withdrawal of stipulation #1, requiring curb -stops in all
parking stalls along the railroad easement, from the staff report.

Development Plans: R. B. Furniture Addition
The plans for the existing R. B. Furniture store were reviewed and approved
by the Planning Commission on 23 September 1976. At this time, R. B. Furni-
ture is proposing a 2 -story addition of 11,360 sq. ft. for warehouse purposes.
The proposed addition is located on the south side of the existing retail
store with the east elevation facing Southcenter Parkway and the south eleva-
tion facing into the hillside nearby. A truck door is proposed on the north-
west elevation. Three stucco panels are proposed on the east elevation.
According to R. B. management, these panels represent possible future window
space if the present retail area expands.
Exterior treatment of the proposed addition is to be similar to that of the
existing retail store, i.e., painted stucco and masonry.
Available parking on the site according to the site plan map is 53 spaces; 59
are required considering the warehouse addition.
Staff recommends that the Planning Commission approve the proposed warehouse
addition with the following conditions:
1. Exterior treatment of the proposed addition be similar to that of
the existing store;
2. Provision of six (6) additional.parking spaces;
3. Any landscape area disturbed during construction of the warehouse
addition be restored per the approved landscape plan;
4. Approval of these plans does not directly or indirectly condone or
encourage the use of the three (3) panels on the east elevation for
possible future truck door purposes.
5. Architectural screening of roof - mounted equipment.

Dear Larry:
Pursuant to our telephone conversation of June 6th, I am forwarding this
letter and the enclosed materials for your examination and legal opinion.
Let me first re -brief you. On September 23, 1976, the Tukwila Planning
Commission acting in their role of Board of Architectural Review approved
the R.B. Furniture site plan according to plans submitted. The submitted
plan indicated two (2) curb -cuts, one at the north end of the site, the
other at the south end. The north end curb -cut was shown as both an exit
and entrance while the south curb -cut was shown as an "exit only ".
Subsequent to B.A.R. site plan approval and prior to landscape plan review
by the B.A.R. in April 1977, R.B. Furniture obtained permission for a third
curb -cut from the City's Public Works Department. Sometime in April of this
year, R.B. Furniture constructed curb improvements on their property per the
revised plan.
On April 28, 1977, the B.A.R. reviewed the R.B. Furniture landscape plan.
It was noted during this meeting that a third curb -cut had been authorized,
though the submitted landscape plan depicted only two per the original site
plan. The B.A.R. declined to acknowledge this third curb -cut and approved
the landscape plan with only the two curb -cuts.
At this same meeting, staff was requested to seek a letter from the Public
Works Department as to why an additional curb -cut was authorized.
On May 13, 1977, Steve Hall responded to the above question via a memo.
This memo was presented to the Planning Commission at their regular May
26th meeting. The Commission considered the memo and voted to reaffirm
their action taken at the April 28th meeting.

The matter now seems to be at a stalemate. Meanwhile, R.B. Furniture is
honoring the City's procedural breakdown by barricading the third curb -cut
and delaying installation of their landscaping.
In my opinion, the issue here is not who has the responsibility to authorize
curb -cut permits. I agree with Steve that TMC 11.08 and 11.12 gives this
authority to the Public Works Department (SEE, Steve's memo to Gary Crutch-
field dated 13 May 1977). On the other hand, the B.A.R. has a certain
authority over curb -cuts (SEE, TMC 18.32.040) by virtue of its review of
"site improvements ". The question here becomes one of procedure, as I see
it. In cases where the B.A.R. acts on site plans (and, hence, curb - cuts),
do they grant "exceptions" from those site plans or can the Public Works
Department perform that role? Or, is the B.A.R. merely a recommending body
to the. Public Works Department as far as curb -cuts go? Please try to clarify
these questions and suggest, if you can, a manner in which we can resolve the
present dilemma.
The burden is on the City to resolve this issue as soon as possible. R.B.
Furniture has been obligingly patient and cooperative while all of this has
been happening and deserves a speedy resolution.

flow for the R -B Furniture parking areas, it was found that

W turn lane on Southcenter Parkway. As proposed, the ingress and

the safest methods of travel within the City and to and from

As specified in 11.08 and 11.12 T.M.C, the issuance of permits
for the use of a public street in which a driveway is included
is under the jurisdiction of the Public Works Director. There-
fore, it is this office's responsibility to provide ingress and
egress to and from private buildings which is in the best inter-
est of public safety.

Dear Dick:
Further to our telephone conversation of last week, I am
enclosing a xerox copy of a tissue overlay which I sketched
showing the secondary driveway that RB is proposing for their
development on Southcenter Parkway.
I do understand your reservation, as does RB, but after care-
ful. analysis .we feel that no traffic hazard of any consequence
will be added either on Southcenter Parkway itself or intern-
ally within the front parking lot.
The lack of a second ingress driveway on the southern end of
the development has already been the deterrent to two
potential tenants that would like to have located next to the
RB Store. It is not only from this perspective, but also from
RB's own reservation that many customers will drive by or miss
the first driveway and then not be able to get back into the
RB lot without going through a lot of circuitous maneuvers.
Furthermore, it would be most profitable to. the City of Tukwila
in that they could well have an additional business within the
city confines which will be generating more tax dollars.
Would you please be kind enough to call me collect at your
earliest convenience after you have had a chance to give this
proposal your consideration.

The Tukwila Planning Commission, at its regular meeting conducted 23 September
1976, reviewed the site plan and elevations for your proposed furniture store
to be situated in Tukwila.
The Commission approved the plans dated 15 September .1976 with the following
stipulations:
1. Approval of the "future retail store" indicated on this plan must be
obtained from the Commission at such time as construction is planned.
2. Detailed landscape plan be approved by the Commission prior to issuance
of Occupancy Permit.
3. All roof - mounted equipment be screened.
Submittal of appropriately detailed construction plans to the Building Division
shall commence your application for Building Permit. Should you have any ques-

Motion by Mr. Bowen, seconded by Mr. Hartong and carried to approve the site
plan with the following stipulations:
1. Planning Commission review of detailed landscape plan prior to
issuance of Occupancy Permit.
2. Architectural screening of roof- mounted equipment.
3. Revision of site plan per alternative truck door design #2 which
provides an extended loading dock in order that the truck position be
parallel to the building wall and that such dock be architecturally
screened.
4. The parking along north property line in vicinity of same truck door
be revised with respect to angle and approved by staff.

Mr. Crutchfield displayed and explained the landscape plan and read the Staff
Report on this item.
Considerable discussion ensued regarding the third driveway authorized by the
Public Works Department subsequent to Planning Commission approval of the site
plan with only two curb cuts. Concensus of the Commission that internal cir-
culation, affected by location and number of curb cuts, is a primary function
of Planning Division and Planning Commission review. Directed Staff to address
letter to Public Works Department requesting rationale for authorization of 3rd
curb cut and explaining the need for better coordination in such actions.
Motion by Mr. Richards and seconded by Mrs. Avery to approve the landscape plan
subject to the following stipulations:
1. The landscape areas conform to the original site plan approved by the
Planning Commission; specifically, the landscape strip adjacent South -
center Parkway be interrupted by only two curb cuts.
2. Placement of street trees at a maximum of thirty feet on center.
3. Inclusion of two columnar hornbeams at either side of the primary curb
cut.
Discussion followed regarding the need for and characteristics of the 3rd driveway.
Motion carried with Mr. Sowinski voting NO.

Mr. Crutchfield read the Staff Report on this item noting the only reason this
is before the Commission is due to the sign's proximity to a single - family zone.

Landscape Plan - R. B. Furniture
8:00 P.M.
The R. B. Furniture facility is located immediately south of the Levitz
furniture outlet on Southcenter Parkway.
While the landscape plan reflects a fairly dense and visually - pleasing
array of shrubbery, the exterior strip along the edge of Southcenter
Parkway appears sparsely treated.
Staff recommends approval of the landscape plan with the following revisions:
1. Elimination of all "boulders" from the planting strip along South-
center Parkway.
2. Spacing of the proposed sweet gum trees along Southcenter Parkway
be 30 feet on center.
3. Inclusion of two (2) Columnar Hornbeam trees near both corners of
the primary ingress /egress point.

Mr. Crutchfield read the Staff Report regarding this matter and explained the
site plan and elevations for the proposed construction.
Mr. Ron Gold, R. B. Furniture, presented a revised site plan and elevations
which modified the original plan only in that the north building entrance was
moved closer to the related parking and the landscape and parking space loca-
tions changed to accomodate such.
Commission discussed maintenance of the integrity of the steep slope immediately
south of the proposed construction. Also discussed the relationship of the curb
cuts with the left -turn lane of Southcenter Parkway.
Mr. Richard Small, 16254 - 52nd Avenue asked why so many furniture stores were
being allowed to locate in one concentrated area.
Chairman Mettler noted the proposed use conforms with the zoning restrictions
but possibly the applicant could give a better explanation of the reason behind
the growing concentration of such uses.
Mr. Ron Gold explained that it has been his experience over the past 12 years
that the grouping of similar uses creates a healthy business climate for all
within that area and, as a result of increased sales, the City benefits from
increased tax revenues.
Motion by Mr. Kirsop, seconded by Mr. West and carried to approve the revised
plans dated September 15, 1976, Sheets 1 and 2, with the following stipulations:
1. Approval of the "future retail store" indicated on this plan must be
obtained from the Commission at such time as construction is planned.
2. Detailed landscape plan be approved by the Commission prior to issuance
of Occupancy Permit.
3. All roof - mounted equipment be screened.

AGENDA ITEM VI B : Site Plan - R. B. Furniture Store
R. B. Furniture has proposed the construction of a 19,000 square foot retail
furniture store on the parcel of property immediately south of the existing
Levitz development.
Staff review of the plans led to the following conclusions:
1. The site plan does not indicate toe of slope along the south and southwest
property lines. Presuming the toe of slope coincides with the property
line, the improvements indicated do not present a threat to the integrity
of that slope.
2. Parking provisions are adequate to comply with code requirements for both
the furniture store and the future retail store expansion.
3. The exterior architectural treatment appears to be basically a stucco finish.
The front of the building is designed with yellow concrete block at the cor-
ners and a brown - colored mansard over the 82 foot high plate glass front.
4. Landscape areas indicated on the site appear adequate but do not identify
type of groundcover or plant types.
Staff recommends the Commission approve the plans for R. B. Furniture Store with
the following stipulations:
1. Approval of the "future retail store" indicated on this plan must be obtained
from the Commission at such time as construction is planned.
2. Detailed landscape plan be approved by Commission prior to issuance of
Occupancy Permit.
