During this time period, cover or mulch other disturbed areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this period. Inspect and maintain this stabilization weekly and immediately before, during and following storms. 36: From May 1 through September 30, inspect and maintain temporary erosion prevention and sediment at least monthly. All disturbed areas of the site shall be permanently stabilized prior to final construction approval. 37: The site shall have permanent erosion control measures in place as soon as possible after final grading has been completed and prior to the Final Inspection. 38: Driveways shall comply with City residential standards. Driveway width shall be a 10' minimum and 20' maximum. Slope shall be a maximum of 15 %. The shortest individual panel length on a grid line. Resistance to the applied design force comes from the dead load tributary to the wall. The following variables define the tributary width of the Roof and Floor loads that act at this level. Dead loads from the level above are neglected as they were already considered in the calculations for the wall above. The tension from the wall above is added directly to the tension of the wall being calculated. The level at which the design force is applied (top plate) was defined previously for the seismic mass. This setback may be reduced to 15 feet based on a geotechnical evaluation, but in no instances may it be less than the buffer width. 3. This evaluation provides information requested in Correction Letter #1 dated July 25, 2006. Paragraph 1 of Planning Division Comments rdquested an evaluation of the soils and surface topography modification proposed to construct the neW residence. An existing older single family residence now exists on the site. The new residence will _. displace the older structure. The site is located on the west side of 47th Avenue S. approximately one half block south of S. 158th Street The general topography of the neighborhood slopes downward to the north at about 6 percent. The lots to the north and south of the site have existing older established residences. The subject lot and the Lots to the north and south were leveled during construction to produce level building pads resulting in a stair step arrangement, with 6 to 8 foot high rockeries located at each step. The soils behind the rockeries may be considered to be original soils behind the lower half, and consolidated fill behind the upper half. The rockeries bordering, the site to the north and south were field observed and found to be in good condition with no probable failure likely under existing conditions. The soils were not investigated in detail in that the soil characteristics do not have a bearing on the factors evaluated in report. From field observable cuts and fills in the vicinity of the existing rockeries, the soils to depth appear to be a uniform silt loam with some tendency to clay within the matrix. Discussion. The site has been topographically surveyed by Schroeter Land Surveying (copy attached). This map has been used as the basis for the site plan for the new residence (copy attached). As a result, the existing topography as well as the designed floor elevations and finished site grades on the site plan may be considered accurate. The existing residence is located in the middle portion of the site with crawl space foundation at grade. A small garage is located to the south, near the south property line. The new residence will cover the area of the existing house, but will be much larger, with crawl space foundation. The new garage will be in roughly the same area as the old garage, but will also be much larger. This evaluation will address the finished elevations relative to existing elevations. The goal is to determine what effect the new site elevations will have on the stability of the soils on the site and on adjacent properties. The finished grade in the main body of the site will remain relatively unchanged, and the present condition of stable foundation conditions will remain. The construction of the new residence, if carefully done, will not affect this stability, and may improve it since footing drains will be employed which will dewater the surrounding soils. The placement of the new garage along the south property line will not adversely affect either the site soils or the rockery. The typical existing grade at the base of the south rockery is 359 to 361. The proposed finished grade of the driveway and finished floor elevation of the garage is 361 feet. The new garage and driveway will be placed 7 or 8 feet clear of the face of the existing rockery. As such, it may be determined that the construction and long term placement of the new garage at that location will have no adverse effect on the rockery. The contractor is warned to perform excavations for the footing for the new garage with minimum disturbance of the soils near the base of the rockery. The construction of the new residence itself near the rockery along the north property line represents a different geometry. The top of the rockery is typically 351 to 352, while the base of the rockery, based on field observation, about 8 feet below, or typically about 343 or 344. The proposed finished floor elevation for the lower floor is 352.56, or essentially level with the top of the rockery. Due to the sensitivity of the rockery to disturbance from surcharged loads from the house, footing specifications should be modified in this area to prevent any loading being added. For this reason, it is recommended that deeper stem wall footings be used along the entire north wall of the house, with the base of the footing placed no higher than elevation 346. This will allow a 2:1 safe slope from the rear of the rockery to the foundation, which about 6 feet from the rear of the rockery. Very special care must be used in excavating the trench for this stem wall to minimize soil disturbance between the wall of the excavation and the rockery. A special light weight excavator may be required or the excavation may be done from the inside area of the new house. In addition, the footing drain for the house should be placed at the base of this deep stem wall to ensure saturation of the soils cannot occur. Compaction of the soils replaced on each side of the stem wall must be very lightly done, with any form of mechanical compaction not recommended. The backfill on each side of the deeper stem wall should be done in a balanced scheme of placement. The backfill is not and should not be considered to be structural. Conclusions. 1. The placement of the new residence on the property can be done in such a way that it will not adversely affect soils on site or on adjacent properties, especially the existing rockeries. 2. The placement of the garage and driveway along the south property will not adversely affect the adjacent rockery. The contractor should, however, minimize footing excavations near the base of the wall to the minimum required to construct the footings. The backfill on the south side of the south footing should be mechanically compacted to avoid a weakening of the base soils of the rockery. 3. The footing for the north wall of the house should be deepened so that the base of the footing is no higher than elevation 346. The excavation must be done so as to minimize the disturbance of the soils near the rockery. The equipment used to excavate the trench should be light duty or be done from the area inside the house area, away from the rockery. Backfill on each side of the stem wall should be balanced during placement, and mechanical compaction should not be used. The footing drain for this wall should be placed at the bottom of the wall. The pattern of reinforcement for this wall may remain as per the original shorter stem wall design, with the horizontal and vertical patterns continuing in the deeper wall design. With the above precautions employed, the short and long term stability of the north and south rockeries will not be reduced and the new residence may be constructed as proposed. Note that the engineer cannot be responsible for unusual subsurface conditions not observable during the site investigation or for construction practices employed at the time of construction. It is recommended that a pre- construction meeting be held between the engineer and contractor, and that the engineer be consulted during construction should the contractor need additional guidance reference the above recommendations. Any construction, alteration, improvement, or repair carried on within the limits and boundaries of any site or reservation under the legal jurisdiction of the federal government; 9. Any person who only furnished materials, supplies, or equipment without fabricating them into, or consuming them in the performance of, the work of the contractor, 10. Any work or operation on one undertaking or project by one or more contractors, the aggregate contract price of which for labor and materials and all other items is Tess than $500.00, such work, or operations being considered as of a casual, minor, or Inconsequential nature. The exemption prescribed in this subsection does not apply in all instance wherein the work or construction is only a part of a larger or major operation, whether undertaken by the same or a different contractor, or in which a division of the operation is made into lapplicationsl8 -2004 affidavit in lieu of contractor registration contracts of amounts less than $500.00 for the purpose of the evasion of this chapter or otherwise. The exemption prescribed in this subsection does not apply to a person who advertises or puts out any sign or card or other device which might indicate to the public that he is a contractor, or that he is qualified to engage in the business of contractor, 11. Any construction or operation incidental to the construction and repair of irrigation and drainage ditches of regularly constituted irrigation districts or reclamation districts; or to farming, dairying, agriculture, viticulture, horticulture, or stock or poultry raising; or to clearing or other work upon land in rural districts for fire prevention purposes; except then any of the above work is performed by a registered contractor; - 12. An owner who contracts for a project with a registered owner; 13. Any person working on his own property, whether occupied by him or not, and any person working on his residence, whether owned by him or not but his exemption shall not apply to any person otherwise covered by this chapter who constructs an improvement on his own property with the intention and for the purpose of selling the improved property; 14. Owners of commercial properties who use their own employees to do maintenance, repair, and alteration work in or upon their own properties; 15. A licensed architect or civil or professional engineer acting solely in his professional capacity, an electrician licensed under the laws of the state of Washington, or a plumber licensed under the laws of the state of Washington while operating within the boundaries of.such political subdivision. The exemption in this subsection is applicable only when the licensee is operating within the scope of his license; 16. Any person who engages in the activities herein regulated as an emploYee of a registered contractor with wages as his sole compensation; 17.
