COMMITTEE OF THE WHOLE MEETING CALL TO ORDER Council President Stoknes called the Committee of the Whole Meeting to order at 7:10 P.M. COUNCIL MEMBERS PRESENT STAFF MEMBERS PRESENT Maxine Anderson City Clerk), Rick Beeler (Planning Director), John Colgrove (City Attorney), Alan Doerschel Finance Director), Ross Earnst (Public Works Director), Tom Keefe (Fire Chief), John McFarland (City Administrator), Ron Waldner (Police Chief), Don Williams (Parks and Recreation Director). MORIWAKI. Budget Presentation Mayor Van Dusen presented the 1990 budget overview, stating he intended to address the 1990 budget in the context of laying a fiscal foundation and operational strategy for the next five years. He stressed the need for flexibility in the next year's administra- tion of the budget. He recommended the adoption of a policy to establish longer range contingency funding for service demands that would be strategic in nature. This "rainy day" funding would position the City to weather a long term slow down in revenues should that occur. REPORTS Mayor City Council Staff City Attorney ADJOURNMENT 8:45 P.M. John McFarland, City Administrator, stated the three categories for the budget would be: basic services budget, new programs, and unfunded requirements. Council President Stoknes stated the Council would address the issues after they review the budget material presented. The work meeting would be held on July 18, 1989, in the Police Training Room. Councilmember Moriwaki stated he would be interested in reviewing the permit costs and comparing them with surrounding cities. He asked that a comparison report be made to the Council. Mayor Van Dusen distributed a 1989 Citizen Survey questionnaire that will be mailed to Tukwila citizens. It will ask for citizen comments on budget priorities, parks and open space, library, public safety (police and fire), annexations, services, community involve- ment and comments in general. The Tukwila Days' program is ready and many events have been planned. The Foster Island and Cascade View annexations are being reviewed Council President Stoknes suggested the City Council have a booth for Tukwila Days. Councilmember Moriwaki stated the Human Services Roundtable is considering child care regulations and referral services, and have a committee against drugs. Don Williams, Parks and Recreation Director, outlined the events scheduled for Tukwila Days. The dance on Saturday night will have a charge of $7 /couple. City Attorney Colgrove stated a lawsuit has been filed by Schneider Development on 51st. Hearings were in process prior to the annexation date and a decision was rendered after the annexation.
