MAin 3 -7600 Facilities petitioned for variance are located on Streets & Public R/W of City of Tukwila, as shown in detail on map attached hereto and marked as Appendix A. Said map indicates the nature and type of facilities together with the zones in which located. Technical - Most of the areas zoned CPC, CPN, CPR, CM, ERO, M1 and M2, in which undergrounding is contemplated per Ord. #486 are relatively undeveloped. This makes it quite difficult to design an underground distribution system for the area since the electrical loads and therefore system capacity requirements are unknown. It is possible to substantially "over design" but this is inefficient and costly. In many areas the roads and streets have not been permanently sur- faced, and it is very likely that some may be relocated, or have their elevations and grading changed at some time in the future. Such relocation of underground distribution lines is both costly and productive of rather long service outages. Cost - The cost of undergrounding will in any event be a substantial and undeter- mined burden both to applicant, the City of Tukwila, to the owners of adjacent properties, and to the owners of other overhead facilities. No legal steps, such as formation of local improvement districts, have been initiated to assess ad- jacent property owners for a portion of the cost of undergrounding applicants . facilities, either in the public right of way or on their own properties. Applicant is willing to work with the City of Tukwila, abutting private owners, and other appropriate governmental agencies in attempts to formulate equitable funding programs. As to the 115,000 volt intertie line as indicated in (green) on Appendix A, acquisition of necessary alternative rights of way would have to be negotiated with many parties, including the City of Tukwila, Puget Sound Power & Light Company, King County, the State Highway Department, the Corps of Engineers and numerous private parties. The construction of necessary terminals and related support facilities at the connection with the Cedar Falls line at above S. 163rd Street on the West Valley Road, together with a necessary crossing of the Duwamish River involves substantial technical difficulties. The estimated cost of this project, which is in excess of $1,000,000, in view of the topography and nearby location of other overhead power facilities, appears to outweigh any general welfare considerations result- ing from undergrounding. This application is made to utilize the administrative procedure set forth in Section V of Ordinance No. 456. 5 -25 -72 I, Julian C. Upon contacting Mayor Todd's office on Monday, November 13, 1972 to discuss certain aspects of the rezone application, we were informed that Mayor Todd would be out of town until after the November 16, 1972 Planning Commission meeting. Until we can discuss certain problems with Mayor Todd we would not be in a position to add any additional statement with respect to the rezone application at the November meeting, and therefore respectfully request that the Planning Commission postpone the hearing on the rezone application until the December 21, 1972 meet- ing.
