Conditions: Attachments: Vicinity Map Land Right Map Location Sketch Assessor's Map Environmental Statement JBF : mm 12/8/71 Date KING COUNTY DEPARTMENT OF PUBLIC WORKS ENVIRONMENTAL STATEMENT P -17 Pumping Plant DESCRIPTION: This project is located in Gov't Lots 5 and 8 of Section 25, Township 23 North, Range 4 East, W.M. on the west side of 70th Avenue South close to an existing storm drainage pond and pump. This pumping plant is designed to require movement of water from Andover Park Industrial Area and the upstream watershed into Green River by either gravity or pump flow, and will replace the existing inadequate pump. The designed capacity of the pumping plant is based on the runoff from the entire watershed when developed on the occasion of an intermediate regional flood. The intermediate regional flood is a flood with a one percent chance of being exceeded each year and is con- sidered representative of large floods. Another explanation is a storm of such an intensity as to be anticipated only once in 100 years. A small pond is included as part of the pumping plant which will be used for a siltation basin, storage of water, and to reduce velocity of water. The pumping plant is located on the west side of 70th Avenue South which acts as a dike on the west bank of Green River. The discharge pipe from the pumping plant will be located below the road surface and extend out into the Green River channel as shown on attached plans. The land this project is located on is zoned for commercial use, so no adverse effect will be created by construction of this pumping station. Some unavoidable disruption to traffic will be caused during the installa- tion of the outfall pipes across 70th Avenue South, but detour routes are available, and the construction of this improved facility will provide a safe and efficient means of water control through this area. ENVIRONMENTAL IMPACT: This proposed P -17 pumping plant is located in an area which is usually under water, so the construction would improve the amenities of the site. The pumping plant will discharge the surface drainage which now ponds in the area, thereby lowering the water table in Andover Park and preventing floods. The plan includes a small holding pond which is considered as a desirable feature to be incorporated in a future public park. The overall major impact of this project will there- fore be beneficial, since it improves the appearance of the area and will prevent flooding in Andover Park. ADVERSE ENVIRONMENTAL EFFECTS: The proposed pumping plant will remove water from the existing pond west of 70th Avenue South which was dug as part of the development of Andover Park, to contain storm drainage runoff water. This pond is presently unsightly, large and uncontrolled. The installation of the pumping plant will permit filling of most of the pond, with resultant beneficial land use. The proposed pumping plant will add nearly one percent to the flood flow of the Green River during a heavy runoff period, which will raise the water surface of the river approximately one - half -inch. The contractor will be required to follow the strict regulations and requirements that are promulgated by the Soil Conservation Service of the United States Department of Agriculture, the State Departments of Ecology, Fisheries, and Game, King County and the City of Tukwila. These regulations will control the water quality, dust from construction, and not allow the burning of any clearing brush or debris. After construction, the yard and embankment slopes will be seeded, fertilized, and mulched to prevent erosion and improve the ap- pearance of the site. ALTERNATIVES: Two alternate solutions were considered to provide for the discharge of surface water drainage from this watershed. The first alternate considered lowering the Green River channel between Kent and the Duwamish Waterway to provide gravity discharge from this and other watersheds. The second alternate considered preservation of the exist- ing pond west of 70th Avenue South and excavating new storm water holding ponds to contain the drainage water. Both of these alternates were found to be less desirable from aesthetic and economic viewpoints than the proposed pump station. ENVIRONMENTAL SHORT TERM USES AND LONG TERM PRODUCTIVITY: The immediate effect within the area will be the relief from flooding and flood hazards. The present pond will not be required to contain the runoff water since it will be pumped into Green River. The water table in Andover Park will be lowered, increasing the safety of the whole development and permitting higher land use. The long term productivity foreseen in Andover Park as a result of this project will be enhanced. A portion of the watershed is zoned for agriculture, and the installation of this pumping plant will permit earlier spring and later fall cropping on the farmland. RESOURCE COMMITMENT: The resources committed to this project are the land required for the construction, the right-of-way for the pond and outlet pipes, and the necessary equipment, materials, and man -hours for its construction. This is judged to be an irretrievable commitment of resource. COORDINATED VIEWS: The design of this project was coordinated with the property owners, The Hydraulics Division of the King County Department of Public Works, and the Soil Conservation Service of the United States Department of Agriculture. ENVIRONMENTAL ADJUSTMENTS: As a result of the coordinated design effort, the location of this project was established at the most desirable point. This location will enhance the aesthetics of the area, and permit filling and future use of much of the present pond area. This procedure gives the Department of Ecology a coordinating, role in this process and as such the Director ha2 the authority to sign the plans indicating state approval. The construction plans for Westside Green River Water&'ed P -17 Pumping Plant were received and forwarded to the apprapriate state agencies for review and approval. Attached are copies of the letters we received from these agencies. As you will notice most of the agencies including this Department have no adverse comments. The letter from the Denartments of Fisheries and Game sets forth several comments and conditions which must be resolved prior to . their approval of these plans. In addition, as stated in the last para_iraph of their letter "a full review of the needs and requirements on this project may be necessary." WRIA -09 The Department of Fisheries and the Department of Game have reviewed the above identified plans for the P -17 Pumping Plant. The location of this pump station is to be at the mouth of Bill Creek and discharge into Mullen Slough in the SWk of Section. 25, Township. 23 North, Range 4 East, W.M. in King County. We recognize that these plans may not be fully complete and it appears that some of the details are therefore missing. No definite operational procedure was included, so details of capacities and quantities are not available. In view of the fact that the marsh habitat area,of which this project is a portion,'secs an average annual use of 44,500 ducks, 500 geese a-d 15 - 20,000 coots, the gradual destruction of fish and wildlife habitat requires a more definitive outline of procedures. We have been solicited for piece- meal construction projects that very surely are tending to destroy the entire watershed for the existing individual natural resource values. THOR C. TOLLEFSON DIRECTOR The stream is presently used by both food and game fish. The spawning area in the stream is utilized and there is a heavy use of the drainage for fish rearing. .Recent reviews and considerations of the extent of the fish values involved require that fish passage into and out of the system be available. A review of the drainage flow values, as well as the equipment and operational procedures involved may be necessary to assure upstream and downstream fish passage. The present plan for flap gates and stop logs presents fish pas- sage obstacles. The fish and wildlife reconnaissance report also indicated requirements of pumps and screen installations to be of 1/4 inch mesh with water approach velocities of not more than one foot per second. The construction timing,tends to be a critical, factor and should be developed specifically to prevent damage to the existing fishery. We would expect the clear space between the bars on the rack be increased or an automatic device be installed to clear the rack of debris and eliminate a potential head increase attributed to debris blockage. We need to have the pump manufacture model number or data to determine effects to fish. The project would cause a loss of waterfowl habitat which would require the sponsors to grow 50 acres of cereal grain annually in mitigation thereof. The Department of Game is insistent that this be done prior to project com- pletion, and an agreement to do so will be required. A full review of the needs and requirements on this project may be necessary. The benefit -costs coefficients should also be reviewed. Very truly yours, Thor C. Mr. Butler was directed to make an as -is value appraisal of the proposed P17 pond multiple use area (approximately 11 1/2 acres). I furnished Mr. Butler with site devel- opment data and Mr. Hall furnished Mr. Butler with data pertaining to the proposed City uses and other munici- pal obligations in the area. Mr. Butler was directed to prepare the appraisal as soon as possible at the expense of Puget Western. The appraisal report is now complete and two copies of that report are attached for your confidential use. The report finding for the property value is less than anticipated by Puget Western and cannot be enthusi- astically supported. We recognize, however, that our verbal agreement and understanding is that this report will be the basis for any sale of the property. We will negotiate in good faith and are aware that there are considerations yet to be fully determined and evaluated.
