The proposed channel is approximately 1,000 feet long and gener- ally follows the existing Black River Channel which it will replace. This flood control channel is designed to contain the runoff from the upstream drainage basin in the eastern Green River Valley on the occasion of an intermediate regional flood. An intermediate regional flood is of such intensity as to be anticipated only once in 100 years. ENVIRONMENTAL IMPACT: The proposed P -1 outlet channel will replace the existing Black River Channel, which is presently inadequate. The outlet channel is required to provide capacity for the discharge of the Black River Pump Plant. This new channel requires modifica- tion of the Monster Road Bridge, and the adjacent railroad bridges. The excavated material from the proposed channel will be used to fill adjacent low areas, permitting a higher use of this area. The channel banks will be protected against erosion, and merge with the existing Green River banks. ADVERSE ENVIRONMENTAL EFFECTS: The water from the Black River Discharge Structure will be contained in the proposed outlet channel and not be allowed to overflow adjacent land and roads. The outlet channel will have a bottom width of 14 feet . except for the flaring out to 57 feet under the C.M. St. P. & P. Railroad Bridge, just west of the Monster Road; a depth of 17 to 23 feet with 2 to 1 side slopes, and construction limits varying from 225 feet to 305 feet in width. The contractor will be required to follow the strict regulations and requirements that are promulgated by the Soil Conservation Service of the United States Department of Agriculture, the Washington State De- partments of Ecology, Fisheries and Game, King County, and the City of Tukwila. These regulations will control the water quality, dust from construction, and prohibit the burning of any clearing brush or debris at the site. After construction, the filled areas and embankment slopes will be seeded, fertilized, and mulched unless covered with quarry rock, to prevent erosion and improve the appear- ance of the site. The water surface elevation will be controlled by the Green River at the point of confluence. ALTERNATIVES: Two alternative solutions to handle the volume of water from the Black River Discharge Structure were considered. The first JBF:mm 1/24/72 alternative considered the location of the channel. After other pre- liminary locations were reviewed, the location of the proposed channel was established as the best one to serve the area and create the least future problems. The second alternative consisted of design possibil- ities and methods of bank protection. The proposed rock riprap method and bank seeding was determined to be the most desirable from the stand- point of durability, aesthetics, and economic considerations. ENVIRONMENTAL SHORT TERM USES AND LONG TERM PRODUCTIVITY: The immediate effect will be the channel enlargement and protection of the channel banks, adjacent property, public road, and railroad lines. The long term productivity foreseen in the area as a result of this project will be enhanced, and enable development of this area in accordance with the comprehensive land use plan. RESOURCE COMMITMENT: The resources committed to this project are the land required for the channel, the necessary quarry rock, equipment, materials, and man -hours needed for its construction. This is judged to be an irretrievable commitment of resources. COORDINATED VIEWS: The design of this project was coordinated with ' the property owners, the Hydraulics Division of the King County Depart ment of Public Works, The Soil Conservation Service of the United States Department of Agriculture, and the Washington State Departments of Ecol- ogy, Fisheries and Game. ENVIRONMENTAL ADJUSTMENTS: As a result of the coordinated design effort, the location of this proposed channel was established as the most de sirable route. This location will enhance the aesthetic value of the area, and permit a higher type of future use of much of the present marshy area.
