Coordinator CITY of TUKWILA February 22, 1972 Mr. Delbert Moss Planning Co- ordinator City of Tukwila Tukwila, Washington Dear Mr. Moss: After reviewing the plans for the proposed V.I.P.'s Motel, in the area of the Time D.C. terminal, I have come to the following conclusions; 1. Lack of proper number of fire hydrants. Hydrants shall be installed in accord with the City of Tukwila standards. 2. Lack of proper fire water mains on the property to supply fire hydrants. Water main shall be of such size to supply proper amounts of water to buildings for fire fighting operations. 3. Lack of proper portable fire fighting appliances within the buildings. 4. Hazardous areas as defined in the Life Safety Code shall be constructed as laid out in the code. 5. Exit lighting is not spelled out. 6. The plans submitted does not give a full picture as to the relations of surrounding structures. This should be furnished before applying for the building permit. I think that the above information should be be taken under consideration as soon as possible. Hubert H. Crawley, Fire Marshal cc 14475 - 59TH AVENUE SOUTH TUKWILA, WASHINGTON 98067 City of Tukwila Planning Department Reference: Request to include motel zoning in M -1 area, Foster Interchange, and sign variance for height of 75'. Dear Sir: February 17, 1972 We are respectfully requesting that consideration be given to granting approval of zoning that will permit the construction of a 96 unit motel on the following described property. That portion of the Stephen Foster Donation Claim #38, in Section 15, Township 23 North, Range 4 East, W.M., in King County, Washington described as follows: Commencing at a point which bears north 40 °01'05" west 920.15 feet from a monument at the point of intersection of a curve on the centerline of the Duwamish- Renton Junction Road, said point of intersection being approximately 1000 feet east and 20 feet south of the quarter corner between Sections 14 and 15, said Township 23; thence north 49 °24'00" west 835.00 feet on a line parallel to and 150 feet northeasterly of the centerline of said Duwamish- Renton Junction Road, to a point which bears north 81 °44'15" east 199.17 feet from the point of curve on the centerline of said Duwamish- Renton Junction Road, said point of curve being approximately 1200 feet north and 440 feet west of the quarter corner between said Sections 14 and 15; thence south 40 °36'00" west 20 feet to the northeasterly margin of the right - of -way of the Puget Sound Electric Railway; thence north 49 °24'00" west along said right -of -way 580.29 feet; thence north 40 °36'00" east 320 feet to the true point of beginning; thence continuing north 40 °36' E 382.10; thence south 49 °24' East 254.08'; thence S. 40 °36' W 382.10'; thence N 49 °24' W to the true point of beginning. In addition to the above, it is also requested that approval be granted for a sign variance to permit the erection of the signs as shown on the attached drawing. The present large sign with TEMPO go 331 Andover Park East Seattle, Washington 98188 Telephone CH 4 -9009 City of Tukwila. Planning Department Page Two with the words RESTAURANT will be removed, and the two smaller signs installed in their place. You will note the total area of sign surface has been reduced substantially, as well as presenting a more pleasing sign. I am enclosing data for the present restaurant sign, with a brochure showing such data. psr encl. Respectfully simitted,; We also feel that being able to idehtify the restaurant as'a Vip's Restaurant will. 'be most advantageous, due to the :. •. g , popularity of. the several other Yip's Restaurants 'on Interstate 5. We are extending an invitation to each member of the Planning, Commission to visit our Restaurant and compare oun sign visi bility with. that of Texaco, Union and Mobil. INTRODUCTION Gentleman: We respectfully submit a request for a sign height variance from , your structural ordinance permitting structures at a maximum height of 1 45 'feet. We now have a Vip's Restaurant adjacent to Los Angeles- Seattle Motor Express. We wish to install our identification sign,.con- taining the words "Vip's" and "Restaurant ", erected on a 75 foot ' pole. This is our normal installation and is designed to notify the motorist far enough in advance of our location that he may anticipate his driving pattern, and arrive at the oCf -ramp in an' orderly manner'. We are extremely disappointed with the present volume of the Restaurant. Our average monthly volume at this location has been $12,100.00, as compared to our overall average of $20,400.00 • Due to this low volume, we have not been able to operate pro- fitably. We were previously denied a variance on the basis that the Planning Commission Celt we bad adequate visibility. 'Based on their decision, we installed a new $24,000.00 sign at a. height 'of 45 feet. The sign has been installed approximately 70 clays with no appreciable increase in business. This seems total -. ly inconsistent with our other .locations, considering that this location has a traffic volume of 130,000 a day. Our next highest •traffic location is only 40,000 a day, but • has sales of $$28,000.', Since we feel that we are running an above average operation in all respects, we must therefore.attribute the lack of business directly to our inability to advise. the freeway motorist ,of the existance of our Restaurant. Presently, only $1,200.00 of our business each month is from Interstate 5. We feel that if we are allowed to increase the height of the sign to 75- feet, our freeway business will in crease by a minimum of $10,000.00, and by substantially more in the summer months. •'The. following pictures' and facts will substantiate the ciecea it of adequate 'signing on Interstate :restaurant locations. • THE PICTUliES ON TIII: • ENSUING PAGES WERE TAKEN FROM 1-5 AND EAST MAUQINAL WAY. Please note the following: 1. Height difference 2. Visibility difference 3. Subject sign appearance 4. Trees now obstructing subject sign FACTS Number or seconds suns are visible from I -5 Subject sign 7 seconds Mobil - - - -- 22 Union 1 5 Texaco 18 " Distance from off-ramp at which signs are no longer visible Subject sign 3 tenths of mile Mobil Always visible' Union 1 tenths of mile Texaco - -- 1 .11 " 11 CONCLUSIONS The present sign has only seconds of visibility from the freeway, which is not adequate to permit the majority of those motorists desiring to eat time to make a. safe exit from the freeway. At the optimum time for the motorist to adjust his driving' in. order to leave the freeway, the sign is no longer visible. l COMPARISON TO OTHER VIP 'S FREEWAY LOCATIONS LOCATION 1 -5 at Lake Oswego exit 10 mi. south of Portland, Oregon 1 -5 at Ridge- field exit 12 mi. north of Vancouver, Washington SIGN HEIGHT I -80 N at Wood - village exit 15 mi. east of Portland, Oregon •70'' I - at Tukwila exit 5 mi. south of Seattle, Wash. 43' 75' 31,00o 72' 21,000 14,000 1-5 at Nisqually exit mi. north of Olympia, Wash. 68' 39,000 AVERAGE 21 26,200 AVERAGE DAILY MONTHLY TRAFFIC COUNT SALES $25,000.00 40`no $23,000.00 6o% $16,000.00 6o% $27,000'.00 '75n g22,700.00 59% 130,000 $14,000.00 j % OF SALES FROM FREEWAY Based on our experience with the above restaurants, we believe that, this location should have minimum sales'of $35,000.00 with the proper signing.
