Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. They had brought a sample of some foil duct wrap in to see if we would accept it as a fix for covering the existing ceiling insulation that has a flammable backing. I told him Bob & I had discussed it briefly but I hadn't had time to do any research on the subject, but I didn't think it would be acceptable unless they could provide some documentation or test results showing it was approved or had been tested for that type application. I also explained that I had heard sometime in the past that this type application wasn't acceptable because if it became damaged the fire could get between it and the flammable backing material and cause a flashover type situation. He said he understood, and then asked if it would be permissible to take the old insulation out and replace it with R -11, which is in there now, and then cover that with the foil material. I said I didn't have any objection to that. He said that's what they'd probably do because they were under a tight time schedule and had to do something. I made a point of telling him that at this point it was his decision to remove the old stuff and that I wasn't specifically saying that the foil stuff they brought in would not be accepted. My point was that they hadn't provided any test data for this type application for me to be able to base a decision on., He said he understood. I called him back a few minutes later to tell him if they removed the old stuff it might not be necessary to put in any type foil material, so long as the insulation used didn't have backing material with the warning statement on it about being "flammable and should not be left exposed." A sample of the existing insulation that they brought in is attached to this memo. There have been problems with subjects hiding in the ceiling area and then dropping down later to do robberies. 5. Lighting: Energy efficient security lighting is a relatively low -cost, yet extremely effective way to protect your business. A well - designed system will: Illuminate a security target. Burglars and vandals simply don't like light, preferring the cover of darkness for their dirty work. Create a psychological barrier. Alarms can frighten would -be intruders away once they've reached your building. Security lighting discourages them from even coming near in the first place. Provide people with a legitimate sense of security. Lighting protects not only you, but employees and customers. Help security people and police identify and capture criminals. Well - designed security lighting will help you meet these basic security objectives along with those that may be unique to your business. 6. Security Camera: Due to the location being close to freeway on- ramps, there is added potential for armed robberies. Recommend that a good quality surveillance video camera be installed during construction. The camera should have sufficient quality to be able to identify a subject from the video recorded tape. 7. Cashier Platform: The cashier's area should be on a raised platform in order for the employees to have a better view of the entire business. This would help provide an atmosphere that the employee has control of the area thus reducing the opportunity for crimes to occur. 8. Security Alarm: Recommend installing a security alarm system during construction that would report a robbery in progress as well as a burglary in progress when the business is closed. 9. .Landscaping: Plant materials should be placed and maintained so to provide visibility and prohibit hiding places for unauthorized people around ground level door and window areas.
