COMMITTEE OF THE WHOLE MEETING Council Chambers M I N U T E S CALL TO ORDER Council President Stoknes called the Committee of the Whole Meeting to order. COUNCIL MEMBERS PRESENT STAFF MEMBERS PRESENT Mayor Van Dusen, Carl Carlson (City Attorney), John McFarland (City Administrator). SPECIAL PRESENTATIONS ON KEY AGENDA ITEMS SPECIAL ISSUES Discussion on a Community Council in Cascade View area Foster Golf Course Staffing Review Discussion on "Blanket Permit" policy. 0 3 /6 MABEL J. MORIWAKI. 2nd Quarter Activity Reports Mayor Van Dusen presented the Second Quarter Activity Report that has been distributed to the Councilmembers. Councilmember Bauch stated it is a good report and serves a useful purpose for the Councilmembers. Councilmember Hernandez noted there is an overage in attorney's fees. City Attorney Carlson distributed a memorandum to Councilmembers regarding community councils that focused on liability issues. Councilmember Harris asked what precipitated the request of the Cascade View annexation committee for a community council. Mr. Thistle, audience, stated two gentlemen approached him and suggested at a time of annexation a community council is an advantage. Councilmember Bauch stated the City and the Council have been trusted on the previous annexations and they have never requested a community council. There are always public hearings and meetings so the requests of the citizens of the annexation areas can be presented. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT COUNCIL STOP THE DEBATE ON THE SUBJECT OF COMMUNTIY COUNCILS AND CONTINUE WITH THE AGENDA FOR THE MEETING. MOTION CARRIED. Councilmember Moriwaki explained the need for two full time utility workers rather than the part -time labor they have used in the past. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE REQUEST FOR TWO UTILITY WORKERS AND THE NECESSARY BUDGET TRANSFER BE ON THE AGENDA OF THE NEXT REGULAR COUNCIL MEETING. MOTION CARRIED. Mayor Van Dusen explained the objective of the policy, which he would like to institute on a trial basis, is to allow qualifying property owners and developers to proceed with certain tenant improvement actions without suffering the loss of valuable time while waiting for administrative review of their permit applications. The policy will increase the service level of the City's clients, while guaranteeing an appropriate level of protection to the City and the public in regard to the exercise of duties under the Uniform Building and Fire Codes. Councilmember Moriwaki suggested the word "construction" be replaced with the words "with tenant improvement" each time it occurs in the proposed ordinance. Mayor Van Dusen stated the procedure will be reviewed in six months to determine its effectiveness. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THE PROPOSED ORDINANCE BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. REPORTS Mayor Mayor Van Dusen reported August 8 will be Police "Night Out Against Crime." City Council Councilmember Harris reported Tukwila Days celebration was great and attended by many people especially from the annexed area. ADJOURNMENT 9:45 P.M. Councilmember Duffie reported there is still overtime parking across from the school. Councilmember Duffie reported receiving complaints about mosquitos in the area of the Macadam wetlands. He requested that area be sprayed. Council President Stoknes reported the Planning Commission will be meeting on Thursday and will have a speaker on design review. Councilmembers may wish to attend.
